About this file

This addendum to Request for Proposal PR9071 is issued by the Orlando Utilities Commission (OUC) on behalf of a joint procurement with Kissimmee Utility Authority (KUA) for wire and cable products. The solicitation seeks qualified suppliers to provide electrical wire and cable materials across four product groups: 600 Volt Secondary Cable (Stranded and Solid Conductor), Primary Cable XLP, Primary Cable EPR, and specialty items including guy wire and control cables, with approximately 200 line items specified by type and application. Deliverables include TR-XLPE and EPR underground primary cables ranging from #2 AWG to 1000 kcm, underground and overhead secondary cables at 600 volts, with conductor sizes, insulation types, and voltage ratings specified across reel lengths up to 3,500 feet for primary cables and 1,000 to 1,500 feet for secondary applications. Addendum No. 1, dated February 27, 2026, extends the written questions deadline to March 6, 2026 at 5:00 PM EST and the addendum response deadline to March 13, 2026. Proposal submissions are due March 27, 2026 at 2:00 PM local time via Vendorlink, with public opening at 2:30 PM EST the same day at OUC's Orlando location. The contract will be awarded for an initial three-year term with two optional one-year renewal periods, and includes a 90-day probationary period during which either utility may terminate and award to another vendor without additional formal solicitation.

Bidders must acknowledge receipt of Addendum No. 1 or risk non-responsive determination. All cables must comply with industry standards including AEIC, ANSI, ASTM, ICEA, IEEE, UL, and NEMA requirements, with comprehensive pre-shipment testing and certified results submission required. Suppliers must demonstrate five years of experience with supporting references, appropriate licensing, a quality assurance program, and authorization letters from approved manufacturers including CME, LS Cable, General Cable, Prysmian, Southwire, Hendrix, Nexan, Kerite, and Okonite. Bidders must confirm ability to meet or exceed 30-day delivery and 95% on-time delivery performance. Proposals must include detailed cutsheets, certified testing information, and price adjustment methodologies tied to copper and aluminum indices. All cable must be manufactured in the continental United States, Mexico, or Canada. No bid bond or payment and performance bond is required. Award values and budget ranges are not disclosed; however, estimated annual usage quantities indicate substantial ongoing demand ranging from as few as 21 feet for specialty items to over 600,000 feet for high-volume secondary cables. No set-aside designations for disadvantaged enterprises, women-owned businesses, or minority-owned businesses are specified, and no incumbent vendors are identified in the solicitation documents.
