About this file
This is an Addendum No. 3 to Request for Proposal PR9071 issued by the Orlando Utilities Commission (OUC) in conjunction with the Kissimmee Utility Authority (KUA) for wire and cable products. The addendum clarifies that Attachment B Price Schedule, OUC Item 00819516, should be described as "WIRE GUY ALUM OVER STEEL 5/16" 7 NO. 10 STRANDS, 500' COIL." Proposals must acknowledge receipt of Addendum No. 1, No. 2, and No. 3 to be considered responsive. The bid submission deadline is March 27, 2026 at 2:00 p.m. local time via Vendorlink submission, with public opening scheduled for 2:30 p.m. EST the same day at OUC's Orlando location. The underlying RFP encompasses approximately 200 line items across four product groups including 600 Volt Secondary Cable, Primary Cable XLP, Primary Cable EPR, and specialty items such as guy wire and control cables. The contract will be awarded for an initial three-year term with two optional one-year renewal periods, and a 90-day probationary period applies during which either utility may terminate and award to another vendor without additional formal solicitation.
Bidders must demonstrate five years of experience with supporting references, appropriate licensing, quality assurance programs, and authorization letters from approved manufacturers including CME, LS Cable, General Cable, Prysmian, Southwire, Hendrix, Nexan, Kerite, and Okonite. All cable must be manufactured in the continental United States, Mexico, or Canada. Suppliers must confirm ability to meet or exceed 30-day delivery and 95% on-time delivery performance. Proposals must include detailed cutsheets, certified testing information, price adjustment methodologies tied to copper and aluminum indices, and payment discount options. Pricing must remain firm throughout the contract period, though price adjustments may be negotiated based on market conditions and volume discounts. No bid bond or payment and performance bond is required, and no set-aside designations for disadvantaged enterprises or other socioeconomic categories are specified. Award values or budget ranges are not disclosed; however, estimated annual usage quantities range from as few as 21 feet for specialty items to over 600,000 feet for high-volume secondary cables. Communication concerning this RFP with OUC personnel is restricted to the designated buyer of record.
