About this file
This Addendum 1 document modifies the Invitation to Bid for the White Marsh Park Comfort Station construction project issued by Queen Anne's County Department of Parks and Recreation in Maryland. The project involves construction of a comfort station facility at White Marsh Park located at 1945 4H Park Road, Centreville, Maryland 21617. The addendum addresses 13 questions and clarifications submitted by bidders regarding project specifications, materials, site conditions, and construction requirements. Key clarifications include confirmation that bid bonds of 5% of total bid amount are required at submission, with Performance and Payment Bonds required within 14 business days of Notice of Award; door frames to be aluminum storefront and steel man doors; interior walls to be painted per architectural specifications; structural drawings to prevail over conflicting architectural details regarding footing depths and keyways; and removal of the soil base course requirement originally noted in architectural drawings. The original bid due date of January 7, 2026 at 1:00 pm local time remains unchanged, and the deadline for submitting written questions is December 31, 2025 at 4:00 pm local time.
Additional project requirements clarified include the contractor's responsibility for installing the Stabilized Construction Entrance, entrance culvert, silt fence, and removal of existing split-rail fencing; Queen Anne's County will coordinate and bear costs for any required compaction or structural testing; the sewer main has been installed and connected to the municipal system but not yet activated; temporary equipment staging is available at the county workshop at the contractor's own risk; contractors must supply their own power until a permanent transformer is installed; and the 6' asphalt sidewalk specification on Sheet 2 of 5 of the site plans governs over conflicting notations on other plan sheets. This is a low-bid procurement where bids must be submitted without material exceptions or qualifications, and any approved modifications will be issued by addendum only.

ADDENDUM 1
December 19, 2025
This addendum is hereby made part of the Procurement and Contract Documents for the above-referenced project and is being issued to modify, explain or correct those documents.
I. ADDITIONAL DOCUMENTS: None.
II. QUESTIONS
1. Clarify: Bid bond vs. Performance and Payment Bond
Instructions to Bidders, Section 12.4
Response: A bid bond is required in the amount of 5% of the Total Bid at the time of bid submittal. A Performance and Payment Bond will be required of the successful bidder within 14 business days of the Notice of Award. See Section 5.1 of General Conditions.
2. Please confirm the material for the door frames.
Response: The storefront frames are to be aluminum and the man door frames, to be steel.
3. Are the interior walls to be painted?
Response: Yes – See the detail, ROOM FINISH NOTES on A1.01 of the architectural drawings.
4. A 1.01 Det 5 shows a keyway at the top of the footing. This keyway is not shown on the structural. Please confirm if there is to be a keyway at the top of the CMU footings.
Response: Follow structural drawings.
5. A 1.01 Det 5 shows bottom of footing to be at 3' below finished grade. S 2.01 states bottom of footing to be 2'6" below finished grade. Please clarify which drawing is to prevail.
Response: Follow structural drawings.
6. A1.01 Det 5 Notes that per the soils report there is to be 12" of washed gravel installed below the footings and the slab on grade. Please confirm if we are to include this stone in the base bid or carry its installation as an alternate. Please provide the soils report for reference. Please see the screenshot below for reference.
Continued on next page.

Response: Please ignore this note in the original architectural drawings. There is no soils report to reference. We do not anticipate the quality of soils at this site to be substandard as to load-bearing capacity. Operationally, our experience is that soils at the project site are well-drained. This note appeared on previous drawings for a project in a different part of the County with a high-water table and poorly drained soils (Kent Island).
7. Will the Contractor be required to install the Stabilized Construction Entrance, silt fence, and handle removal of existing split rail fencing to do so?
Response: Yes. The SCE, entrance culvert and silt fence will need to be installed by the Contractor as shown on the Site & Utility Plan. For initial access, there is an entrance to the general site area, but a new SCE will need to be constructed by the Contractor. The Owner will un-install the existing split-rail fencing along the roadway in conjunction with the Contractor’s work schedule and needs.
8. If compaction or other structural testing is required but not indicated in the drawings and site plan, who will bear the cost of the additional tests?
Response: Queen Anne’s County will coordinate with the Contractor should compaction testing be required and pay the fees directly or as a pass-through cost with no mark-up by the Contractor.
Pavement compaction requirements are listed in the “Light Pavement Section” on Sheet 2 of the site plans.
9. Will a geotechnical report be provided by the County?
Response: No.
10. Is the sewer infrastructure in place and operating for the curb stop connection?
Response: The sewer main was installed in late summer of 2025. The main is fully connected to the municipal sewer system but has not been activated as no other toilets at the park exist. We anticipate the sewer force main will be commissioned and operational prior to completion of the building plumbing.

11. No stockpile or staging area is indicated on the site drawing.
Response: Temporary equipment staging is available at our workshop near the construction footprint. However, that work area is not currently secured by fencing. The Contractor may use this area at their own risk and in coordination with our department staff.
12. Energy supply to site:
Response: The Contractor is expected to supply their own power source until the new transformer is installed and ready for connection. At that time, the Contractor may choose to arrange with Delmarva Power to provide temporary power at their expense if desired. No other arrangements to tap off any existing power source at the site will be possible. Once the permanent meter is installed and connected to the building, power will be paid for by the Owner.
13. Per drawing 2 of 5 the area highlighted RED in the snip below is called out to be 6’ Asphalt sidewalk. Per the plan provided at the pre bid meeting (sheet 1 of 3) and the photometric plan on 3 of 5 this area is called out to be concrete sidewalk. Please clarify the desired method.
Response: Bidders should base their prices on the 6' asphalt sidewalk denoted on Sheet 2 of 5 of the site plans posted originally in the solicitation.
We acknowledge that the photometric plan on Sheet 3 was prepared by the lighting consultant using an older version of the site plans that shows slightly different improvements and has other callout inconsistencies. The photometric plan detail should be used for no other purpose than to give target photometric values for the pole lighting. That detail should not be used for construction in any way.
In addition, we acknowledge the agenda packet erroneously contained an out-of-date snapshot of the same detail.
