Amendment 0007 – Questions & Answers from Contractors & additional clarifications from approx. August 26, 2014 through August 29, 2014
Q1.) DETAIL 7 ON A3.2 details 1-1/2" firring on the exterior walls typical. Some furniture feed locations will require a 2" conduit or multiple smaller conduits. As per plans & specifications, the minimum size conduit is a 1". The problem is fitting the required size and or quantity of conduits and boxes required in a 1-1/2" wall. UL listing wont allow even a 1" conduit in a 1-1/2" deep box. Please provide detail on how to get the required # of CAT6 cables into the furniture feed.
A suggested solution is to allow an open chase with a pull string in the wall with a metal low voltage ring through the sheet rock to connect to the furniture feed fitting.
A1.) At exterior wall locations in the open office areas the furniture requires 16 to 20 CAT6 cables at the entrance location.
Provide required number of ¾” Conduits in the wall and insulate with ¾” rigid behind. The conduit can terminate in the wall behind a 4 square mud ring in the sheet rock (no back box). This would have to happen twice, side by side, at the larger drop locations (only (4) CAT6 fit in a ¾”). This will only leave 4 inch squares on the wall uninsulated.
Q2.) Drawing A2.2 shows a door labeled 206.2 that is not on the door schedule. Can you clarify if this is a new or existing door?
A2.) Drawing sheet A9.2, Door Schedule, add door number 206.2 to schedule, match door scheduled #206.1, but omit armor plate from interior-side of door.
Q3.) Schedule B does not include a line for Division 12 – Furnishings. Which line item should these be included with?
A3.) Amendment #0006 revised Schedule B to include a line for Division 12 – Furnishings.
Q4.) Note 13 on drawing A4.2 references the structural drawings, although I have not found any window sill repair details on the structural plans. Can you clarify what this work is?
A4.) See 16/S9.2 for concrete repair products. Note 13 on A4.2 describes the procedure.
Q5.) On drawings S2.2 and S2.3, does detail 1/S9.1 stop at column line F?
A5.) Work is to stop at column line F.
Q6.) Upon review of Amendment #01, we noticed that the specifications indicate the VA would hire the Commissioning Authority. We are interested in submitting a proposal. May we submit our proposal to the VA?
A6.) Please refer to the solicitation, SF1442 block 8. There is no refererence in Amendment 0001 regarding the VA.
Q7.) How do you want to approach it when abatement is complete and the GC is onto the rebuilding the plumbers/electricians all need to core drill through the walls or floors? This is something that Is impossible to field verify where they penetrations at this time.
A7.) As stated in the response to question 6 of Amendment 0004… “The Contractor shall be responsible for removing asbestos that will be disturbed or affected through the demolition process or that will be disturbed or affected during the construction process. Removal and disposal shall comply with all federal and State DEQ requirements.”
Q8.) On the windows I see they have it states for windows to be “handover to Gov” or some of the transoms and such state “remove and reuse” The window schedule says new windows and sashes are to be installed.
My question: Are the frames staying and if so do they get striped to bare wood or scrape lose and flaky for painting?
Huge cost difference A8.) Refer to demolition drawings for salvage. Sheet D2.1, keynote #24 occurs in 3 locations, total. The two smaller-sized salvaged transoms will be reinstalled in this phase, above doors #102.1 and #107.1, refer to Door Schedule on sheet A9.2. Refer to A9.3 Window Schedule for exterior window units. The existing window frames will not be staying, including all of the exterior windows withing Phase 1, however where door frames are indicated to remain (doors #123.1, #124.1 #125.1, #104.3, #103.2) the existing frames and transoms shall be scraped, sanded, primed and painted over.
Amendment No. 0007, dated 08/29/2014 Building 26 – Phase 1 South Wing Renovation, H Road, Fort Missoula, Missoula, MT
Q9.) In section 024119- Selective demo 1.7, D-1 Field Conditions states “Hazardous Materials will be by owner under separate contract” I’m sure it’s a typo?
A9.) In section 024119 – Selective Demolition, Delete 1.7, D-1 that states “Hazardous materials will be removed by Owner under a separate Contract”. Replace with “Contractor is responsible for removal and disposal of Hazardous materials in accordance with National, State and Local requirements”.
Q10.) Will the Government supply the third party hygienist for clearance sampling?
A10.) The Contractor will be responsible for supplying the third party hygienst for clearance sampling.
Q11.) Does I- 9 FAR 52.225-9 Buy American--Construction Materials (MAY 2014) apply to the systems furniture? If no, do you consider any FAR about BAA affecting the systems furniture? If so, which one?
We request that you delete your requirement for Buy American Act and change your requirement to Trade Agreements Act.
A11.) It is the responsibility of the contractor to review the Buy American Requirements and apply those requirements. Please refer to the full text clause in the solicitation, Section I. We are not permitted to delete the Buy American Requirements.
Q12.) We are interested on bidding the floor leveling of this project after all of the asbestos tile and other demolition work related to the floor is completed. I noticed that this is a "Green Globe" project, we have a product that is perfect for renovating old floors and giving you a lot of LEED points. I am attaching a submittal of this product.
A12.) Requests for Substitutions or Prior Approvals has been answered in previous Amendments.
Q13.) Alternate 6 does not include any reference to the existing bird control netting. What happens to this if the alternate is accepted?
A13.) Remove, salvage, and protect existing bird netting as required to complete work indicated. Coordinate re-installation of bird-netting with new pendant light fixtures and Contracting Officer. Where wall-hung fixtures are indicated, field coordinate bottom of shade with door head and existing wood rafters.
Q14.) Detail 20/A7.1 shows “typical” crown moulding at a partition wall, although I do not see this occurring in other details. For instance, section 14/A5.2 shows crown moulding at the existing ceiling beam, but does not show it at the partition walls. Please clarify where the crown moulding occurs.
A14.) The typical ogee ceiling moulding profile, as indicated in details 15 and 20/A7.1, shall be installed where all new or existing walls, beams, and soffits, within the area of work, terminate to gypsum board or plaster finished ceiling; except, detail 16/A5.1, which is correctly indicated. Provide ogee profile to match existing, in-kind, refer to detail photo 7/D9.1.
Q15.) Thank you for answering my question (Q6.) requesting substitutions or prior approvals. Your reply states Refer to Specification Sections 013300 and 016000 for Submittal Procedures and Product Requirements for additional information.. I’ve found reference to those two sections in the Offeror’s Copy, but I cannot find the actual sections and their explanations, to which I was looking for an answer to this statement given in the answer Substitutions for these products may be submitted for review and approval after the contract is awarded.
When do you expect to award the contract?
A1.) We would like to award the contract as soon as possible.
Q16.) How much time after the contract is awarded will you begin considering substitutions?
A16.) After the contract has been awarded, you will have to work with the Contractor who was awarded the project for submitting substituions.
Q17.) By what date should I submit my bid?
A17.) Please refer to the solicitation, SF1142, block 13a.
Note: The above questions may not be in the numerical order as submitted by the contractors, since they have been lumped together in this amendment.
