About this file

This Addendum No. 3 is issued by the State of West Virginia Department of Administration Purchasing Division for Solicitation CRFQ AGR25*08, a Centralized Request for Quote for dam rehabilitation construction services at Brush Creek Sites 14 and 15. The solicitation seeks construction services for the rehabilitation of two concurrent dam sites under the West Virginia Conservation Agency. The bid opening remains scheduled for March 4, 2025 at 1:30 PM EST/EDT, with the solicitation closing at the same date and time. A mandatory pre-bid meeting was held on January 21, 2025 at 12:00 PM, and technical questions were due by February 4, 2025 at 2:00 PM. This addendum modifies the original solicitation specifications, attaches revised bid schedules for both sites, provides answers to fourteen vendor questions, and includes revised construction specifications and drawings addressing clarifications on mobilization and demobilization requirements, excavation procedures, articulated concrete block (ACB) revetment systems, payment provisions for road repairs, permanent seeding, dewatering systems, and construction sequencing. The contractor is responsible for accessing the sites via designated routes, maintaining public road accessibility, managing borrow material sourcing between sites, and completing work in accordance with specified seasonal milestones including December 15th deadlines for Site 15 upstream work.

Key revisions address contractor concerns regarding cost estimation for road repairs by clarifying responsibility applies only when weight limits are exceeded, modifications to specification requirements for ACB materials (specifying SD-475 CC blocks at approximately 41 pounds per square foot with fresh water freeze-thaw testing acceptance), and removal of geogrid requirements in favor of geotextile for ACB installations. The addendum provides extensive clarifications on construction sequencing, noting that simultaneous embankment work at both sites is prohibited, multiple shift work requires written request and contract modification, and the Site 15 reservoir may be drawn down 10 feet below permanent pool for a limited three-month period. Additional requirements include contractor responsibility for all stream diversion system removal, soil moisture management for downstream embankment materials, restoration of staging areas to original conditions, and submission of digital construction schedules in software format with complete network analysis prior to work initiation. Vendors must acknowledge receipt of all addenda to avoid bid disqualification and should allow 14-calendar days for initial plan review and 14-calendar days for revision review, with no contract time extensions granted for inadequate work plan submissions.

CRFQ AGR25*08 - Brush Creek Site 14 & 15 Vendor Questions – Agency Answers

Questions & Answers

1. Will the measurement and payment for the ACB’s include the length of blocks turned down and buried in the top and bottom anchor trench?

Response: Yes - CS-65 Item 6 indicates that the area of coverage shall be measured to the nearest square yard and based on slope distances, so this includes the turn downs.

The quantities on the bid schedule have been revised, refer to the revised Site 14 bid schedule.

Attach revised Site 14 Bid Schedule.

2. BC14 Construction Specification 65 references geogrid, however Detail 7 on Drawing 14-C- 30 depicts geotextile on top and bottom of the ACB bedding stone. Please confirm there is no geogrid required for the ACB installation.

Response: Geogrid is not required for ACB installation. Refer to the revised Site 14

CS65.

Attach revised Site 14 CS65.

3. BC14 Construction Specification 65, Section 7.2 lists a minimum weight of 70 pounds per square foot for the ACBs, however product details for the specified ACB indicate a weight of approximately 45 pounds per square foot. Please clarify the ACB product and minimum block weight to be utilized for this project.

Response: The required block is SD-475 CC, which has a minimum weight of approximately 41 psf. Refer to the revised Site 14 CS65.

Attach revised Site 14 CS65.

4. BC14 Construction Specification 65, Section 7.2 calls for ACB freeze-thaw durability testing to be conducted in a 3% saline environment. The ACB manufacturer has indicated that this is no longer a medium that dry-cast ACBs are tested in due to sample preparation and cutting having a large effect on the test results. Will Fresh water freeze-thaw durability testing be acceptable?

Response: Yes – fresh water freeze-thaw testing will be acceptable if a written explanation of the effects of testing with saline solution is provided by the manufacturer and attached to the ACB submittal. Refer to the revised Site 14 CS65.

Attach revised Site 14 CS65.

5. BC14/15 Specification 8, Section 4.A.8/9 states the contractor is responsible for repairs to paved public roads within the project vicinity and used for heavy equipment and material deliveries. This project has a significant amount of material (aggregate, concrete, cement, ACB’s, etc) to be delivered. It is not possible as a contractor to estimate this cost and we

Vendor Question / Agency Answers Page 2 of 3 would request an allowance be added to cover this cost or have this requirement removed from the specifications.

Response: Site 14 CS8 and Site 15 CS8 have been modified to clarify that the contractor is only responsible for repairs to these roads if they exceed the weight limits on these roads. Refer to the revised Site 14 CS8 and revised Site 15 CS8.

Attach revised Site 14 CS8.

Attach revised Site 15 CS8.

6. According to the specifications, permanent seeding for restoration of temporary roads, laydown & staging areas, etc. will be paid under Bid Item #7 – Mob & Demob. Bid Item #5 – Permanent Seeding is for only the disturbed areas associated with rehabilitation work on the dams and auxiliary spillway. Please confirm.

Response: Yes, that is correct. Permanent seeding for the embankment, training dike and proposed roadway on Site 14 is included as part of Bid item 5 – Permanent Seeding.

7. BC14/15 Specification 8, Section 4.A.15/16 states only the initial mob & demob will be paid. This project has several winter shutdowns, and the contractor will incur costs to move equipment and personnel in and out during these times. Please amend this section of the spec or provide an alternative way for the contractor to be paid for these additional mobilizations.

Response: Mobilization and Demobilization will be paid as noted in CS7.

8. BC14 Specification 21, Section 10.B.2 states temporary removal of the 16” Cast Iron Water Line and reinstallation, including the existing valve. However, an existing valve is not called out on the drawings. Are the existing materials (16” pipe & valve) temporarily removed to be reinstalled or will new materials (16” pipe & valve) to be purchased and installed?

Response: There is limited information on the location and condition of a valve. The intent is for new materials to be purchased and installed. This would include any valves and portions of pipe encountered during the excavation for the embankment toe drain. Refer to the revised Site 14 CS21.

Attach revised Site 14 CS21.

9. BC14/15 Specification 11, Section 8.A.5 states dewatering systems shall dewater to a minimum depth of 2 feet below the bottom of excavation at every location. Many of the excavations extend to bedrock and dewatering below bedrock elevation is not feasible. Please state what the dewatering requirements will be in areas where excavation extends to bedrock.

Response: In general, this statement applies to earthen foundations and not to bedrock. Specific foundation preparation treatments for rock foundations are included in CS 63.

10. BC14/15 Specification 26, Section 3 Method 1 states unsuitable material encountered during removal of topsoil shall be disposed of at locations shown on the drawings or approved by the Engineer, or it will be hauled and disposed of at locations removed from the

Vendor Question / Agency Answers Page 3 of 3 construction site. Will offsite disposal of unsuitable material be required? If so, please provide a bid item and quantity for this work. If not, please remove references to offsite disposal of unsuitable materials.

Response: The intent is for onsite disposal of topsoil.

11. The bid documents state that Cofferdam Soils and Earthfill Borrow Soils for Site 14 may be sourced from Site 15. What locations at Site 15 will it be acceptable to obtain Borrow Soils when the reservoir is at normal pool elevation?

Response: The construction sequencing criteria allows for excavation in the Site 15 ASW RCC area to generate the borrow for Site 14. Refer to the Construction Sequencing Criteria document.

12. BC14 E&SC Drawing 14-ES-08 (Phase 2) and 14-ES-16 (Phase 4) calls out the hatched areas as Erosion Control Blanket. Please confirm Erosion Control Blanket will be paid under the Lump Item for Pollution Control and not in the Permanent Seeding Bid Item.

Response: Per CS-6, Bid Item 5, Erosion Control Blanket for permanent features presented in Phases 2 and 4 shall be paid under the Permanent Seeding Bid Item. Any temporary Erosion Control Blankets needed shall be paid for under the Lump Sum Item for Pollution Control.

13. BC14 Bid Item #17 – Topsoil is for 18,400 sy which is approximately 3.8 acs. Bid Item #5 Permanent Seeding is for 2 acs. Can an explanation be given why the permanent seeding quantity is less than the topsoil respread area?

Response: For Site 14, approximately 4.1 acres of dam, spillway, and roadway features will need to be permanently seeded, and approximately 1.3 acres of the 4.1 acres will also require Erosion Control Blankets. Noting that the bid schedules for both sites will be revised to show the total acreage of permanent seeding. Note that this also applies towards Site 15.

Refer to the revised Site 14 and Site 15 bid schedules.

Attached revised Site14 and Site 15 bid schedule.

14. Drawing 14-S-03 shows guardrail around the impact basin, however no bid item is provided for this feature on the Site #14 bid form. Impact basin guardrail is provided as a bid item for Site #15. Please identify where the Site #14 impact basin guardrail should be paid or add an additional bid item.

Response: Site 14 Impact basin guardrail is paid under Bid Item 36 – Principal Spillway Guardrail for Site 14.

(pdf page 34 of 75), 11. Conditions of the Work, Standard Work Hours, i.

Construction Schedule – add the following: The contractor shall submit a digital copy of the construction schedule in the format used by the scheduling software including the complete network analysis.

CLARIFICATIONS

1. In order to generate borrow materials for use at Site 14, the construction sequencing criteria allows for excavation in the Site 15 ASW RCC area. Simultaneous embankment work at each site is not permitted. Refer to the Construction Sequencing Criteria document.

2. Regarding the use of multiple shifts, the solicitation states that multiple shifts are possible for multiple tasks such as, but not limited to, the Site 15 upstream work and RCC work at both sites. The use of multiple shifts requires a request in writing and a contract modification.

3. It was pointed out during the job showing presentation (slide 30) a (3) month period that Site 15 reservoir could be drawn down 10’ below permanent pool. The 10’ drawdown time is limited to 3-months (not any particular 3-month period). This applies if the principal spillway/impact basin work is not performed when the reservoir is drained. Refer to the Construction Sequencing Criteria document.

4. Regarding the draining of Site 15 for the upstream embankment work, normal operation of Site 15 water withdraw is through the summer (June-November). The intent is to keep Site 15 operational as long as possible through the summer. A contractor could implement the 10’ drawdown ahead of the August 1st milestone to get a head start on the draining.

5. At Site 15 to facilitate access to the upstream slope stability berm, installation of a temporary access road could be proposed on the dam’s embankment by the contractor as a part of their Staging and Stockpiling Plan (refer to CS8). The contractor must verify that any work associated with installation of an access road does not extend into or cause damage below the planned embankment excavation limits.

Revisions / Clarifications Page 3 of 4

6. At Site 15 to facilitate access from the proposed RCC staging area (downstream left side) to the upstream portion of the ASW, a temporary access road could be proposed by the contractor as a part of their Staging and Stockpiling Plan (refer to CS8). Any changes to the limits of disturbance would require a contract modification to be issued by the Contracting Officer and the contractor would be responsible to work with sponsors to obtain an amendment to any appliable permitting impacted by the modification such as the NPDES permit or Army Corp of Engineers permit. The contractor would also be responsible for all work and costs to permit, install, remove, and restore any additional disturbed areas to original or better conditions.

7. The operability of the Site 15 drain gate and water supply gates is not known. The PSD reports that the two water supply gates in the riser were inspected in 2020 by divers, but they are unsure if they were exercised at that time. The use of the drain gates is at the contractor’s risk. Refer to CS 11 for contractor’s responsibilities of stream diversions.

8. A list of required work plans for Site 14 and Site 15 is included in this addendum.

9. Contractors must prepare, submit, and receive approval of all work plans, product and material submittals, and shop drawings outlined in the contract documents prior to initiation of work or ordering materials included in the submittals. Contractor should plan for a 14-calendar day review of the initial submission, time for contractor revision & resubmission, & a 14-calendar day review of the revision. Additional revisions & reviews will be required as needed until approval. No additional contract time or delays will be incurred for additional reviews and revisions of inadequate work plans.

10. In regard to installation of approved dewatering systems, these systems can be installed prior to the planned excavation work.

11. At Site 15, the stream diversion systems cannot structurally modify the existing riser. The riser must continue to operate normally during construction.

12. The downstream embankment soils are anticipated to be wet of optimum. The contractor is responsible to utilize these soils by separating, drying, stockpiling, and providing moisture control for wet, saturated, and dry soils for reuse as Earthfill within the project activity time requirements. Reference CS21.

13. Regarding restoration of Staging Areas that have been regraded for the contractor’s operations. Following removal of any temporary geotextile, crushed stone, or other aggregate surfacing, staging areas that were graded to suit the contractor’s operations shall be restored to approximate original conditions/slopes prior to restoration with topsoil, seed, and mulch. The contractor shall include initial ground surveys for staging areas before excavation commences, reference CS 8.

Revisions / Clarifications Page 4 of 4

14. In regard to the installation of stream diversion components and cofferdam materials placed in the reservoirs. All stream diversion system components, including cofferdam materials, must be removed after it has served its purpose. Reference CS11, bid item for Stream Diversion for each site.

15. The purpose of the Site 15 CS402 Diving specification is to provide the contractor a means to inspect the riser drain gate and other riser features below normal pool to prepare for and order materials necessary to complete the upstream work within the project time requirements. Note - It is estimated that 6 to 9 feet of sediment is present around the Pond Drain Gate. The contractor is responsible for verifying the volume of sediment to move in order to inspect the drain gate and perform the work. Underwater work to install the drain gate or other components is not permitted.

16. There is a clarification for the excavation and earthfill bid items for Site 14 and Site 15. For Site 15 Bid Items 10, 11, and 12 have been modified. For Site 14 Bid Items 11, 12, 13, and 14 have been modified. These items have been updated to account for the removal of topsoil that is accounted for in Bid Item 15 on Site 15 and Bid Item 17 on Site 14. In regards to Specification 21 – Excavation for both Sites, there is no change to the specification. To clarify the removal of topsoil should be considered a “construction operation” in accordance with Measurement and payment Method 3, establishing the upper limit as the modified ground surface after removal of topsoil.
