About this file
This document is Addendum No. 4 for RFP Contract #22-0042 for Out of State Data Retrieval Services issued by the Illinois Tollway. The addendum responds to vendor questions regarding the current vendor's pricing, the volume of lookups by state and province, and the expectations around a single pricing structure covering registration retrieval and additional skip tracing services. The addendum also provides clarification on the use of NIGP codes for the BEP goal, confirms that a performance bond is not required, and specifies that respondents should provide reference letters and financial statements as part of their proposal. The addendum additionally provides revised pricing lines in BidBuy for skip tracing services and includes WebEx information for the proposal opening meeting.
The revised pricing structure requires bidders to provide separate pricing for 1) registration retrieval, 2) email address retrieval, and 3) address correction/skip tracing services. The addendum provides historical data on the volume of lookup requests and successful responses by state and province, excluding Illinois and Iowa. There is no incumbent vendor information provided, and the funding source is not specified.

Please be advised of the following changes to the above-named solicitation:
Item Number 1: Vendor Questions: The following are questions received from Vendors and responses from the Illinois Tollway pursuant to the question and answer portion of the above-mentioned solicitation. The Illinois Tollway has provided its answers accordingly.
Question No.1: Please provide the current vendor's price/compensation rate.
Answer No. 1: $.89 per single/unique registration retrieved
Question No.2: Please provide the number of hits/matches by State/Canadian Province for a recent month or 2021 if available.
Answer No. 2: See Amendment Attachment I to Addendum No.4. With the exception of Illinois and Iowa, all registration requests and returns for January - December 2021 are provided.
Question No. 3: Please provide a breakdown of the number of requests from the Tollway by State/Canadian Province for an average month or annual period.
Answer No. 3: See Amendment Attachment I to Addendum No.4. With the exception of Illinois
Question No. 4:Are there any U.S. States or Canadian provinces/territories which the current vendor is not providing data for?
Answer No. 4: See Amendment Attachment I to Addendum No.4. With the exception of Illinois
Question No.5: Can the Tollway confirm that only a single price (unit cost) is available for this procurement and the expectation is that price covers the DMV look-up as well as an additional skip trace (where needed) to provide phone and email addresses for all DMV matches?
Answer No. 5: See revised pricing. Pricing should be provided for: 1) registration retrieved, 2) email addresses retrieved from a source other than that used to retrieve registration and 3)
Address correction / Skip tracing.
Question No .6:Is there any separate skip tracing required, such as the vendor provides the Tollway with owner information and the addresses is then determined to be incorrect after mailing?
Answer No. 6: Address Correction /Skip tracing is a separate service. The Tollway will provide the vendor with name and last known address. The vendor is expected to provide current address, if available. The Tollway will pay for updated address. If the current address is not found or address returned is the same as provided by Tollway, there should be no charge to the Tollway
Question No.7: NIGP_A.24_1. Per the BEP instructions via section A.24. of the RFP, only NIGP 92041 is to be utilized to satisfy the 1% BEP goal. Addendum 2 added NIGP 92023. Upon searching your directory, there are only three companies certified with one of those NIGP codes.
Are all bidders required to subcontract with one of those three companies to receive the full points for Category I or can other NIGP codes be used? For example, firms under NIGP codes 20498, 20827 and 91871 are currently being utilized to fulfill the BEP requirement for subcontracted services under the current contract.
Answer No. 7: You can utilize additional codes that are part of the contract as long as the subcontractor will be performing a Commercially Useful Function in their area of specialty as certified.
Question No. 8 RFP language clarification_B.5.3_Please clarify the language in Category IV under section B.5.3. The language appears to be a duplicate of Category V; conversely section B.4.3 lists Category IV as a training/mentoring program requirement.
Answer No. 8: Refer to Addendum No.2 for clarification

Please clarify if a Performance Bond is required.
Answer No. 9: Performance Bonds are not applicable to RFP_Out Of State Data Retrieval Services
