About this file
This addendum to Request for Proposal PR9071 is issued by the Orlando Utilities Commission (OUC) in conjunction with the Kissimmee Utility Authority (KUA) for the procurement of wire and cable products. The addendum extends the proposal submission deadline from March 27, 2026 to April 3, 2026 at 2:00 p.m. local time via Vendorlink submission. Prospective proposers must acknowledge receipt of Addendums No. 1 through No. 5 in their bid submissions, or their proposals will be deemed non-responsive. The underlying RFP encompasses four product groups including 600 Volt Secondary Cable, Primary Cable XLP, Primary Cable EPR, and specialty items such as guy wire and control cables, with approximately 200 line items specified across various conductor sizes and voltage ratings. The contract will be awarded for an initial three-year term with two optional one-year renewal periods and includes a 90-day probationary period during which either utility may terminate and award to another vendor without additional formal solicitation.
All proposals must include detailed cutsheets, certified testing information, and price adjustment methodologies tied to copper and aluminum indices, along with demonstration of five years of industry experience with supporting references and appropriate licensing. Bidders must be authorized by approved manufacturers including CME, LS Cable, General Cable, Prysmian, Southwire, Hendrix, Nexan, Kerite, and Okonite, and must confirm ability to meet or exceed 30-day delivery and 95% on-time delivery performance. All cable must be manufactured in the continental United States, Mexico, or Canada. No bid bonds, payment and performance bonds, or set-aside designations for disadvantaged enterprises are required. Award values and budget ranges are not disclosed in the solicitation documents; however, estimated annual usage quantities indicate substantial ongoing demand ranging from 21 feet for specialty items to over 600,000 feet for high-volume secondary cables. Suppliers may bid on one or more product groups, though those offering less than 50 percent of items within a group will be deemed non-responsive for that group.
