About this file

Addendum #3 is a procurement document issued by the City of Casselberry, Florida's Finance Department for RFP-2017-0194, addressing Disaster Debris Removal/Management Services and Ancillary Preparation/Recovery Services. The addendum, dated June 7, 2017, maintains the original solicitation response due date of Tuesday, June 13, 2017, at 2:00 P.M. local time. The document provides clarifications to bidders, specifically addressing two key questions: one regarding mile measurements for debris hauling (confirming actual haul distance mileage from work areas to Debris Management Sites) and another concerning surety company rating requirements.

The related contract opportunity involves comprehensive emergency debris management services, including road clearance, debris removal, Debris Management Site (DMS) management, and debris transportation. The services must comply with OSHA and EPA requirements, and the contractor will be responsible for documenting reimbursement processes for federal agencies like FEMA and FHWA. The solicitation follows federal procurement requirements under 2 CFR 200, mandating strict compliance with procurement standards and sub-contractor regulations. The City retains flexibility to adjust the contractor's assignment and scope of work, with the expectation that the selected contractor will have expertise in emergency response documentation and cost recovery processes.

DATE: June 7, 2017

TO: All Bidders/Proposers

FROM: Willie Velez, CPPB – Procurement Administrator

SUBJECT: RFP-2017-0194, Disaster Debris Removal/Management Services and Ancillary

Preparation/Recovery Services | ADDENDUM #3

This addendum is issued to provide additional information, clarification, corrections, additions, deletions and/or answers to questions concerning the above referenced solicitation. All information provided in this addendum is incorporated into the solicitation document as set forth therein. All other parts of the solicitation have been maintained as originally distributed. This addendum supersedes any verbal and/or other instructions given to any bidder/proposer qualified to respond pursuant to the requirements set forth in the solicitation document.

I. DUE DATE:

This Addendum does not change the solicitation due date. As such, the solicitation response is due no later than Tuesday, June 13, 2017 at 2:00 P.M. Local Time.

II. QUESTIONS AND ANSWERS (Q&A):

The City has received the following question(s) concerning the solicitation:

Q1. Attachment F- Schedule of Values, Note 2) states: “Mile measurement will be based on the number of miles from Casselberry City Hall, 95 Triplet Lake Dr., Casselberry, FL 32707 to the DMS.” Typically, the haul distances to the DMS are based upon actual mileage from where the truck tops its load off to the DMS. Would the City of Casselberry consider modifying/deleting this note so that the haul distances are based on actual mileage from the work area?

A1. City Hall was listed in the Schedule of Values so that everyone had the same point of reference.

However, if we had an event it would be based on actual haul distance mileage from the work area to the DMS.

Q2. Our surety company has contacted me regarding the RFP specification requirement that the proposer’s surety company must have an A+ XV rating. Our company has an A XV rating, which only 4% of surety companies have. We feel that this requirement is unduly restrictive to proposers.

A2. Per the RFP solicitation document, the rating stated is A+ or better. The City does not agree this requirement is unduly restrictive to proposers.
