About this file

This is Addendum 6 to Bid Invitation 484-26 issued by the State of New Hampshire Division of Procurement and Support Services for Energy Performance Contracting Services at the Northern NH Correctional Facility. The addendum updates the projected schedule for responses to proposer questions from April 3, 2026 to April 8, 2026, with bid closing scheduled for April 16, 2026 at 12:00 PM. The project encompasses energy efficiency improvements across multiple buildings (A through E) at the facility, including HVAC systems, lighting, boiler plants, steam systems, air compressors, transformers, and utility management. Proposers must submit responses in both hardcopy format (original plus five copies bound in 3-ring binders) and electronic copies via FTP, with scoring and evaluation based on Forms E-2, E-3, and E-4.

The addendum addresses 18 questions from proposers regarding project scope and documentation requirements. Key clarifications include confirmation that utility data from both Liberty Utilities and Sprague Energy invoices have been uploaded for the main prison and warehouse buildings; that Form E-4 establishes transparent markup percentages to be used with ECM costs submitted on Form E-2; that electric utility portal access and interval data request forms are available; that CD copies are not required; and that updated HVAC equipment lists have been provided on the FTP site. Additionally, electrical drawings, one-line diagrams for all buildings, steam boiler operational data, utility bills, transformer inventory information, air compressor unit details, and AHU VFD specifications have been made available. The state clarified that Eversource provides electric service to the facility under applicable rate structures and that units of measurement for consumption and rates would be provided on the referenced spreadsheets.

Projected Schedule of Events:

Responses to Proposer’s Questions April 8, 2026

Question 1: Two utility natural gas meters were noted at the site. Assuming the total consumption provided in the database includes both, please provide an annual breakdown by meter if available.

State Response: Invoices from Liberty Utilities and Sprague Energy for 2024 for both the main prison building and the warehouse building have been uploaded to the FTP site (titled “Liberty”, “WH Liberty”, “Sprague”, and “WH Sprague”, followed by the month and year of service).

Question 2: Please confirm that percentages to be provided on Form E-4 are to be included in the “ECM Cost” that is to be entered into Data Entry Form E-2. In other words, the purpose of Form E-4 is merely to determine how much markup is included in the “ECM Cost” entered on Form E-2.

State Response: Form E-4 is to determine how much markup each company will add to their ECM costs.

The information on Form e-2 will be used for scoring but will also be carried forward into any future contract resulting from this RFP. Companies will be required to use transparent pricing and only the markups included in their proposal Form E-4.

Question 3: Will access to the electric utility company’s online portal for interval data be provided?

State Response: Yes – a link to the required interval data request form and instructions were provided in Addendum 03.

Question 4: Please confirm if CD copies of Form E-2 and E-3 are required as stated in the RFP. (Page 29, Section 4.6.2).

State Response: CD copies are not required. An electronic copy of the entire proposal including forms E- 2 and E-3 should be submitted via the FTP site.

Question 5: Will the State of NH accept electronic submittals only in place of physical copies?
