About this file

This document is Addendum #2 for RFP-2017-0194 issued by the City of Casselberry, Florida, regarding Disaster Debris Removal/Management Services and Ancillary Preparation/Recovery Services. The solicitation seeks a contractor to provide comprehensive emergency debris management services, including road clearance, debris removal, debris management site (DMS) management, and transportation of debris to disposal sites. The proposal responses are due on Tuesday, June 13, 2017, at 2:00 P.M. local time, with services to be performed in accordance with FEMA, FHWA, and other federal and state agency guidelines.

The addendum addresses several key clarifications, including pricing evaluation methods, which will involve calculating total evaluation scenario extended prices across multiple categories and comparing proposer fees. The City will review and score each proposal accordingly, with flexibility to create multiple evaluation scenarios. The document also revises debris reduction calculations to be based on incoming material volume, addresses locked spreadsheet issues, and confirms that certain document submissions (such as litigation information, financial letters, and insurance certificates) do not count toward the proposal's page limit. No existing contract for these services is currently in place, with the last similar solicitation occurring in 2010.

Preparation/Recovery Services | ADDENDUM #2

This addendum is issued to provide additional information, clarification, corrections, additions, deletions and/or answers to questions concerning the above referenced solicitation. All information provided in this addendum is incorporated into the solicitation document as set forth therein. All other parts of the solicitation have been maintained as originally distributed. This addendum supersedes any verbal and/or other instructions given to any bidder/proposer qualified to respond pursuant to the requirements set forth in the solicitation document.

I. DUE DATE:

This Addendum does not change the solicitation due date. As such, the solicitation response is due no later than Tuesday, June 13, 2017 at 2:00 P.M. Local Time.

II. QUESTIONS AND ANSWERS (Q&A):

The City has received the following question(s) concerning the solicitation:

Q1. Please explain specifically how the pricing of one proposal will be evaluated against the pricing from another proposal, including the answer to these questions:

a. Will each pricing proposal be analyzed and refined to become one total number which can then be compared to the other proposals, and if so, what is the formula that will be used to derive that total number?

b. Will all pricing line items be evaluated equally or will some line items or categories receive more importance in the evaluation? If some line items will be evaluated as more important, what is the formula that will be used to weight the importance of each line item?

A1. The City will review all submitted pricing. Under Category A, a total evaluation scenario extended price will be calculated (All sub-totals from A.1 through A.19). In addition, the City may create other evaluation scenario(s) that take into consideration the fees submitted under the remaining Categories (B through L) and apply said scenario(s) to each proposer’s fees for comparison. Whichever scenario(s) is used; same will be applied to each proposal response. The

Evaluation Committee will review and compare all pricing submitted and score each proposal accordingly.

Q2. Is there an existing contract similar to this in place or previously in place? Are the bid tabulations available?

A2. There is no existing contract similar to this in place. The last time the City solicited for debris management services was in 2010; and was specifically for debris management/removal services.

#2 RFP-2017-0194, Disaster Debris Removal/Management

Q3. Will the City consider changing the reduction/compaction rates for vegetative and C&D debris to be based on the incoming yardage material versus outgoing yardage material. Reduction by grinding differs with the size screen you use and what equipment is available at the time of a disaster (how widespread the disaster is) – i.e. basing my conversion on using a 2” screen verse a

4” screen yields a different conversion factor which would change my estimate. It would be more uniform to base reduction on the incoming yard and hauling the debris out based on the outgoing yard.

A3. Agreed. Please refer to REVISED Attachment “F”, Schedule of Values released with this

Addendum. Category A, Item A.6 has been revised to reflect this revision. “Reducing and/or

Compacting Eligible Debris based on incoming material for disposal.”

Q4. The Excel Pricing Spreadsheet is locked –Tab 2 Category B Equipment and Labor – the Labor fields are locked. I am unable to insert my labor pricing – specifically rows 58-68.

A4. Please refer to REVISED Attachment “F”, Schedule of Values released with this Addendum.

Q5. Are the following required submittals counted towards the page limit: Litigation, Financial Letters, Insurance Letter, Insurance Certificates, and addenda issued, forms, Licenses, and W-9?

A5. No. Please refer to Section 3.07, page 52, of the RFP solicitation document.

III. CHANGES, ADDITIONS AND/OR CLARIFICATIONS:

CHANGE #1: Category A, Item A.6 has been revised to reflect this revision. “Reducing and/or
