About this file
This is a specification sheet for the Orlando Utilities Commission (OUC) detailing technical requirements for a single-conductor, 25 kV ethylene propylene rubber-insulated cable with 1000 AWG aluminum conductor (OUC Stock #018-55100), which is part of a broader wire and cable procurement jointly conducted by OUC and Kissimmee Utility Authority (KUA) through RFP PR9071. The specification establishes manufacturing and testing standards compliant with ANSI/ICEA S-94-649 and AEIC CS8, including detailed requirements for conductor composition (class B aluminum strands, AL 1350-H19 temper), conductor and insulation shielding (extruded semiconducting thermosetting compound), 260-mil ethylene propylene rubber insulation, concentric neutral copper wires (18-#10 strands), polyethylene jacket with three red identification stripes, and sequential footage labeling at least every two feet. Cable delivery shall consist of single reels with minimum 2000-foot lengths, maximum outside width of 50 inches and flange diameter not exceeding 80 inches, with heat shrink end seals for moisture protection during storage and shipment, and arranged for forklift unloading on open flatbed trucks. The RFP encompasses approximately 200 line items across four product groups including 600-volt secondary cables, primary XLP and EPR cables ranging from #2 AWG to 1000 kcm, and specialty items, with proposal submission deadline of March 27, 2026 at 2:00 PM local time and public opening at 2:30 PM EST that same day at OUC's Orlando location, following written question deadline of March 6, 2026 at 5:00 PM EST.
All supplied cable must be accompanied by certified test reports demonstrating compliance with water blocking tests per ICEA T-31-610 at 5 psi and connection integrity tests per ANSI C119.4, with manufacturers required to submit test data prior to or with bid submission. Bidders must possess five years of relevant experience with supporting references, appropriate licensing, a quality assurance program, and authorization letters from approved manufacturers including CME, LS Cable, General Cable, Prysmian, Southwire, Hendrix, Nexan, Kerite, and Okonite, while demonstrating ability to meet or exceed 30-day delivery and 95% on-time delivery performance. Pricing must remain firm throughout the three-year initial contract term with two optional one-year renewal periods, though price adjustments may be negotiated based on market conditions and volume discounts, with proposals requiring detailed cutsheets, certified testing information, and price adjustment methodologies tied to copper and aluminum indices. The procurement includes a 90-day probationary period during which either utility may terminate and award to another vendor without additional formal solicitation, all cable must be manufactured in the continental United States, Mexico, or Canada, and bidders acknowledging fewer than 50 percent of items within a product group will be deemed non-responsive for that group; no set-aside designations for disadvantaged, women-owned, minority-owned, or other socioeconomic categories are specified, no bid or performance bonds are required, and no award values or budget ranges are disclosed in the solicitation documents.

ORLANDO UTILITIES COMMISSION
SPECIFICATION SHEET FOR O.U.C. STOCK #018-55100
CABLE, SINGLE, ETHYLENE PROPYLENE, 25 kV, 1000 AWG ALUMINUM
Except as noted, this cable shall be manufactured and tested in accordance with the latest ANSI/ICEA S-94-649 and AEIC CS8 standards.
This specification is for a polyethylene jacketed 1000 AWG, filled-strand stranded aluminum 25 kV ethylene propylene rubber insulated, single conductor cable further described as follows:
Conductor: The conductor shall consist of class B (61 strand) concentric-lay-stranded (compressed optional) aluminum. Compact conductor is not acceptable. Conductor temper shall be AL 1350-H19 (full hard) in accordance with ASTM specification B609.
The center strand wire shall be indented with an abbreviation of manufacturer name and year made. The inner interstices shall be filled with a powder or suitable tacky semi conducting water-blocking compound.
Conductor Shield: The conductor shield shall consist of extruded semiconducting thermosetting compound, compatible with and having the same (or better) thermal characteristics as the major insulation. The application of this layer shall produce a smooth, uniform cylindrical outer surface bonded to the insulation. The thickness of the conductor shield shall be in accordance with ANSI/ICEA S-94-649.
Insulation: The insulation shall be a Type II thermosetting ethylene propylene rubber compound with a 260mil thickness per ANSI/ICEA S-94-649. A 120-mesh screen or finer shall be used in the final mixing operation of the compound.
Insulation Shield: The insulation shield shall consist of extruded semiconducting thermosetting compound, compatible with and having the same (or better) thermal characteristics as the major insulation. The thickness shall be in accordance with ANSI/ICEA S-94-649.The insulation shield shall be strippable with pulling tensions within the limits provided in the most recent ANSI/ICEA S-94-649 standard for extruded insulation shields.
Extrusion: The conductor shield, insulation, and insulation shield shall be applied via a single pass with a triple extrusion process.
Concentric Neutral: The neutral copper wires consist of 18-#10 strands of AWG uncoated copper wire. The ampacity of these copper wires is approximately one third the conductor’s ampacity. The concentric neutral wires shall be applied in accordance with
ANSI/ICEA S-94-649.
ORLANDO UTILITIES COMMISSION
SPECIFICATION SHEET FOR O.U.C. STOCK #018-55100
Jacket: The cable shall be protected with an extruded black insulating linear low-density polyethylene jacket covering and filling the spaces between the neutral wires. This shall fit tightly against the semi-conducting insulation shield but strip freely away from the insulation shield. Three red stripes, equally spaced, shall be extruded into the jacket. The minimum and maximum thickness of the jacket shall be in accordance with ANSI/ICEA S-94-649.
Identification: Repeatedly, along the jacket’s length, shall be printed - "1000 AL", "260 MIL EPR", manufacturer’s name, and year made. The jacket shall also be labeled with sequential footage at least every 2 feet.
Testing of Water Blocking: Production testing and qualification testing shall be done in accordance with ICEA T-31-610, “Test Method for Conducting Longitudinal Water Penetration Resistance Tests on Longitudinal Water Blocked Cables”, with water pressure at 5 psi. All cable supplied must be accompanied by certified test reports showing passing results.
Connection Test: A test report shall be supplied with (or prior to) the bid demonstrating the connection integrity of normal compression type sleeves and terminals when applied to a regular production cable made with conductor filled with the same compound as will be used for this cable. The test should be in accordance with ANSI C119.4, formerly IEEE TDJ 162 (500 cycles). "Equivalent" testing as determined by OUC will be considered.
Approval to bid "equivalent" tested cable must be secured a minimum of two weeks prior to bid opening. The test results should show that the temperature of an insulated splice connector is equal to or less than the insulated conductor to which it is connected, and that the resistance is stable in comparison to initial resistance measurements.
Testing: All testing shall be in accordance with ANSI/ICEA S-94-649 and AEIC CS8 standards referenced therein.
Packaging: Each reel shall consist of a single conductor, a minimum of 2000 feet in length. Each reel shall have a round hole centered in each hub at least large enough to accommodate a 3.5" diameter arbor. Reels must have a maximum outside width (including protrusions) of 50” and flange diameter (height) not to exceed 80 inches. Heat shrink end seals shall be installed over the cable ends (including jacket) to prevent any moisture entry during storage and shipment. Both cable ends shall be securely fastened to the cable reel.
Shipping: Delivery shall be by open flat bed truck with reels arranged such that they can be unloaded using a forklift.
