Amendment No. 0004, dated 08/26/2014 Building 26 – Phase 1 South Wing Renovation, H Road, Fort Missoula, Missoula, MT

Building 26, Phase 1, South Wing Renovation Solicitation Number AG-03R6-S-14-0058

Amendment 0004 – Questions & Answers from Contractors and additional clarifications from approximately August 18, 2014 – August 22, 2014

Q1.) Reference the new boiler flues and combustion air: Detail 9/M9.7, M2.1, M2.2: The detail indicates that there is a concrete cap on this chimney. Per the pre-bid site visit - it is noted that there is the Steam Boiler flue and Water Heater flue venting into this chimney. Since there are no visible rain caps on top of the chimney- one would assume that that they penetrate the chimney wall in the basement and do not route up to the top. The plan documents indicate that (4) sets of 4" PVC flue and combustion air are to be routed up this chase and through the concrete cap.

● Using a factory provided concentric vent kit- the minimum center to center spacing between combustion air and flue piping is 12-14". The concentric vent main at the terminus cap is 10" dia. This installation for one boiler Vent/CA appears to be about 21" minimum.

● An approximation of the interior of the existing chimney is 3'6" x 1'6".

A1.) Detail 9 shown on plan sheet M9.7 will not work when considering the physical dimensions required for the fittings necessary to make concentric vent connections. Concentric vent kits are to be eliminated. The boiler vents are to be terminated with conventional pipe up (exhaust) and pipe down 180° (intake). This arrangement will allow all (8) 4”-dia. pipes to fit within the 3’6”x1’6” clear chimney area.

Q2.) The existing chimney will require a substantial opening in the boiler room for an attempt to install (8) 4" pvc pipes. We do not feel there is physical room for 90's or 45 offsets at the bottom to achieve the desired termination within the boiler room for new and/or future boilers. No detail is given for re-inforcement/support of the opening in the chimney.

A2.) The (8) new 4”-dia. PVC boiler vents are shown on the plans as being routed up from the basement boiler room into the existing chimney and then directly up through chimney at the roof. This arrangement presents construction challenges and may be disregarded. The following is a suggested alternative: Route the (8) 4”-dia.

pipes up in the new chase shown on the plans adjacent to the chimney and up to the attic level. From the attic the vents may be core-drilled into the chimney and terminated through the top of the chimney as described in Response 1 above.

Note 1: All penetrations into the chimney (including core-drilled 4”-dia. holes) will be pre-verified for structure integrity by the Contracting Officer with consultation from the design team during construction.

Note 2: The chase suggested above for an alternate routing of boiler vent pipe is planned for other piping included: fire sprinkler mains, insulated refrigerant and condensate drains. Coordination by all trades is required, refer to plans.

Q3.) There does not appear to be a support detail for the approximate 50' of pvc pipe either at the bottom or at intermediate floor levels.

A3.) The installation of piping supports will not be of concern due to Response 2 above.

Q4.) We don't see how it will be physically possible to install factory termination vent kits as indicated with the concrete cap per detail 9/M9.7.

A4.) Refer to Response 1: Concentric vent kits are to be eliminated.

Q5.) We will be bidding on the window Shades, Specification 122413 for building 26 Fort Missoula.

AG-03R6-S-14-0058. Question: Please clarify the windows to be covered?

A5.) Drawing sheet A9.3, Window Schedule: In addition to what is shown on the window schedule, provide and install window screen to window #206.1. Also provide and install roller window shades as specified, to all exterior facing windows listed in the Window Schedule, except #109.1, #110.1, #121.4, #201.1, #201.2, #303.1, and #303.2.

Drawing sheet A9.2, Door Schedule: Please note, window shades are indicated at doors #104.3, #104.1, and #104.2.

Amendment No. 0004, dated 08/26/2014 Building 26 – Phase 1 South Wing Renovation, H Road, Fort Missoula, Missoula, MT

Q6.) I am writing in regard to the Fort Missoula Bldg 26 phase 1 project that is bidding Sept. 3rd.

Our corporation specializes in asbestos and lead abatement training and consulting. I am interested in providing a competitive price for the asbestos removal related to this Missoula project, although I am unclear on the scope of the asbestos removal.

I am able to view the quantities of the asbestos materials listed in the specifications A, but the quantities seem to relate to the entire building as a survey, rather than a scope of work.

As a contractor, do I need to match each demolition note to the area of impact and quantified myself to find the scope of the asbestos removal, or do you have an asbestos scope of work that I am missing?

Do you want all the material listed in the survey removed from the building or only points of impact? Shall the contractor provide a price to remove all ACM?

A6.) The report provided in the specifications shows locations where asbestos has been found to be present in Building 26.

There is no specific scope for the asbestos removal. The Contractor shall be responsible for removing asbestos that will be disturbed or affected through the demolition process or that will be disturbed or affected during the construction process.

Removal and disposal shall comply with all federal and State DEQ requirements. Also note the following requirement that was previously included in Amendment 0001 to remove all of the vermiculite insulation in the attic located in the Phase 1 area as follows:

Q14.) Amendment 0001. What is above the ceiling?

• A14.) Attic space. Please refer to the asbestos report in the specifications. Page S-3 states that the vermiculite insulation in the attic contains trace amounts of actinolite asbestos. Under this contract, all of this material located in the Phase 1 areas shall be removed and handled as a regulated Asbestos Containing Material.

Q7.) On the security drawings there are access control, burglary and CCTV shown. There are specifications for the access control systems, (281300) but I cannot find any written specifications for the CCTV System or the Burglary System. Are there any and if so where? If not what is the intent?

A7.) Under this solicitation only the access control devices and equipment as shown on the drawings and the specifications will be required to be installed. All other intrusion devices including items such as the duress alarm, glass break sensors, window contacts, etc., will not be required under this solicitation. Also the CCTV system as well as any recording devices will also not be required under this solicitation.

Q8.) I am working on pulling the systems furniture number together… and wondering if there was a way to get a .dwg or AutoCAD file to work from and better decipher the specifications.

A8.) The information you are inquiring is located on Federal Business Opportunities (FBO). Please go to FBO at www.fbo.gov to review the drawings listed under the solicitation number, AG-03R6-S-14-0058. You should be able to zoom in on the pdf’s and see what is needed.

Q9.) Inquiries/questions requesting Substitutions or Prior Approvals?

A9.) This question has been answered under Question 6 on Amendment 0002, Question 4 and Question 5 on Amendment 0003.

Substitution/Prior Approval requests will not be approved or considered prior to contract award. Many items in the specifications and drawings show Brand Name products as a Basis of Design. All of these products with the exception of the security system shall allow for an approved equal. Substitutions for these products may be submitted for review and approval after the contract is awarded. Products that meet all the salient characteristics of the specified product will be approved provided they also meet the Buy American requirements. If the Contractor chooses to bid based on a product that has not been approved, there is a possibility that when that product is submitted for approval that it may be rejected if it does not meet the salient characteristic of the Basis of Design product. Refer to Specification Sections 013300 and 016000 for Submittal Procedures and Product Requirements for additional information..

Note: The above questions may not be in the numerical order as submitted by the Contractors, since they have been lumped together in this amendment.

Additional drawing or specification clarifications:

• The two boilers that are specified for the project, “Lochinvar KBN286” actually come with their own factory-provided circulation pumps. You can therefore eliminate the boiler pumps BP1 & BP2 from what is scheduled on sheet M9.3 as Boiler pumps to be factory-provided with boiler. BP1 and BP2 will however be required for boiler substitutions (that have been reviewed and approved after award) where the boiler manufacturer does not provide pumps.
