101 - Terms, Format, and Definitions

101.01 Meaning of Terms

Delete all references to the TAR (Transportation Acquisition Regulations) in the specifications.

101.04 Definitions.

Delete the following definitions and substitute the following:

Bid Schedule--The Schedule of Items.

Bridge--No definition.

Contractor--The individual or legal entity contracting with the Government for performance of prescribed work. In a timber sale contract, the contractor is the “purchaser”.

Culvert--No definition.

Right-of-Way--A general term denoting (1) the privilege to pass over land in some particular line (including easement, lease, permit, or license to occupy, use, or traverse public or private lands), or (2) Real property necessary for the project, including roadway, buffer areas, access, and drainage areas.

Add the following:

Adjustment in Contract Price--“Equitable adjustment,” as used in the Federal Acquisition Regulations, or “construction cost adjustment,” as used in the Timber Sale Contract, as applicable.

Change--“Change” means “change order” as used in the Federal Acquisition Regulations, or “design change” as used in the Timber Sale Contract.

Forest Service--The United States of America, acting through the Forest Service, U.S. Department of Agriculture.

Neat Line--A line defining the proposed or specified limits of an excavation or structure.

Pioneer Road--Temporary construction access built along the route of the project.

Purchaser--The individual, partnership, joint venture, or corporation contracting with the Government under the terms of a Timber Sale Contract and acting independently or through agents, employees, or subcontractors.

Protected Streamcourse--A drainage shown on the plans or timber sale area map that requires designated mitigation measures.

Road Order--An order affecting and controlling traffic on roads under Forest Service jurisdiction. Road Orders are issued by a designated Forest Officer under the authorities of 36 CFR, part 260.

Schedule of Items--A schedule in the contract that contains a listing and description of construction items, quantities, units of measure, unit price, and amount.

Utilization Standards--The minimum size and percent soundness of trees described in the specifications to determine merchantable timber.

102 - Bid, Award, and Execution of Contract 102 Bid, Award, and Execution of Contract

Delete Section 102 in its entirety.

103 - Scope of Work

103.01 Intent of Contract. Delete this subsection and replace with the following:

Jim Brown Creek 100-38.0 The intent of the contract is to remove two existing corrugated steel pipes and replace them with a precast concrete bridge on precast concrete footings at Jim Brown Creek at Road No. 100 in the Nez Perce-Clearwater National Forests. The structure is located in the Clearwater Highway District in Section 11, T. 35 N., R. 5 E., Clearwater County, Idaho.

This project includes removing and disposing existing culverts, structural excavation, roadway excavation and embankment, backfilling, compacting, designing, furnishing and setting a precast concrete bridge, riprap placement, and hauling and placing aggregate surfacing. In addition, the project requires excavation and re-alignment of the existing stream. The precise details of performing the work are not stipulated except as considered essential for the successful completion of the work. Furnish all labor, material, equipment, tools, transportation, and supplies necessary to complete the work according to the contract.

Delete the remaining subsections in this Section.

104 - Control of Work Deletions Delete Sections 104.01, 104.02, and 104.04.

Add the following subsection:

104.06 Use of Roads by Contractor

The Contractor is authorized to use roads under the jurisdiction of the Forest Service for all activities necessary to complete this contract, subject to the limitations and authorizations designated in the Road Order(s) or described in the contract, when such use will not damage the roads or national forest resources, and when traffic can be accommodated safely.

105 - Control of Material

105.02 Material Sources

Add the following before the first paragraph.

Sources have been designated for this project as follows:

Riprap – Contractor Furnished. There is no designated government source for riprap on this project.

Crushed Aggregate Surfacing – Government Furnished. The designated source for crushed aggregate surfacing is the Government pit located in Section 6, T.34 N., R.6 E on Forest Road 5150.

Streambed Simulation Rock – Government Furnished. The designated source for streambed simulation rock is the Government pit located in Section 6, T.34 N., R.6 E on Forest Road 5150. Material may require sorting and/or blending to meet the specified gradation.

Channel Rock – Government Furnished. The designated source for channel rock is the Government pit located in Section 6, T.34 N., R.6 E on Forest Road 5150.

Waste Site – Government Furnished. The designated waste site is the Government pit located in Section 6, T.34 N., R.6 E on Forest Road 5150. This site is to be used for the disposal of unsuitable or excess excavated material only. All other materials designated for removal and disposal must be disposed of away from Forest Land as per SPS Section 202.

Add the following to section (b) Contractor-located sources.

Prior to any pit development or use of materials, the Contractor shall provide to the CO a State certification that the pit site is free of noxious weed as listed on the "All States Noxious Weeds List”.

106 - Acceptance of Work

106.07 Delete

Delete subsection 106.07.

107 - Legal Relations and Responsibility to the Public

107.02 Protection and Restoration of Property and Landscape.

Add the following:

Do not work within the wetted perimeter of streams before August 1th.

107.05 Responsibility for Damage Claims.

Delete the entire subsection.

107.06 Contractor’s Responsibility for Work.

Delete the following from the first paragraph.

“except as provided in Subsection 106.07”.

107.09 Legal Relationship of the Parties.

Delete the entire subsection.

107.10 Environmental Protection.

Add the following:

Design and locate equipment repair shops, stationary refueling sites, or other facilities to minimize the potential and impacts of hazardous material spills on Government land.

Before beginning any work, submit a Hazardous Spill Plan. List actions to be taken in the event of a spill. Incorporate preventive measures to be taken, such as the location of mobile refueling facilities, storage and handling of hazardous materials, and similar information. Immediately notify the CO of all hazardous material spills. Provide a written narrative report form no later than 24 hours after the initial report and include the following:

· Description of the item spilled (including identity, quantity, manifest number, and other identifying information).

· Whether amount spilled is EPA or state reportable, and if so whether it was reported, and to whom.

· Exact time and location of spill including a description of the area involved.

· Containment procedures.

· Summary of any communications the Contractor had with news media, Federal, state and local regulatory agencies and officials, or Forest Service officials.

· Description of clean-up procedures employed or to be employed at the site including final disposition and disposal location of spill residue.

When available provide copies of all spill related clean up and closure documentation and correspondence from regulatory agencies.

The Contractor is solely responsible for all spills or leaks that occur during the performance of this contract. Clean up spills or leaks to the satisfaction of the CO and in a manner that complies with Federal, state, and local laws and regulations.

108 - Prosecution and Progress 108 Delete.

Delete Section 108 in its entirety.

109 - Measurement and Payment 109 Deletions Delete the following entire subsections:

109.06 Pricing of Adjustments.

Add the following Subsection:

109.10 Methods of Measurement

One of the following methods of measurement for determining final payment is DESIGNATED IN THE SCHEDULE OF ITEMS for each PAY ITEM:

(a) Contract Quantities (CQ). The quantity to be paid is the quantity shown in the bid schedule. The contract quantity will be adjusted for authorized changes that affect the quantity or for errors made in computing this quantity. If there is evidence that a quantity specified as a contract quantity is incorrect, submit calculations, drawings, or other evidence indicating why the quantity is in error and request, in writing, that the quantity be adjusted. Contract quantities will be adjusted only when there are errors in the original design of 15% or more.

(b) Stake Quantities (SQ). These quantities are determined from staked measurements prior to construction.

(c) Actual Quantities (AQ). These quantities are determined from measurements of completed work.

(d) Vehicle Quantities (VQ). These quantities are measured or weighed in hauling vehicles.

(e) Lump Sum Quantities (LSQ). These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job.

152 – Construction Survey and Staking 152.01(a) Personnel.

Add the following:

Conduct all construction staking under the direction of a licensed professional engineer or land surveyor who is closely associated and familiar with construction staking.

153 – Contractor Quality Control Add the following.

153.07. Project Submittals

At a minimum the contractor shall provide project submittals as shown on the below Submittal Log. Submittal requirements are listed in the Standard Specifications, Supplemental Specifications, and Plans.

155 - Schedules for Construction Contracts 155 Delete.

Delete Section 155 in its entirety.

156 - Public Traffic

156.03 Accommodating Traffic During Work.

Delete the first paragraph and replace with the following:

Accommodate traffic according to the requirements set forth below, MUTCD, and Section 635. Submit a traffic control plan for acceptance at least 30 days before intended use.

Add the following project specific requirements:

The contractor will be allowed to close Road No. 100 to through traffic in the immediate vicinity of the culvert for a maximum period of three (3) weeks during construction.

Give the CO at least 21 days advance written notice prior to any road closure period to allow public notice of the closure by the Forest Service.

As a part of the sign plan, the Contractor will be required to furnish and install advance road closed signs at “Peterson Corners” and at the junction of Road 100 and Road 250.

Delete the following from the last sentence of the last paragraph:

according to Subsection 106.07(b)

156.04 Maintaining Roadways During Work.

(a) Add the following:

The construction of detour roads for this project is not allowed.

156.08 Traffic and Safety Supervisor.

Delete this subsection in its entirety.

157 - Soil Erosion Control

157.02 Materials

Add the following:

Provide bales, wattles, logs and rolls from a certified noxious weed free source.

157.03 General.

Delete the first two paragraphs and replace with the following:

Submit an Erosion Control Plan detailing permanent and temporary control measures to minimize erosion and sedimentation during and after construction in accordance with the plans and storm water permits. Do not modify the type, size, or location of any control or practice without approval. Submit the erosion control plan proposal at least 7 days before operations begin to the CO for approval.

Reflect in the Erosion Control Plan special concerns and measures necessary to protect resources and government improvements. Include:

(a) The construction activities and sequence of implementation relating to specific erosion control measures.

(b) The location and type of permanent controls to be implemented during construction.

(c) The location and type of temporary controls to be implemented during construction.

(d) For work in stream channels with running water a detailed dewatering plan.

(e) For work in stream channels without flowing water describe level of ground and vegetative disturbance and measures to reduce potential sediment delivery.

(f) Description of the monitoring plan.

Add the following to the third paragraph:

Upon completion of construction at the site, remove all temporary erosion control devices, dewatering materials and equipment from Government property.

157.08 Water Crossings.

Add the following:

At any channel crossing where there is running water, dewater by rerouting water flow around the site before and during excavation and embankment operations.

201 – Clearing and Grubbing

Construction Requirements

201.06 Disposal. Delete this subsection and substitute the following:

“Dispose of construction slash by placing on embankment slopes to reduce soil erosion (Slash Windrow). When placing slash on embankment slopes start at the toe of the fill and place as flat as practicable on the completed slope.”

Measurement

201.08. Delete this subsection and replace with the following:

“Do not measure clearing and grubbing for payment.”

203 - Removal of Structures and Obstructions

203.01 Work.

Delete and replace with the following:

This work consists of disposing of clearing slash, salvaging, removing and disposing of buildings, fences, structures, pavements, culverts, utilities, curbs, sidewalks, and other obstructions.

203.05 Disposing of Material.

Modify this subsection as follows:

(a) Remove from project. Add the following:

All materials designated for removal become the property of the Contractor and are to be disposed of by removing off of Forest Service Lands in accordance with all local, state and federal requirements.

(b) Burn. Delete this section.

(c) Bury. Delete this section.

(e) Placing Slash on Embankment Slopes. Place construction slash on completed embankment slopes or scatter as directed by the CO to reduce soil erosion. Place construction slash as flat as practicable on the completed slope. Priority for use of available slash is for: (1) through fills; (2) insides of curves; and (3) ditch relief outlets. All slash material not suitable for embankment slopes shall be disposed off Forest Service Lands in accordance with all local, state and federal requirements or as approved by the CO.

204 - Excavation and Embankment

204.03 Material.

Add the following:

204.05 Conserved Topsoil.

Add the following:

Conserve topsoil and vegetated soil mats from excavation and embankment areas. Stockpile conserved topsoil and vegetated soil mats in low windrows immediately beyond the rounding limits of cut and embankment slopes or in other approved locations. Separate from other excavated material. Water soils mats as necessary to ensure transplant success.

207.07 Subexcavation.

Add the following subsection:

204.07A Excavation for Stream Modification.

Do not disturb material and vegetation outside the construction limits. Do not operate equipment in the live stream unless given approval by the CO.

Construct the new stream channel as shown on the plans or as directed by the CO. Prior to excavation, strip and preserve native topsoil. Harvest existing vegetation clumps as directed and preserve to be re-planted in the channel bank areas as directed by the CO. Excavate material to construct the channel to the lines and grades shown on the plans. Place imported streambed simulation rock in one or more layers with a layer depth less than 1½ times the maximum dimension of the streambed simulation rock. Place stream material by methods that do not cause segregation or damage to the prepared surface.

Use ground protection mats under all equipment operating outside the roadway limits or as directed by the CO. Following construction, ground control mats will become the property of the Government.

204.11 Compaction.

Add the following:

Channel Compaction. Compact the material using mechanical and/or hand labor methods to form a well-graded, low permeability mass.

204.13 Sloping, Shaping, and Finishing.

Delete section (d) and add the following:

(d) Finishing. For crushed aggregate surfaced roads, remove all material larger than 6 inches from the top 6 inches of the roadbed. For all roads, finish the roadbed to be smooth and uniform, and shaped to conform to the typical sections. Remove unsuitable material from the roadbed and replace it with suitable material.

Ensure that the subgrade for both surfaced and unsurfaced roads is visibly moist during shaping and dressing. Bring low sections, holes, cracks, or depressions to grade with suitable material. Maintain proper ditch drainage.

204.14 Disposal of Unsuitable or Excess Material.

Delete the text of the first paragraph and substitute the following:

Dispose of unsuitable or excess material at designated sites or as directed by the CO. Sites will need to be graded and prepared after placing material. Shape material and seed the site after all material has been placed. Maintain haul road during hauling activities and perform final maintenance once hauling is complete.

Measurement

208 - Structure Excavation and Backfill for Selected Major Structures

208.01 Delete this subsection and replace with the following

This work consists of excavating material for the construction of the bridge and for new channels. This work includes preserving channels, shoring and bracing, constructing cofferdams, sealing foundations, dewatering, excavating, hauling and spreading excess excavated material, preparing foundations, backfilling, constructing the road subgrade and subsequent removal of safety features and cofferdams.

208.04 General.

Use all suitable material in the construction of the roadway embankment and for structural backfill. Field drain and dry excessively wet material that is otherwise suitable for embankment before placement. Remove excess or unsuitable material from the project site. If approved by the CO, unsuitable or excess material may be disposed at a designated location on the project site. Shape and compact the waste material as directed by the CO.

272 - Geocell Description

272.01 This work consists of constructing geocell under precast elements and shown in the drawings using a cellular confinement system such as Presto Geoweb Cellular Confinement System or Webtec TerraCell in accordance with the plans and manufacturers recommendations.

Materials

272.02 Requirements. Ensure that material conforms to specifications in the following subsections:

Construction Requirements

272.03 General. Perform the work specified in Section 208 or 209. Use ditches, grading or similar methods to prevent surface runoff that may occur during inclement weather from ponding in the foundation excavation.

272.04 Storage and Handling of Material. During shipment and storage, wrap geotextile materials in heavy-duty protective covering. Protect the material from mud, soil, dust, debris and sunlight prior to installation.

272.05 Geotextile Installation. Place the geotextile according to Section 207. Have the surface approved by the CO prior to placing geotextile.

Sew or overlap adjacent strips a minimum of 12” at joints. Insert securing pins through both strips of overlapped geotextile at minimum intervals of 3 feet, but no closer than 2 inches to each edge, to prevent the geotextile from being displaced.

Have the installed geotextile approved by the CO prior to setting the geocells. Wrap geotextile over top of geocell after installation and backfill.

272.06 Geocell Installation. Furnish the CO with product literature and certification as required in Section 106.03 for review and approval 7 days prior to installation. When requested by the CO, furnish a sample of the geocell from each lot for verification testing.

Place the geocell sections directly on the prepared subgrade. Expand the geocell sections into position at the grades and lines as shown on the plans. Hold the expanded geocell sections with suitable “stretcher frames”, steel stakes driven inside selected outer cell walls, or other similar methods as allowed by the manufacturer prior to filling. Ensure that the individual cells have expanded to the minimum dimensions required by the manufacturer. If necessary field cut sections as per the manufacturer’s recommendations to the lines shown on the plans.

Connect geocell panels in accordance with the manufacturer’s recommendations.

272.07 Infill Placement. Furnish the CO with the manufacturer’s specific recommendations for backfilling 7 days prior to placement of the geocells.

Place coarse granular backfill meeting Subsection 703.03 into the expanded cells with equipment appropriate for the site conditions such as a backhoe or a front-end loader. Do not drop infill material more than 3 feet to avoid damage or displacement of the cell walls.

Overfill the geocell cells and level to a minimum of 2 inches above the top of the cell walls. A front-end loader may be used to place the infill provided that it only traffics above geocell sections that have been filled and covered with the minimum 2 inches of additional material. Compact the infill material with a vibratory plate compacter. Operate compaction equipment over the full width of the geocell. Make at least three complete passes or until visible deformation of the infill ceases. Grade the surface to be ½ inch above the top of the cells. Ensure that the cell walls are not exposed after fine grading is completed.

Use the geocell manufacturer’s specific recommendations for backfilling if they are more stringent than stated above.

272.08 Acceptance. Geotextile will be evaluated under Subsections 106.02 and 714.01.

Material for geocell will be evaluated under Subsections 106.2 and 106.03.

Granular backfill material will be evaluated under Section 106.02 and 106.04.

Measurement

272.09 Method. Measure the items listed in the bid schedule according to Subsection 109.02 and the following.

Measure geocell by the square yard in place, exclusive of wastage.

Payment

272.10 Basis. The accepted quantities will be paid for at the contract price per unit of measurement for the Section 272 pay items listed in the bid schedule. Payment will be full compensation for the work prescribed in this Section. See Subsection 109.05.

The cost for furnishing and placing the granular backfill required in Sections 207, 208, and 209 for geocell infill is incidental to this pay item and no separate payment will be made.

The cost for furnishing and placing geotextile for the geocell installation is incidental to this pay item and no separate payment will be made.

308 - Minor Crushed Aggregate Delete section 308 in its entirety and replace with the following:

Description

308.01 This work consists of placing Government furnished aggregate or furnishing and placing crushed aggregate for bedding, backfill and roadway aggregate course.

Material

308.02 Conform to the following Subsections:

Construction Requirements

308.03 Preparing Surface. Prepare the roadway surface on which aggregate course is placed as shown on the plans.

308.04 Placing Crushed Aggregate.

(a) Roadway aggregate. Mix the aggregate and adjust the moisture content to obtain a uniform mixture with a moisture content suitable for compaction. Spread and shape the mixture on the prepared surface in a uniform layer.

Do not place the mixture in a layer exceeding 6 inches in compacted thickness. When more than one layer is necessary, compact each layer according to Subsection 308.05(a) before placing the next layer.

(b) Bedding and backfill aggregate. Place and shape the mixture in layers that, when compacted, do not exceed 6 inches in depth.

308.05 Compacting and Finishing Crushed Aggregate.

(a) Roadway aggregate. Compact using the methods below, specified in the Schedule of Items.

(1) Method 1. Operate equipment over the full width of spread aggregate.

(2) Method 2. Compact the aggregate by operating compaction equipment over the total width until visible deformation ceases. A minimum of three complete roller passes shall be made at a moisture content suitable for compaction.

(b) Bedding and backfill aggregate. Compact in 6 inch lifts by using a Forest Service approved mechanical compactor until no visible deformation is observed over the entire area of aggregate.

308.06 Acceptance. Crushed aggregate will be evaluated under Subsections 106.02 and 106.03. Furnish a production certification including gradation and quality properties for each source.

Construction of roadway aggregate courses will be evaluated under Subsections 106.02 and 106.04. Method 2 compaction will be evaluated under Section 106.04.

Placement of bedding and backfill aggregate will be evaluated under Subsection 106.02 and Section 209.

Preparation of the surfaces on which crushed aggregate is placed will be evaluated under Section 303 and 209 as applicable.

Measurement

308.07 Measure the Section 308 items listed in the bid schedule according to Subsection 109.02 and the following as applicable.

Measure crushed aggregate by the cubic yard in-place on the road.

Measure width horizontally to include the top of aggregate width including designed widenings. Measure the length horizontally along the centerline of the roadway.

Payment

308.08 The accepted quantities will be paid at the contract price per unit of measurement for the Section 308 pay item listed in the bid schedule. Payment will be full compensation for the work prescribed in this Section. See Subsection 109.05.

553A – Precast Concrete Structures

553A.01 Work. This work consists of designing, fabricating, and installing a precast concrete bridge and precast footings with stemwalls AS SHOWN ON THE DRAWINGS. The precast concrete sections shall be contractor designed units to the overall dimensions shown on the drawings. The contractor’s design shall be submitted for approval (see section 553A.04 below). The work also includes steel connection plates for deck joints, grout for joints, shop drawings, and other incidentals as required.

Provide precast concrete members of the size, shape, strength, air content, and finish that are SHOWN ON THE DRAWINGS. Precast concrete members must be manufactured by a plant with the following certifications:

Precast/Prestressed Concrete Institute (PCI)

· Bridge 1, Precast Bridge Products (no prestressed reinforcing)

· Commercial 1, Precast Concrete Products (no prestressed reinforcing)

National Precast Concrete Association (NPCA)

· Precast

Submit a copy of the transmittal letter of the latest PCI or NPCA inspection/certification with the shop drawings. Certification of the above shall be received by the CO prior to shipment and installation at the job site.

Perform all sampling, testing, and inspection necessary to ensure quality control of the component materials and the concrete. Sample and test for quality control and acceptance testing in accordance with the AASHTO or ASTM test methods prescribed in Section 552.

Maintain adequate records of all inspections and tests. Keep records that indicate the nature and number of observations made, the number and type of deficiencies found, the quantities approved and rejected, and the nature of any corrective action taken.

Construction

553A.03 Design Requirements Design in accordance with the “LFRD Bridge Design Specifications, 5th Edition” by AASHTO.

Submit plans and calculations signed and stamped by a Professional Engineer registered in the state of Idaho.

Design requirements are:

a. Vehicle design loads: HL-93

b. Soil Pressure: Allowable= 4,000 pounds per square foot.

c. Lateral Earth Pressure active = 45 pounds per cubic foot.

d. Cover: There will be a layer of aggregate placed on top of the deck in order to match the grades of the existing road. See the Drawings for more details. The design of the box will need to account for the dead load of the aggregate layer.

e. Deck welds and deck joint to be designed by contractor for a lateral distribution of a 16,000 pound wheel load.

f. All exposed corners shall have a ¾ inch chamfer.

g. The joint between the footing and the wingwalls: the location of the joint and the design of the joint shall be at the contractor’s option, and shall be shown on the submitted plans.

553A.04 Design Calculations and Drawings Submit four sets of design drawings (8 ½ inches by 11 inches), calculations, and shop drawings at least 7 days in advance of the start of fabrication to allow time for review and correction of any changes and approval by the CO. Include plan, elevation, and section views of the box culvert and footings with stemwalls, dimensions of all components, welding and connection details, and general and specific notes regarding design and construction. Submit concrete mix design for each class of concrete proposed for use before fabrication of the precast members.

553A.06 Handling, Transporting, & Erecting Rig precast concrete box culvert and precast footings with stemwalls with permanent lifting devices to facilitate efficient installation and removal of these items. Place lifting devices so as not to interfere with traffic when the culvert is installed as a road crossing over a stream. Provide additional reinforcement, as needed, to meet the requirements of handling, transporting, and erecting precast members.

553A.07 Acceptance Reinforcing steel, anchor devices, elastomeric bearings, and material for concrete and grout will be evaluated under Subsection 106.03. Furnish production certifications for hydraulic cement, and reinforcing steel.

Concrete for precast concrete members will be evaluated under Subsections 106.02, 106.03, and 106.04.

Construction of precast concrete members will be evaluated under Subsections 106.02 and 106.04.

Reinforcing steel will be evaluated under Section 554.

Falsework and forms will be evaluated under Section 562.

Excavation and backfill will be evaluated under Section 208.

Measurement 553A.08 Measure the Section 553A items listed in the bid schedule according to Subsection 109.02 and the following as applicable.

Do not measure reinforcing steel, concrete, anchorages, plates, nuts, and other material contained within or attached to the unit for precast concrete structural members.

553A.09 The accepted quantities will be paid at the contract price per unit of measurement for the Section 553A pay items listed in the bid schedule. Payment will be full compensation for the work prescribed in this Section. See Subsection 109.05.

622 - Rental Equipment

622.02 Rental Equipment

Delete the first two sentences of the first paragraph and add the following:

Provide equipment of the type listed in the Schedule of Items. Provide equipment of at least the minimum size needed to efficiently perform the work. Submit the model number of the equipment to the CO for approval before delivery to the project site. Equipment shall be no more than 15 years old and shall be reasonably free of leaks and other mechanical deficiencies.

625 – Turf Establishment

625.07 Seeding.

Add the following:

Apply seed and fertilizer to cut & fill slopes within fourteen (14) days after the road has been constructed to final grade, unless otherwise agreed by the CO. Re-seed cut & fill slopes damaged by construction activities such as surface blading or additional excavation within ten (10) days of the damage.

Application Methods for Seed and Fertilizer:

Apply seed by the Dry Method.

The Government will furnish the seed mix to the Contractor for use at the project site.

625.08 Mulching

Delete the entire subsection and replace with the following:

Apply Mulch within 24 hours after seeding by the following methods.

(a) Dry Method. Apply mulch by hand or with a mechanical spreader at a rate of 1000 pounds per acre. Mulch areas inaccessible to mulching equipment by hand. Apply mulch uniformly over the entire disturbed area.

648 - Stream Simulation

648.01 This work consists of placing rock and fill to simulate a natural streambed, profile and cross section though road stream crossings. The placement of Channel Rock for: fish rest stop, rock bands, rock weirs, stream bank rocks, and other in stream rock structures, is included within this specification.

Construction Requirements

648.03 General. Place streambed simulation material on a prepared surface to form a well-graded, low permeability mass, similar in appearance and texture to the natural streambed. Do not drive metal track or rubber tired equipment directly on metal or concrete structure surfaces.

648.04 Placed Streambed Simulation Material and Channel Rock.

(a) Method A, Machine Placed. Place stream simulation rock in one or more layers with a layer depth less than 1 ½ times the maximum dimension of the stream simulation rock. Place stream simulation by methods that do not cause segregation or damage to the prepared surface. Place or rearrange individual rocks by mechanical methods to obtain a compact low permeability mass matching streambed simulation details. Fill voids before placing the next lift. Place fish rest stop, rock bands, rock weirs, stream bank rocks, and other in stream rock structures as designated.

(b) Method B, End Dumped. Dump stream simulation rock in one or more layers with a layer depth less than 1 ½ times the maximum dimension of the stream simulation rock. Distribute larger rocks throughout the mass of stone. Obtain a uniformly dense, compact, low permeability bed with a surface matching stream simulation bed details. Fill voids before placing the next lift. Place fish rest stop, rock bands, rock weirs, stream bank rocks, and other in stream rock structures as designated.

(c) Method C, Hand Placed. Place stream simulation rock using hand labor. Material may be hand carried, or carried in wheelbarrows and end dumped to obtain its full thickness. Compact each load using hand operated or hand operated mechanical equipment to obtain a uniformly dense, compact, low permeability bed with a surface matching stream simulation bed details. Fill voids before placing the next lift. Place fish rest stop, rock bands, rock weirs, stream bank rocks, and other in stream rock structures as designated.

648.04 Foundation Fill. Fill all voids left during placement of Channel Rocks and Streambed Simulation adjacent to footings, concrete structures or corrugated pipes with foundation fill. Use water pressure, metal tamping rods, and similar hand operated equipment to force material into all surface and subsurface voids between the structure and rocks and between individual rocks.

648.05 Rock Weirs. Furnish rocks meeting the dimensional requirements SHOWN ON THE DRAWINGS and as directed by the CO. If suitable rocks are not available on site they must be hauled from the designated riprap source. Excavate and construct the rock vortex weirs as SHOWN ON THE DRAWINGS and as directed by the CO.

648.06 Acceptance. Placing streambed simulation material will be evaluated under Subsections 106.02 and 106.04.

Measurement

648.07 Measure the items listed in the bid schedule according to Subsection 109.02.

648.08 The accepted quantities, measured as provided in Subsection 109.02, will be paid at the contract unit price per unit of measurement for Section 648 pay items listed in the bid schedule. Payment will be full compensation for the work prescribed in this Section. See Subsection 109.05

703 - Aggregate

703.03 Granular Backfill.

Add the following:

(c) Course Granular Backfill. Furnish backfill material that consists of clean, hard durable particles or fragments of crushed stone, crushed slag or crushed gravel meeting the gradation shown below.

705.08 Channel Rock.

(a) General. Furnish hard, durable rock that consists of intact blocks without open fractures, foliation, or other planes of weakness. Conform to test values in 705.02.

(b) Sized and shapes. Furnish rocks that are generally cubical, tabular, or rectangular in shape, with dimensions as designated, or as specified in the following table:

(c) Color. Furnish rocks with a color indigenous to the area. Rocks should be free of machine-made scratches, mars, or other damage to the visible surface. If requested, submit a 12 in sample of rock that is representative of the rock color for approval by the CO.

725 - Miscellaneous Material

Add the following section:

725.40 High-Strength Nonshrink Grout

Furnish grout that is packaged and ready for use with the addition of water at the construction site. Ensure that each bag is stamped to show the last date on which it may be used. Use grout that consists of a hydraulic cementitious system, graded and processed natural fine aggregate, and additional technical components such that the product meets the following conditions:

(a) Free of inorganic accelerators, including chlorides.

(b) Free of oxidizing catalysts.

(c) Free of gas-producing agents.

(d) When mixed to 130 percent flow on flow table (ASTM C 230 at 10 drops), it does not reduce in linear dimension when tested in accordance with ASTM C157. Take measurements at 72 hours and 7 days.

(e) Produces no bleeding for the first 2 hours after mixing when mixed to 130 percent flow on flow table (ASTM C 230 at 10 drops), as tested in accordance with ASTM C232.

(f) Has a minimum strength as follows when tested in accordance with ASTM C 109:

(1)After 72 hours, 25 MPa (3500 psi).
(2)At 7 days, 40 MPa (6000 psi).
(3)After 28 days, 50 MPa (7200 psi).

Provide performance characteristics at 115 to 120 percent flow on flow table (ASTM C 230 at 10 drops).

(g) It must be designed, as stated by the manufacturer, to be mixed, placed, and cured at atmospheric temperatures of 5O C to 30O C (40O F to 85O F). Submit products proposed for use for approval by the CO and accompany them with manufacturer’s submittals substantiating all requirements in this subsection, including graphs or charts showing the time, temperature, and humidity requirements for curing to achieve the specified grout strengths; and recommendations for storage, mixing, application, and curing procedures.

As specified as grout on the contract plans, the following products meet the above requirements.

1. MASTERFLOW 928 GROUT, manufactured by Chemrex.

2. CRYSTEX GROUT, manufactured by L&M Construction Chemicals, Inc.

3. CEMENT ALL, manufactured by CTS Cement Manufacturing Co.

4. SURE-GRIP HIGH PERFORMANCE GROUT manufactured by Dayton Superior.

725.41 Mortar

Furnish mortar that is packaged and ready for use with the addition of water at the construction site. Ensure that each bag is stamped to show the latest date on which it may be used. Use mortar that consists of a cementitious system made up of:

(a) Natural aggregate, 3/8” maximum size, that meets the requirements specified in ASTM C 33 except for grading. Accomplish grading by blending sieve sizes to obtain the optimum density.

(b) Metallic aggregate free from nonferrous material, soluble alkaline compounds, and visible rust.

(c) Water reducers, workability agents, air-entraining agents, and catalysts.

Blend the materials to minimize bleeding, increase workability, resist exposure to freeze-thaw cycles and deicing salts, and prevent shrinkage within and at the perimeter of the patch, keyway, or other area to be filled.

Ensure that the minimum compressive strength of the mortar, as tested by ASTM C 109 for a 3” slump, is:

Ensure that the durability of the products when tested at 300 cycles, ASTM C 666, procedure A is:

Ensure that the scaling resistance has a rating of 3, Moderate Scaling, after 50 cycles when tested in accordance with ASTM C 672.

Provide certification from the manufacturer that the product is compatible for work that is 1” or more in depth and more than 1” in width; and where the mixing, placing, and curing temperatures may range from 5O C to 30O C (40O F to 85O F).

Submit products proposed for use to the CO for approval, and accompany them with the manufacturer’s submittals substantiating all requirements in this section, including (1) graphs or charts showing the time, temperature, humidity, and curing requirements to achieve mortar strengths equal to the adjacent concrete; and (2) complete recommendations for storage, mixing, application, and curing procedures.

As specified as mortar on the contract plans, the following products meet the above requirements.

1. EMACO T425 or T430, manufactured by Chemrex.

2. RAPID SET DOT REPAIR MIX manufactured by CTS Cement Manufacturing Co.

3. SURE-GRIP HIGH PERFORMANCE GROUT (when extended with pea gravel) manufactured by Dayton Superior .

725.42 Ground Protection Mat

Furnish ground control mats of a minimum of ½” thick polyethylene with a textured surface for traction. AlturnaMATS manufactured by AlturnaMATS, Inc. meets this specification. An alternative product may be submitted for review.

736 - Geocell

736.01 Geocell.

Furnish geocell material consisting of sheet strips fabricated from high-density polyethylene (H.D.P.E.), connected in series at off-set, full-depth ultrasonic seams aligned perpendicular to the longitudinal axis of the strips. When expanded, the interconnected strips form the walls of a flexible, three-dimensional cellular confinement structure into which the specified infill material is placed.

736.02 Requirements. Furnish geocells consisting of polyethylene material treated to resist ultraviolet degradation and conforming to the requirements shown in table 736-1.
