SECTION C – DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C-1 - PROJECT DESCRIPTION AND LOCATION
a. Description of Work. This project consists of the removal of an existing 87" x 63" steel pipe arch and construction of a new 25'-0" span x 6'-6" rise 32' long precast concrete bridge including footings, wingwalls, and curb. Other bridge work includes structural excavation, placement of riprap, excavation and embankment of the roadway approaches for installation of guardrail and aggregate road surfacing. Project will also include the installation of two 28” span x 20” rise pipe arches. Final roadway will be two lanes. Improvements consist of relocating 200' of the existing stream that is adjacent to the road to an old meander that can be seen on the ground and is 400' long. This work includes excavation for the new streambed which will be placed as fill in the existing channel. Ground protection mats or other means necessary to protect wetlands vegetation are required for the stream channel restoration work described above. Streamside stabilization will be accomplished with some riprap, mostly wattles, clump plantings, and seeding and mulching.
Also, included is the removal of approximately 0.33 miles of decompacted road bed material from Deer Gulch. Some of this material can be used in place of the stream bed material, excess material will be disposed of at the Musselshell Quarry Site.
b. Project Location.
From Orofino go east on highway 12 for 8 miles to the junction with state highway 11. Follow Highway 11 for 18 miles to Weippe. From Weippe follow the Musselshell road east for 8.2 miles to Peterson Corners and FS Road 100. Follow FS Road 100 for approximately 2.0 miles north toward Pierce, Idaho to Mile Post 33.8 and the project. (There is a discrepancy in Mile Posts and the plans are incorrect).
c. Price Range. ($100,000 - $250,000)
d. Pre-Bid Tour. A pre-bid tour will be held on April 15, 2013 at 11:00am at the project site.. For more information phone Travis Mechling 208-476-8210.
e. Start Work. It is estimated that work will begin on August 1, 2013. The contractor shall give 14 days notice prior to starting any work and closing the road.
f. Period of Performance. (See Part I, Section F, Clause 52.211-10).
g. Construction Timing. All in-stream work for contract shall not start until August 1, 2013 and must be completed by September 30, 2013. Contractor shall give 2 days notice before dewatering the channel. Dewatering shall be done slowly to encourage movement of fish out of the construction area and support successful salvage of fish and other aquatic organisms. The contractor can expect up to a 6 hour delays as the FS salvages fish and other aquatic organism. Dewatering shall take place between the hours of 6:00 am and 12:00pm. Re-watering of the channel will be done slowly, up to a 3 day period, to minimize sediment movement and meet state turbidity standards for water quality as monitored by the C.O.
C-2 - GOVERNMENT FURNISHED MATERIAL
Crushed Aggregate, Item 30809 and Bedding Material– This source is the government stockpile at the Section 6 Pit located in Section 6, T34N, R06E, B.M. at M.P. 0.7 of Road 5150.
Item 64803 and Channel Rock – Item 64808 from the same source.
The Stream Bed Simulation Material Source is from the Deer Gulch Road Bed Decommissioning.
C-3 - STANDARD SPECIFICATIONS
Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP-03, U.S. Customary Units are included in this solicitation by reference only. The requirements contained in these Specifications are hereby made a part of this solicitation and any resultant contract. C-4 - FOREST SERVICE SUPPLEMENTAL SPECIFICATIONS
Forest Service supplementary specifications are included as a separate APPENDIX of this solicitation.
The supplementary specifications applicable to this project are listed in Appendix A.
