SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C-1
SCOPE OF CONTRACT / DESCRIPTION OF WORK

This contract is for the construction of six sections of the Iditarod National Historic Trail.

The Contractor is required to construct approximately 11.7 miles of trail within the Chugach National Forest, Glacier Ranger District, Alaska. The entire segment will be class 3 trail designed for use by hiker/pedestrians, bicycles, and cross-country skiers. The work consists of Centerline Staking, Erosion and Pollution Control, Clearing & Grubbing, Excavation, Construction and Installation of Drainage Structures, Turnpike Construction, Construction of Log Stringer Puncheons, Construction of Log Retaining Walls, and Log Stringer Native Log Bridges.

The project is broken into 3 main segments. These include Midpoint Access, Midpoint Access to Tincan, and Johnson Pass North to Tincan. Originally the design established as separated projects. As a result, the stationing is not consecutive throughout the entire project and there is repeating stationing on different trail segments. The stationing at Midpoint Access, Midpoint Access to Tincan, and Johnson Pass North to Tincan all start at 10+00 but are located at three different starting locations which are described below. Within the three segments, the project is broken down even further. Please see table below for trail segment descriptions and stationing. It is the Contractor’s responsibility to distinguish which segment of trail they are on and which contract documents correlate to that segment.

C-3
PROJECT LOCATION

The project is accessible from five different locations.

From Girdwood, Alaska proceed southwest on the Seward Highway approximately 19 miles to a roadside parking area on the south side of the Highway near milepost 72.5. The proposed Midpoint Access trail begins at this parking area.

Approximately 23 miles southwest of Girdwood, along the southeast side of the Seward Highway near milepost 68, is a roadside parking area. A user made trail travels southeast from this parking site for approximately 2000’ where it connects with the Upper Ingram to Tincan segment at approximately station 180+80.

Approximately 25 miles south of Girdwood on the east side of the Seward Highway just south of Turnagain Pass, is the Turnagain Pass East trailhead and parking area. The Upper Ingram to Tincan segment ends and connects to this trail just north of the Tincan Creek Bridge, approximately 800’ south of the parking area. The Section 26 Creek to Tincan segment ends and connects to this trail just south of the Tincan Creek Bridge, approximately 1500’ south of the parking area.

Approximately 27 miles south of Girdwood on the east side of the Seward Highway, near milepost 65, is a roadside parking area. A bushwhack hike heading southeast for approximately 2000’ will cross the proposed Section 26 Creek to Tincan segment near station 188+00.

Approximately 29 miles south of Girdwood on the southeast side of the Seward Highway near milepost 64, is the junction of a spur road leading to the Johnson Pass North Trailhead. Travel south approximately 1500’ on this road to the terminus and parking area. The Johnson Pass North to Spokane Creek segment connects to the existing trail approximately 400’ south of the Johnson Pass North Trailhead.

See Vicinity Maps on sheets A.2 & A.3 of the drawings for additional information.

(b) A multi-position engine, such as on a chain saw, which is equipped with screen arrester, as described in the Forest Service Spark Arrester guide.

A spark arrester, which does not meet the requirements in this guide, may be approved upon submission of acceptable proof that the arrester is at least 80 percent efficient in retention, attrition, or destruction of carbon particles. Such arrester may be required to meet higher standards as improvements in design and efficiency are discovered.

H-11
MOISTURE SENSITIVE SOILS

Construction equipment often subjects the uncompleted trail structure to loadings it is not designed to support. This is especially critical during periods of excessive moisture. Materials on this project are sensitive to excessive moisture and will require careful selection and scheduling of equipment to permit efficient operation. Any damage resulting from operations which renders the material unsuitable for use or results in potential siltation of streams will be corrected by the Contractor or Contractor’s expense.

H-12
PRODUCT SUBSTITUTION, SHOP DRAWING AND MATERIAL CERTIFICATION

Any modification of other items, designs, materials, products or equipment (including Government-furnished property), made necessary because of a substitution, will be the responsibility of the Contractor without adjustment in contract price or time.
