Solicitation No. AG-32SD-S-14-0002 Operations and Maintenance Services

Western Regional Research Center, Albany, California Amendment No. 3, 2/21/2014

Question Answer

1 Will the government please publish to offerors a fillable Schedule B?

Section B.2, Price Schedule, is provided in excel with Amendment No. 04. It is the responsibility of the offeror to insert formulas.

2 For additional services for SCA there is a total hours of 2080 for each year for some of the positions listed. Will the Government consider reducing the hours to productive hours in a year? For example an SCA position would have 80 hours of holidays and 80 hours of vacation subtracted from 2080 hours to get 1920 productive hours.

The hours for additional services are estimates and are for evaluation purposes only. The actual hours may vary.

3 In the additional services for Davis Bacon positions there are positions listed that are not listed in the Davis Bacon WD such as the HVAC/R Mechanic position. Please clarify.

Not all labor categories listed for the Additional Work are covered by the wage determination.

4 In the additional services for Davis Bacon the Carpenter/Painter are two separate positions in the Davis Bacon WD with two different rates. Which rate shall be used or will the Government split the position into two different categories to price to?

The additional hours pricing is for evaluation purposes only. The offeror is encouraged to make a business decision regarding which rate to use for purposes of price evaluation.

5 What is the current monthly or annual price of the O&M contract? The current contract value is $742,202.

6 We cannot find a requirement for a Bid Bond in the RFP but a 20% Bid Bond was mentioned during the site visit. Please confirm bid bond requirement.

There are no bonds required.

7 It was mentioned that there is a requirement for a bid, performance, and payment bond. Question: We are unable to find any bonding requirement in the RFP. Can the government clarify the bonding requirements, and provide the location in the RFP?

There are no bonds required.

8 If bidders desire to include a compliance matrix following the table of contents and list of figures, please advise if the compliance matrix and other up-front matters such as table of contents and list of figures, etc. are all excluded from page count.

Please submit your proposal in accordance with the requirements of Section L.4, Instructions for the Preparation of Technical and Business Proposals. All information provided is included in the page count unless explicitly excluded.

9 Please specify the requirements for the bid bond. (“bid bond required” is in the body of the text on fbo.gov, but there is no mention of bonding in the bid documents). The bid bond is for what percentage of the bid and is this for the first year price or the total price?

There are no bonds required.

Western Regional Research Center, Albany, California

10 Please specify if a performance bond is required. If so, in what amount, and are annual renewals acceptable?

There are no bonds required.

11 base period - is it 3 months, 4 months or 6 months? There are conflicting references to each within the solicitation and the FBO announcement.

Base Period is 3 months per Section B.2.

12 pricing schedule for the base period....whether its 3, 4, or 5 months the number of hours presented in the pricing schedule for the base period's additional work appears to be that of full time personnel. Please clarify.

The hours have been corrected.

13 The solicitation identifies Key Personnel as the Project Manager but also requests resumes and position descriptions for "other managers/supervisors". Please confirm that the only resume and position description required for submittal is the proposed Project Manager. Please also clarify if the resumes counts as part of the Technical Proposal's 50-page limit.

Please submit your proposal in accordance with the requirements of Section L.4, Instructions for the Preparation of Technical and Business Proposals. All information provided is included in the page count unless explicitly excluded.

14 Will bidders be allowed to submit another round of questions after the site visit on 02/11?

The deadline for questions was February 19, 2014, at 12:00 pm Eastern time.

15 Are the estimated hours to be used as the extended price total? The Extended Price is the product of the Quantity times the Unit Price.

16 Is all Additional Work Davis Bacon Wages? Not all labor categories listed for the Additional Work are covered by the wage determination.

17 If Routine Work reaches the limits established by G.$ and the PWS, does it convert to Additional Work and is the entire task reimbursable as Additional Work?

No.

18 Can you provide B.2 in excel Section B.2, Price Schedule, is provided in excel with Amendment No. 03. It is the responsibility of the offeror to insert formulas.

19 Will the additional work be fully funded or is it just used for evaluation purposes?

Additional work is for evaluation purposes only.

20 Will the fixed price routine work be the only item fully funded and the additional work is funded on a per use basis?

Yes.

21 Will it be required that additional work be performed outside of normal working hours?

Additional work may be performed outside of normal working hours.

22 Referencing Section K.1, does this item go into the Price proposal This question is unclear.

Western Regional Research Center, Albany, California after the SF forms?

23 Is markup allowed on additional work? If so where do we put the markup %. Is it allowed on labor, parts, equipment?

The offeror is encouraged to make a business decision regarding markup on additional work for purposes of price evaluation.

24 In Section B.3 Total Contract Value, the bottom section of the "Additional Work - Estimated Price" table has an asterisk after "Total Estimated Contract Value" - what does the asterisk refer to?

The asterisk has been removed.

25 In Section B.3 Total Contract Value, the bottom section of the "Additional Work - Estimated Price" table has two lines for "Total Estimated Contract Value * Routine & Additional Work - Base and all Option Periods,” is the first line to be a subtotal of the Additional Work (Base plus Option Periods) and the second line for the total of Routine and Option Periods as described? Please clarify.

The additional line has been deleted. There should only be one line for Total Estimated Contract Value.

26 On pages 49-50, Section L.4.b.1 allows the bidder to list up to five

(5) contracts for past performance/relevant experience. If a bidder’s team includes a major subcontractor, is the past performance for the major subcontractor included within the five

(5) contracts for the bidder or is the major subcontractor required to submit and additional five (5) past performance contracts?

The subcontractor past performance is included in the 5 contracts.

Please only submit information for a maximum of 5 contracts.

27 Please verify that Attachment 2 SCA Wage Determination WD05- 2051 is correct. The previous solicitation specified SCA Wage Determination 94-2052. It is unusual for a wage determination to go from ending in an even number to one ending in an odd number.

Would SCA WD 05-2052 be the appropriate wage determination?

Wage Determination No. 2005-5052, revision 14, dated 6/19/2013, is provided and replaces the wage determination previously issued.

28 Section I.3 has the same amount listed for minimum and maximum additional work orders ($25,000). Please clarify.

The amounts in Section I.3 have been corrected. See revised solicitation.

29 Section F.2 lists two different period of performance end dates between the sentence and the table provided. Please clarify.

This has been corrected. See revised solicitation.

30 Will the government provide bidder’s access to the incumbent contractors (for both Albany and New Orleans sites) current and historic performance reviews or government periodic assessment of performance?

This information is not readily available and will not affect the offeror’s proposal submission.

31 Will WRRC consider providing Routine and Additional Task Workload in MS Excel format?

Section B, Price Schedule has been provided in excel.

Western Regional Research Center, Albany, California

32 In Sections I.3 and I.4, the Minimum Order value and the Maximum Order amount are the same. This indicates that there is no range for Order values (i.e. Orders may only be issued with $25,000 value). Does the Government intend that the two amounts be the same?

The values in Section I.3 and I.4 have been corrected. See revised solicitation.

33 The FBO states that a bid bond is required (last paragraph, second sentence). We could find nothing in the solicitation requiring a bid bond. Is a Bid Bond required?

There are no bonds required.

34 The estimated labor hours for the three month base period for additional work is the same as the labor hours for the twelve month option periods. Is this how we are to submit our price?

The hours have been revised. See revised solicitation.

Question: Is there any restrictions on font styles and size, margins, spacing, and page sizes?

Question: Can 11”x17” pages be used for charts, and are they considered to be a single page.

There are no stated restrictions in the solicitation regarding font styles and size, margins, spacing and page size. However, the Government does reserve the right to discontinue review of an offeror’s proposal should it be determined difficult to read without the use of a magnifying glass or other type of assistance.

Regarding 11x17 page size, considering the proposal is to be submitted electronically, as long as the page is legible without the use of a magnifying glass or other assistance once scanned into the computer, it will be accepted. Also, if the 11x17 page scans into the computer as one page, it will be accepted as one page.

36 Reference: RFP Section L, page 50 of 58, paragraph L.4 (b) Technical Proposal Instructions, “The Technical Proposal shall not exceed 50 pages, excluding Table of Contents, Safety Plan and Quality Assurance Plan.”

Question: Are transmittal letters, cover pages, executive summaries, Strike Contingency Plans, and PM Plans excluded from the 50 page count limitation?

Everything is included in the page limit unless it is explicitly excluded.

37 Reference: RFP Section L, page 51 of 58, paragraph L.4 (b) Section III Management and Operational Plan (h), “Discuss any subcontractor or partnering arrangements.”

Question: Does the government require copies of partnering documents such as JV Agreements, Teaming Agreements, and SBA

Teaming arrangement documentation is EXCLUDED from page limitation.

Western Regional Research Center, Albany, California

Approval Letters? And if so, does the 50 page count limitation apply?

38 Reference: RFP Section L, page 52 of 58, paragraph L.4 (c) Price and Business Proposal Instructions, “In addition to any other requirements for cost/pricing information required in clause FAR 52.215-20, Requirements for Cost or Pricing Data or Information Other Than Cost or Pricing Data (OCT 1997), the following is required:”

Question: Is the government requiring Certificate of Current Cost or Pricing Data per FAR 52.215-20?

Certified cost or pricing data is not required. All reference to certified cost or pricing data, including clauses, have been removed from the solicitation.

39 Is this a new or follow on requirement? If it is a follow on, please let us know the current contract number and contract value?

This is a follow on requirement. The current contract number is AG-32SD-C-13-0021 and the current contract value is $742,202.

40 Who is the incumbent? Is it still eligible to bid as a prime for this contract?

Akima Facilities Management LLC of Anchorage, Alaska is the incumbent. Their current business size is unknown.

41 Reference: RFP Section L, page 49 of 58, paragraph L.4 (a)(4)(a), General Instructions, “Offerors shall submit their proposal(s) in the following format and the quantities specified: (a) One electronic copy of the completed, signed offer (Sections A through K of the solicitation package)” Question: Is it the government’s intent that we submit Sections A and K and not A through K?

No. There are clauses throughout Sections A through K that the offeror is required to complete. Ensure all information is provided prior to submission of your proposal.

42 During the pre-proposal conference, it was stated that it would be acceptable for bidders to contact the current contractor for questions regarding staffing. Could you please provide the contact information for the incumbent contractor?

Akima’s contact is:

Robert Moore Phone: 719-355-2372 Email: Robert.Moore@akimafacmgmt.com

43 The Davis Bacon (DB) document provided with the solicitation on FBO does not correlate to the DB classifications called out for in the additional work pricing tables in Section B that are DB work. Loaded rates will need to pair to a valid DB job classification in order to be fair to all bidders. Please comment.

Not all labor categories listed for the Additional Work are covered by the wage determination.
