Amendment 0002 – Questions and Answers from Contractors and additional clarifications through August 17, 2014
Q1.) The pdf file for drawing A2.0 appears to have been formatted to print 11x17. Can you provide a drawing file that will print full size?
A1.) All information is found on FBO. All files can be printed to full size; however, some may need to be increased by 100% when printed. If drawings are printed at 22”x 34” scales are correct, if drawings are printed at 11”x17”scales will be 50% smaller. You will need to download the information from the site. www.FBO.gov
Q2.) Do the Offer, Technical Proposal, and Cost Proposal need to be submitted in separate envelopes?
A2.) Not necessarily. Please refer to L- 5 Instructions for the Preparation of Technical and Business Proposal in the solicitation.
Q3.) Can you clarify what is to be submitted for the Cost Proposal? I am assuming this is Section B only. Does Section B also get submitted with the Offer?
A3.) The cost proposal includes Section B Schedule of Items. Please refer to L- 5 Instructions for the Preparation of Technical and Business Proposal in the solicitation which is summarized below and full content is found in the solicitation. L- 5(a)(4) Offerors shall submit their proposal(s) in the following format and the quantities specified: 1 copy of the completed signed offer (Sections A through K of the solicitation package), 3 copies of the technical proposal and 1 copy of the business/cost proposal. L- 5(c) (1) Instructions for the Preparation of Technical and Business Proposals, Business Proposal Instructions, Price Proposal. Complete Section B, Schedule of Items.
Q4.) Is there a page limit for the Technical Proposal?
A4.) Not necessarily. Please refer to L- 5(b) Instructions for the Preparation of Technical and Business Proposal in the solicitation, Technical Proposal Instructions which is summarized below and full content is found in the solicitation. The technical proposal will be used to make an evaluation and arrive at a determination as to whether the proposal will meet the requirements of the Government. Therefore, the technical proposal must present sufficient information to reflect a thorough understanding of the requirements and a detailed, description of the techniques, procedures and program for achieving the objectives of the specifications/statement of work. Proposals which merely paraphrase the requirements of the Government's specifications/statement of work, or use such phrases as "will comply" or "standard techniques will be employed" will be considered unacceptable and will not be considered further. NOTE: To assist in the evaluation, you should number your responses to correspond with the criterion being addressed.
Q5.) Section L- 5(b)(1) asks for us to describe all contracts in the past 3 years, including similar contracts. Is this list to be without regard to the size or relevance of the contracts? In our company, this would be a description of nearly 100 contracts. Can we limit this to 3 – 5 comparable examples?
A5.) Please refer to L- 5(b) Instructions for the Preparation of Technical and Business Proposal in the solicitation which is summarized below but full content is found in the solicitation. Describe all contracts and subcontracts currently in process and completed by your firm in the past 3 years. Include contracts and subcontracts similar in nature and complexity to that required by this solicitation and especially any contracts entered into with Federal, State and local governments and commercial customers. Include the contract number, contracting officer or customer name with contact person and phone number, description of project, dollar amount, and subcontractors used (if any).
You may also discuss past accomplishments that indicate your firm's ability to perform the work required by the contract.
If you encountered problems during contract performance, indicate your efforts to resolve them.
The Government will contact a sample of your past customers concerning the quality of services provided by your firm and your subcontractors; timeliness of performance; business relations during project management such as flexibility, problem solving, and cooperation; customer satisfaction; and cost/cost control.

Amendment No. 0002, dated 08/18/2014 Building 26 – Phase 1 South Wing Renovation, H Road, Fort Missoula, Missoula, MT
Q6.) Inquiries/questions requesting Substitutions or Prior Approvals?
A6.) Substitution/Prior Approval requests will not be approved or considered prior to contract award. Many items in the specifications and drawings show Brand Name products as a Basis of Design. All of these products with the exception of the security system shall allow for an approved equal. Substitutions for these products may be submitted for review and approval after the contract is awarded. Products that meet all the salient characteristics of the specified product will be approved provided they also meet the Buy American requirements. If the Contractor chooses to bid based on a product that has not been approved, there is a possibility that when that product is submitted for approval that it may be rejected if it does not meet the salient characteristic of the Basis of Design product. Refer to Specification Sections 013300 and 016000 for Submittal Procedures and Product Requirements for additional information.
Q7.) Questions regarding the availability of a bidders list?
A7.) No bidder’s lists are available through our office. A list of people who attended the pre-bid meeting has been posted to the FBO site. Also on the FBO site for this solicitation is an “Interested Vendors List;” however, bidders are not required to sign up as an interested vendor.
Q8.) Questions regarding access to the building?
A8.) Note the following that was previously answered in Amendment 0001:
Q19.) If a Contractor needs to have access back into the building before the solicitation is due is that possible?
A19.) The site visit was held on August 12 at 10:00 a.m. If a Contractor wants to view the site again or later, he/she will need to contact the Contracting Officer and see if the COR is available to fulfill the request.
Under this Amendment we have determined that additional visits to the interior of the building will not be provided. Contractors will still be able to walk around the exterior of the building.
Q9.) Plan Sheet P2.0: The existing gas line is indicated, but no size is given. There does not appear to be natural gas piping configuration or sizing for new and future boilers. Please clarify.
A9.) Refer to plan P2.0, keynotes 27 & 28. Provide a new 2”nat. gas main from the existing piping located within the boiler room. From that 2” main, provide 1-1/4” gas piping branches/drops to each boiler. The exact size of the existing gas piping is not known but is believed to be 3”. Note that this existing piping is welded steel construction. Please field-verify the exact pipe size and identify a suitable tie-in location.
Q10.) Plan Sheet M2.0, Detai14/M9.7. Detaii1/M2.0A: Cooling Tower Piping is indicated to be buried a minimum of 6' deep. However, the existing basement floor slab appears to be approximately 4' below finished grade. -Reference being the existing exterior door entrance into the basement area. Please clarify.
A10.) Disregard all references of 6-ft min burial depth. The cooling tower piping is to be buried as deep as possible, but no deeper than the elevation of the basement slab. This burial depth will be approximately 4-ft below grade. Note that the entire hydronic system, including the piping to the cooling tower, has been designed for 40% prop. glycol and will not be subject to freezing.
Note: It was not mentioned in this RFI but there is to be a ¾” water make-up line to serve the cooling tower which runs in the same trench as the cooling tower’s hydronic piping. This line is shown on sheets P2.0 & M2.0. Freeze protection (via heat-tracing) for this line is indicated for the portion of the piping exposed to freezing at the connection to the cooling tower on electrical plan E2.1, keynote 11. Since this water line is now planned to be buried shallower, it will be necessary to provide heat tracing over the entire length of piping exterior to the building and not just the end (estimate 20’-30’). To achieve this, the water line must be installed as follows:
• 3/4" PEX – continuous run (no buried joints), heat traced and wrapped with 1-1/2” of mineral fiber insulation and encased in schedule 40 PVC piping (water-tight).
• Heat Tracing to be installed as follows: Provide 5W/ft heat trace with waterproof integral GFI controller. Trace to be secured along entire length of insulated exterior water line from the cooling tower to the building interior. Adhere heat tape to water line with aluminum tape. Verify exact quantity
Amendment No. 0002, dated 08/18/2014 Building 26 – Phase 1 South Wing Renovation, H Road, Fort Missoula, Missoula, MT
(linear feet) prior to ordering. Design based on Raychem 5XL Series trace and model ECW-GF controller.
Q11.) Plan Sheet A1.2: Cooling tower piping is indicated to be installed under the existing sidewalk. With the width of the trench and backfill required, it does not appear to be feasible to install without removing and replacing a portion of the existing sidewalk. Please clarify.
A11.) Remove and replace existing sidewalk as necessary to compete work indicated. Coordinate demolition with existing sidewalk control joints and provide new sidewalk to match existing, in-kind.
Q12.) Plan Sheet M9.7, Detail 9: With respect to the boiler venting, the configuration of the concentric adapter is more of a "wye" fitting rather than what is indicated. The logistical concern is removing the existing concrete chimney cap, core drilling new vent holes, and then replacing and sealing. Would it be acceptable to provide an alternate wood curb style for the cap and membrane roofing for sealing of the new vent piping?
A12.) Based on existing conditions, no existing chimney cap is expected. Re-use any existing chimney penetrations to the greatest extent possible. Provide new 22 ga. weather tight sheetmetal chimney cap, custom fabricate to fit existing chimney size and new mechanical vent penetrations, slope to drain. Shop prime and paint sheetmetal cap to match existing chimney color. Refer to similar condition, Figure 4-14B Roof Penetration Flashing - Pipes, SMACNA Architectural Sheet Metal Manual (sixth edition), minimize cap's profile and visual appearance.
Note: The above questions may not be in the numerical order as submitted by the Contractors, since they have been lumped together in this amendment.
Additional drawing or specification clarifications:
• Drawing sheet A9.1, detail 20: Where "Daltile, Folio One, shelf rail, Urban Putty" is indicated, provide the following, or approved equal, "Daltile, Precision H2O, Tribute Collection, Girard, 1-1/2"x6" shelf rail, color to match field tile, Natural Hues, Almond." Where "Daltile Folio One 3"x3" accent tile, Urban Putty" is indicated, provide "3"x3" Daltile Natural Hues, glazed ceramic wall tile, color to match field tile, Natural Hues, Almond."
• Drawing sheet A9.1, detail 19: Modify wall tile height to 6'-4 1/2" above the finished floor (typically), to accommodate for revised shelf rail, as indicated above.
• Drawing Sheet A9.1, details 19 and 20: The shelf-rail tile shall terminate the field wall tile.
• Drawing A2.0F, detail 16, Basement Floor Finish Plan: Change floor finish hatch in Vestibule 002 and Stair 001 to "Walk Off Mat."
