About this file
This is the second addendum to an Invitation to Bid issued by Queen Anne's County Department of Parks and Recreation for construction services to build a comfort station at White Marsh Park in Centreville, Maryland. The addendum clarifies specifications and requirements outlined in the original solicitation documents and addresses questions submitted by prospective bidders. Key project details include the installation of a comfort station with utility connections (four 1.5-inch conduits from the utility room), windows specified as 601T system by Kawneer or equivalent, aluminum storefront doors with Vitro Solarban 60 glazing, a standing seam metal roof in Hartford Green finish, a duplex grinder pump system with an air release valve, and a Contech A-2000 corrugated PVC dual-wall culvert pipe at the parking lot entrance. The addendum confirms that the project is tax-exempt and that a single project manager/superintendent is acceptable for oversight. Electronic bids must be submitted by January 15, 2026 at 1:00 pm local time, with a public bid opening to follow immediately thereafter as a hybrid meeting (in-person at the Parks & Recreation Conference Room and virtual via Microsoft Teams). The deadline for submitting written questions is December 31, 2025 at 4:00 pm local time, with an anticipated third addendum to be issued by January 5, 2026 addressing remaining outstanding questions.
The addendum clarifies that Queen Anne's County will coordinate and pay all fees associated with establishing the new transformer service with Delmarva Power and will handle the electrical utility connection process. Contractors may install temporary fencing at their own expense within the limits of work if desired, though the County will not install security measures. The document provides contact information for consultants and suppliers, including Delmarva Power, SEL Engineering, Freemire & Associates Inc. for E-One pump components, and references additional supporting documents including Delmarva Power conduit requirements and as-built sewer extension drawings. Bids will be awarded to the lowest responsive, responsible bidder. Prospective bidders are directed to monitor posting sites at emma.maryland.gov and https://qac.org/Bids.aspx for updates and to submit electronic bids through https://qacmd.seamlessdocs.com/f/comfortstationwm.

II. QUESTIONS
1. Detail 1 E4.01 Note to Riser calls for (4) 1.5" conduits to be installed from utility room to point of utility connection. Please clarify what is considered the point of utility connection. Are these the same conduits called out on Detail 1 A1.01? Yes, they are the same.
2. Is this project tax exempt? Yes.
3. Is a single person dual hatting as a project manager/superintendent sufficient for the management and oversight of this project? Yes.
4. The Elevation Keynotes on A1.01 - 8.4 calls for a clean aluminum storefront system. On A1.00 -
Division 8 - 8.4 says NA. Please provide details on the required glazing assembly for this storefront system.
There has been some confusion, but to clarify, the spec section numbers on A1.00 do not directly relate to the keynotes on the A1.01 elevations. The spec section numbers are typically assigned by the manufacturer when creating their specifications.
8.2-windows to be 601T system Kawneer or EQ.
8.4-Doors to be a Kawneer aluminum storefront system
Glazing to be Vitro solarban 60 w/ low E or eq.
5. Referring to RFI 11 in Addendum 1 -- Is the contractor required to install temporary fencing around the work area to secure the project perimeter and to mitigate safety concerns? No.
However, the Contractor is permitted to do so at their expense as long as the fencing is installed within the LOD of the project. The County shall not install security measures.
6. Referring to RFI 12 in Addendum 1 -- Please confirm that The County will be coordinating and paying for the establishment of the new transformer with Delmarva Power. Yes; to confirm, the mailto:michael.chestnut@exeloncorp.com mailto:steve@select-engineer.com
Queen Anne’s County, Maryland Page 3 of 4 ITB: White Marsh Comfort Station – Addendum 2
County is in the process of establishing the new service via which Delmarva Power will install and activate the new transformer designated to serve the future comfort station. The County will pay to the Utility directly all fees associated with the new service request.
7. Refer to Elevation Keynote 7.1 on A1.00 - 7.1 calls for standing steam metal roof - pac clad, color hartford green. However, the 7.1 note in the "7. Thermal and Moisture Protection Section" on A1.00 General Conditions is a general reference to flashing and sheet metal. Can specific specifications on the standing seam metal roof system be provided, such as material, gauge, finish, color, etc? Metal standing seam to be snap clad with pencil ribs .040 aluminum in Hartford Green.
8. Regarding details for E1 grinder pump: two pumps are listed. Please confirm. Also, please confirm that the E1 Air Release Valve is required and its location. Provide only one duplex pump control panel for the pump station. Provide a separate, lockable electrical disconnect box in accordance with NEC for maintenance and safety. A correction to the drawings will be made following bid award once all drawing modifications can be aggregated.
Regarding the required E-One Air Release Station, refer to the location detail in the upper right of site plan sheet 4. To provide additional clarity, we have attached a new document: a markup of Sheets 5 and 6 of the White Marsh Public Sewer Extension as-built redlined drawings. A blue callout denotes the location of the proposed air release valve, next to the existing cleanout assembly at Station 23+60, and sheet 6 denotes the proposed comfort station, for reference.
Bidders are welcome to contact Jason Miller at Freemire & Associates, Inc. for more information and pricing of the E-One components specified in the site plans. He can be reached at (410) 507-6751 or jmiller@freemire.com.
9. Concerning the specified culvert at the entrance to the comfort station parking lot: The proposed D-2000 Contech Culvert on the plans is no longer made by Contech. They now have an A-2000 Culvert, which is a corrugated PVC dual wall pipe. Question: Would a 12” ADS N12
HDPE Dual wall pipe with flared ends be acceptable in place of the specified Contech D-2000 or do you want to go with the A-2000 Contech? Please use Contech A-2000 pipe. HDPE pipe is not an acceptable substitution.
