About this file
This document is an addendum to a Request for Proposal (RFP) issued by the Maryland Vehicle Administration (MVA) for the management and operations of the Maryland Vehicle Emissions Inspection Program (VEIP). The key details are as follows:
The Contractor shall be responsible for providing timely maintenance and repair services for the vehicle emissions inspection equipment at VEIP facilities, with defined response times. The Contractor shall also be responsible for billing and collecting fees from VEIP inspection stations, known as Fleet Inspection Stations (FIS), and remitting the appropriate fees to the State. The RFP also outlines the requirement for the Contractor to establish and manage a Hybrid Station component to the VEIP program, which will utilize remote on-board diagnostics (R-OBD) testing methods, traditional OBD workstation test equipment, or a combination of both. The Hybrid Station program is intended to provide additional testing options for VEIP customers, but will not replace the current centralized program. The Contractor is responsible for securing and managing participants in the Hybrid Station programs within the conditions established by the State.
Regarding pricing, the Contractor's unit cost for each VEIP inspection conducted under the Hybrid Station program is to be accounted for monthly, with the balance of the VEIP inspection fee remitted to the State. The State prefers that any fee variations in the Hybrid Station customer pricing approach provide the lowest cost to vehicle owners and do not increase over the life of the contract. The Contractor will not be reimbursed for credit card or any other fees associated with the Hybrid Station programs.

A. The Contractor shall return a service or maintenance call or notification received during business hours within two (2) hours, and a call received after business hours on the next
Business Day.
B. The Contractor shall dispatch a repair technician to the FIS facility within one (1) Business
Day of receipt of call.
C. The Contractor shall complete repairs within three (3) business days after conducting the facility visit.
2.3.3.6 FIS Payment Structure
A. There shall be no costs to the State for FIS emissions inspection equipment, equipment installation or maintenance, inspection transactions, or initial or ongoing training for FIS personnel as provided by the Contractor. All associated costs shall be paid directly by the FIS organization to Contractor.
B. The Contractor is responsible for billing and collecting fees from a FIS. The Contractor’s billing system and all related documents and communications must be available for State review and auditing, and account for “no-charge” FIS inspections provided to State, county and local government FISs.
2.3.3.7 FIS Data Management
The Contractor shall meet all requirements of Section 2.3 in managing FIS data and providing reports and electronic record access to the State.
2.3.4 Scope of Work – Hybrid Stations Programs
Maryland seeks to provide additional testing options for VEIP customers and therefore wishes to implement a Hybrid Station component to complement, but not replace, the current centralized program.
The Hybrid Station component will utilize R-OBD testing methods, traditional OBD workstation test equipment, or a combination of both.
2.3.4.1 General Guidelines
It is the Contractor’s responsibility to secure and manage participants in the Hybrid Station programs, within the conditions established by State.
2.3.4.1.1 Fees and Fee Handling
A. Individual participants and any fleets participating in hybrid station inspections, whether through R-OBD or traditional OBD equipment testing, are considered motorists/customers who pay the required fees per the State’s published fee schedule, currently $14.00 per inspection.
Fees are due to the State for official VEIP tests regardless of any discounts offered to the motorist by an independent station. All late fees, regardless of who collects them, must be remitted to the State in full.
B. Offerors shall propose their hybrid station subcontractor and customer pricing approach, including any variations, from the State VEIP fee structure. Per Section 2.2, VEIP is a highly visible program that has a strong track record of environmental benefits, motorist convenience, and low motorist fees, all of which are VEIP priorities that will be evaluated as indicated under
Section 6.2. If an Offeror proposes a fee variation in their hybrid station customer pricing approach, the State prefers that fee(s): (a) provide the lowest cost to vehicle owners; and (b) do not increase over the life of the contract.
C. Contractor’s unit cost for each VEIP inspection conducted under the Hybrid Station program is to be accounted for monthly. The balance of the VEIP inspection fee is remitted to State.
D. Contractor will not be reimbursed for credit card, or any other fees associated with the Hybrid Station programs.
E. Late fees will be paid by motorists/fleet participating through the payment mechanisms Contractor will use. Any late fees collected, plus interest earned, are to be remitted in full to the
State.
F. Hybrid locations may not issue repair waivers, exemptions, time extensions, or waive late fees, unless otherwise directed by the State.
G. The State shall approve the advertising and display of fees for the Hybrid Station programs.
2.3.4.1.2 Vehicles eligible to participate in the Hybrid Station programs are gasoline powered MY 2005 and newer light duty vehicles and MY 2008 and newer heavy-duty vehicles weighing 14,000 lbs. and under subject to VEIP testing (i.e., registered in a VEIP county and not exempted).
