About this file

This is Addendum 3 to an Invitation to Bid issued by Queen Anne's County Department of Parks and Recreation for construction services to build a comfort station at White Marsh Park in Centreville, Maryland. The project involves construction of a 730-square-foot CMU building to serve as a public restroom facility with peripheral work including site work and stormwater facilities. The building will be located at 1945 4H Park Road, Centreville, Maryland 21617. Electronic bids are due by January 15, 2026 at 1:00 pm local time, with a public bid opening to follow immediately thereafter in a hybrid format (in-person and virtual via Microsoft Teams). The contract will be awarded to the lowest responsive, responsible bidder. The addendum addresses 31 questions and responses clarifying specifications and requirements, including electrical service installation responsibilities, bathroom fixtures, materials specifications, and construction scope. Notably, several items are excluded from the contractor's scope including well installation, primary and secondary electrical service conductors, the transformer installation, the trail and culvert installation, and grading permit fees.

The addendum includes significant modifications to contract terms, particularly regarding permits and shop drawings. The contractor is responsible for obtaining and paying all building permits and trade permits within 21 days of Notice to Proceed, with permit review delays exceeding 30 calendar days considered excusable but non-compensable. Contract time adjustments for permit delays are capped at 30 calendar days maximum with no additional compensation provided. Shop drawing and submittal requirements have been clarified to establish that submittals are for conformance demonstration only and do not constitute design documents or modifications to the sealed architectural drawings and specifications provided by the Owner. The contractor must submit all required submittals promptly following Notice to Proceed to avoid delaying the work. Bidding instructions clarify that the contractor's price must include design execution, permit acquisition, site work, stormwater facilities, and all construction work as specified in the contract documents.

ADDENDUM 3

January 5, 2026

This addendum is hereby made part of the Procurement and Contract Documents for the above-referenced project and is being issued to modify, explain or correct those documents.

I. ADDITIONAL DOCUMENTS:

Fillable PDF Form: BidForm_Fillable.pdf

II. QUESTIONS

1. Note 16.3 A1.00 calls for the electrical contractor to provide service raceways from building main disconnect to exterior building line. It calls for the utility company to provide and install all primary and secondary service raceways to the line side of all building main disconnects. Detail

1 E4.01 contradicts this, calling for the electrical contractor to install all primary and secondary service raceways. Please clarify which supersedes.

Response: Per the site plans (Sheet 2), the contractor is responsible for installing 4” electrical conduit to within 36” of the existing large transformer to the proposed transformer location, as well as 3” conduit from the proposed transformer location to the meter socket on the building. The proposed transformer and the electrical conductors within the conduits will be installed by Delmarva Power. Both conduits shall contain mule tape that Delmarva Power will use to pull the actual electrical conductors. The contractor IS NOT responsible for those electrical conductors in any way. Refer to the informational page (separate document under

“Attachments” on the procurement sites) from Delmarva Power which also details turning up the conduits at the proposed transformer location, turning up the conduit at the meter socket, mule tape requirements, etc. At/inside the building, the Contractor is responsible to provide any conduit, raceway, and/or cabling beginning at the meter socket and running into the building to connect to the service panel.

2. Please clarify that the local utility is responsible for supplying and installing primary and secondary service conductors up to the CT Cabinet.

Response: Please refer to Answer #1, above.

3. Is contractor responsible for conduit for the new electric transformer and to meter conduit.

Response: Please refer to Answer #1, above.

4. Please provide bathroom partition and accessory schedule with make/model.

Response: There is not a proprietary specification, but a company similar to ASI Global, Accurate Partitions is acceptable. Please provide pricing for as floor mounted high-density polyethylene.

Queen Anne’s County, Maryland Page 3 of 12 ITB: White Marsh Comfort Station – Addendum 3

5. Please provide a finish floor schedule and plan. Wood/Rough Carpentry Note #10 – Floor

Sheathing on S2.01 insinuates that we are to sheath the floor, please confirm that there is no floor sheathing to be installed and all floors are to be sealed concrete as stated in Room Finish

Notes on A1.01.

Response: All floors to be sealed concrete.

6. Please provide the installer of the existing sewer main.

Response: The sewer main was installed late summer 2025 by Martins Excavation & Hauling, info@martinsexcavation.com.

7. Please provide a revised door schedule with frame construction type, door construction type, hardware manufacturer/model.

Response: We do not have a proprietary spec for hardware. Utility room will have a cylinder lock on the outside w/blank inside, restrooms & entry to have double cylinder locks all to be keyed alike. All doors to be insulated metal doors with steel frames with 4” heads to accommodate masonry coursing except the storefront which is to be aluminum storefront.

8. Please confirm if all keying should be temporary construction cores with final keying by owner.

Response: Please refer to Answer #7, above.

9. There are several notes to “see specifications” on the Architectural Permit Set Drawings such as for windows as shown on A1.01 Window Schedule, however, no specifications have been provided. Please provide.

Response: Windows to be Kawneer 601T with Vitro solarban 60 Low E windows. Doors to be Kaweer 500 entry door series.

10. The photometric plan on the civil drawing page 3 of 5 has a note pointing to the pavement area that says “see pavement section this sheet. Provide base course of pavement only for this project.” This differs from page 2 of 5 that simply references the light pavement detail. Can you confirm that we are to install the entire light pavement section assembly and include all of the shown striping?

Response: From Addendum 1: Bidders should base their prices on the 6' asphalt sidewalk denoted on Sheet 2 of 5 of the site plans posted originally in the solicitation.

We acknowledge that the photometric plan on Sheet 3 was prepared by the lighting consultant using an older version of the site plans that shows slightly different improvements and has other callout inconsistencies. The photometric plan detail should be used for no other purpose than to give target photometric values for the pole lighting. That detail should not be used for construction in any way.

In addition, we acknowledge the agenda packet erroneously contained an out-of-date snapshot of the same detail.

Queen Anne’s County, Maryland Page 4 of 12 ITB: White Marsh Comfort Station – Addendum 3

11. Please confirm that the well is not part of this bid.

Response: Confirmed: The well to serve the comfort station is being installed separately at the County’s expense.

Has the well already been installed? Response: No.

Will water be available on site for construction?

Response: No water source dedicated to the project is available. The “well proposed by others” shown on Sheet 2 of the Site Plan will be used for final hook-up of the new building only. The Owner shall make available a water source at its shop or from an irrigation well near the existing transformer shown on Sheet 2 on a case-by-case basis and at its sole discretion so long as the Contractor’s water usage does not interfere with normal operations at the park. Note that the Contractor would still have to convey water from those points to the work site.

12. Please confirm that the proposed 12 of 12 CMP Culvert is not part of this contract. Shown on civil drawings 4 of 5.

Response: Confirmed. The Department of Parks and Recreation will install the trail and the 12-foot 12” CMP culvert.

13. There are several notes within the Project Manual and drawings about the contract needs to confirm that everything is per the codes. Is it not the responsibility of the architect of record to confirm that they are designing per the code?

Response: The bid documents have been prepared based on the applicable code at the time of drawing preparation. It is the Contractor’s responsibility, with the help of the local inspectors, to ensure that construction proceeds in conformance with codes in place at the time of inspections and issuance of the Certificate of Occupancy. If there are any discrepancies between the bid documents and inspector requirements that require change order, they will be addressed during construction. As the design professionals, the architect/civil engineer reviews, notes and checks for code compliance and updates. However, installers are expected to know applicable code and follow manufacturers installation requirements for code compliance. This mostly applies towards tradespeople, (e.g., electrician, HVAC, plumbing) who should not install something non-code compliant.

14. Is the contract time to start after the building permit has been issued?

Response: No. The Contract Time shall commence from the date of Notice to Proceed.

However, General Conditions §6.14 Permits has been modified to clarify the matter of permit application and potential approval delays. Please refer to Addendum 3, § III. Changes to Contract Documents, Specifications, Etc.

15. Note 2.1 on drawing A1.0 calls for the contractor to hire a licensed soil engineer to investigate the site. Please confirm if we are to include this cost in our proposal.

Queen Anne’s County, Maryland Page 5 of 12 ITB: White Marsh Comfort Station – Addendum 3

Response: Please ignore this note in the original architectural drawings. There is no soils report to reference. We do not anticipate the quality of soils at this site to be substandard as to load-bearing capacity. Operationally, our experience is that soils at the project site are well-drained. This note appeared on previous drawings for a project in a different part of the County with a high-water table and poorly drained soils (Kent Island).

16. Drawing A1.00 under specialties, calls for an owner’s schedule and specifications. Please provide.

Response: There is no owner’s schedule and this note will be removed from the Construction set. We don’t have a separate specification other than those on the drawings.

17. Please confirm the size of the bathroom grab bars. The sized shown for item 6 and 7 on the schedule do not match the sizes shown on the interior elevations.

Response: Behind the toilets are a tagged 7 (36”) and on the side bar is tagged 6 (42”).

18. Elevation keynotes 4.1 calls for 4” standard Block for interior wall. The floor plan shows these as 8” walls. The mason recommends at least 6” block walls. Please confirm.

Response: Note 4.1 is the complete walls assembly for the exterior walls. 4” exterior, 4” insulation, 4” interior for a total dimension of 12”. All interior walls are 8”.

19. Is the precast concrete lintel (4.2 on the elevation keynote) colored to match the split face? Of grey? Is it a band around the whole building or just the blocks called out on the elevations?

Response: Color match lintels are anticipated. It is not a band around the building, only at openings where called out.

20. What is the exterior ceiling material? Is it to be painted?

Response: All ceiling material to be ½” M.R. GWB per typical ceiling assembly on

5/A1.01. Ceiling to be painted with a moisture resistant satin finish paint

21. The scope of work mentions “design” in both the instructions to bidders and the Agreement.

Please clarify what, if any, design is required.

Response: Owner/County is providing complete, signed, sealed and AHJ-approved architectural drawings and site plan. Design services by the Contractor are not a part of this contract.

However, we acknowledge that there are numerous references to the term. Please see

Addendum 3/ § III. Changes to the Contract Documents, Specifications, Etc as it relates to design.

22. Will the County waive a permit fee, or this project within the Town of Centreville?

Response: Given the nature of the project, County inspection and permit fees are expected to be de minimus and shall be paid for by the Contractor. Note that the typical minor site plan process for a project of this nature in Queen Anne’s County will have been waived, so no

Queen Anne’s County, Maryland Page 6 of 12 ITB: White Marsh Comfort Station – Addendum 3 planning fees will apply nor will a minor site review process delay construction. The project is within Queen Anne’s County limits but not within the Centreville town limits.

23. Per section 6.14 of General Conditions, can a maximum period of 30 days be established for building permit review period by the AHJ? The contractor cannot control the permit process and should not be responsible for delays by the permit department.

Response: Please refer to Answer #14 and refer to Addendum 3/§ III. Changes to the Contract Documents, Specifications, Etc for changes to General Conditions § 6.14 Permits. These changes address the question by establishing a maximum period of 30 days for approval with conditions.

24. Please confirm that installation of the well, and water supply piping to within 5’ of the building, are not included in this contract.

Response: Confirmed: The well and conduit from the well to within 5’ of the building are being provided by others.

25. Please confirm that the cost of furnishing and installing the new transformer, and cable from the existing transformer to the new building is not included in this contract. We understand that the conduit is included.

Response: Correct. Refer to Answer #1 for more clarification.

26. Please confirm that the Items 4.1 and 4.3 Precast concrete lintels are to be a smooth finish, rather than split-faced like the CMU.

Response: Confirmed: these are to be smooth finish.

27. Please confirm the width of the roof panels. They appear to be 18” pans.

Response: Metal standing seam to be Pac-Clad snap clad with pencil ribs .040 aluminum in Hartford green. Since we are using pencil ribs, 18” width is acceptable.

28. Interior detail of sinks on A-100 appears to indicate protective drain wrap, and a pipe cover of metal studs and drywall. Would a plastic laminate cover (in the same profile shown on the section view of the vanity on A100) be acceptable in lieu of drywall?

Response: Yes, that is acceptable.

29. Please confirm that Door and frame Type 01 is to be hollow metal (steel) and not aluminum.

Addendum 1 didn’t clarify which door is referenced.

Response: Yes, please refer to Answer #7.

30. Elevation Keynotes (page A1.01) # 8.2 calls out using 601T storefront. Are both this window

(Type A) and door # 02 intended to have a hurricane impact? This is an unusual frame type for this application.

Queen Anne’s County, Maryland Page 7 of 12 ITB: White Marsh Comfort Station – Addendum 3

Response: 601T is a 6” thermally broken windows. These are not intended to be hurricane impact.

31. Page A1.01, the exterior elevations show the type A windows with vertical elements, are these intended to be muntins or mullions?

Response: These are to be mullions; please furnish as specified.
