About this file

This is Addendum No. 02 to a Request for Quotation issued by the State of West Virginia Division of Natural Resources for HVAC improvements at Holly River State Park cabins. The solicitation, designated ARFQ DNR19*78, seeks heating system construction services with a single line item for commodity code 72151206. A non-mandatory pre-bid meeting was held on December 20, 2018 at 3:00 p.m. EST, with a technical question deadline of January 2, 2019 at 9:00 a.m. EST. Responses were due by January 22, 2019 at 1:30 p.m. EST. The work is to be performed at Holly River State Park located at 680 State Park Road, Hacker Valley, West Virginia 26222. All bids should be submitted to the Division of Natural Resources Property & Procurement Office at 324 4th Avenue South, Charleston, West Virginia 25303-1228.

This addendum publishes technical questions and vendor responses addressing project specifications and requirements. Key clarifications include that thermostats must be wall-mounted or integrated into indoor units, with one centrally-located indoor head per cabin; the specified HVAC units provide heat down to 5 degrees outdoor temperature and require no supplemental backup heating. Refrigerant and condensation lines must be covered or hidden to preserve cabin aesthetics, and condensate drain lines must terminate at least 6 feet from cabins without connection to other drainage systems due to potential heavy metal contamination. Contractors must obtain superintendent approval for indoor and outdoor unit placement before installation and consult with the superintendent before enlarging crawlspace access doors or openings. On-site lodging is available at no charge for contractors under a tenant contract, with availability through April 1 daily, then weekdays only through May 23. All contractors must acknowledge receipt of addenda to avoid bid disqualification.

Technical Questions – ARFQ DNR19*78

Question 1: Contractors asked that we add the lodging/accommodations in addendum.

Answer 1: Accommodations will be available on site for paid contractors only at no charge. A tenant contract will need to be signed by occupants; Persons staying at park are subject to all park rules and regulations. We will provide the tenant contract. Lodging will be available any day of the week for the contractor from the beginning of the contract date to April 1; Lodging will be available for the contractor starting weekdays from April 1 to Thursday, May 23; No lodging will be available following May 23rd. Incidentals, damages, smoking clean-up, deep cleaning due to excessive soiling, and/or any other ancillary charges shall be the responsibility of the Contractor. Contractor will be billed for any damages and will be required to pay this fee directly to the park. Also, all lodging will be subject to availability.

Question 2: Is the thermostat to be a remote control or wall mounted?

Answer 2: The thermostat should be wall mounted or part of the inside unit itself.

Question 3: How many heads in each cabin?

Answer 3: Each cabin should have only one head (inside unit) that is centrally located to cool the entire cabin.

Question 4: Do these units require back up heat?

Answer 4: The heat that is generated from the type of unit specified is the only heat that will be required. The unit specified produces heat to 5 degrees (outdoor temperature)

Question 5: Do refrigerant and condensation lines need to be covered?

Answer 5: Refrigerant and condensation lines do need to be covered or hidden as much as possible to maintain the beauty of the cabin.

Question 6: Due to the drain lines needing to end at least 6 feet away from cabin, can we tie into other drains (i.e. toilet, sink, etc.).

Answer 6: No. The condensate line may contain heavy metals which can influence the sewage effluent.

Question 7: When we decide where the best location is for the indoor and outdoor unit, do we need approval before placing in each cabin?

Answer 7: Once you have decided the best location for the inside and outside units, it is expected that you would advise the park superintendent or maintenance supervisor before proceeding.

Question 8: If the access to the crawlspace (door and under cabin) are not large enough to work, is the contractor able to enlarge the opening(s)?

Answer 8: Before making any changes to the crawlspace, door or space, you must consult with the superintendent to ensure that the structure of the cabin is not jeopardized. Also, if changing the size of the entry, you must also make a new door that is secure and matches the outside of the cabin.
