About this file
This is Addendum #5 to Bid Invitation 484-26, issued by the State of New Hampshire Division of Procurement and Support Services for Energy Performance Contracting Services at the Northern New Hampshire Correctional Facility. The addendum addresses five clarifications submitted by prospective bidders regarding project documentation and utility data. The bid closing date is April 16, 2026 at 12:00 PM. Key clarifications include confirmation that mechanical and plumbing CAD drawings have been added to the FTP site, with additional drawings to follow as available. Water and sewer measurements are to be calculated in cubic feet (CF) with billing rates shown in hundred cubic feet (CCF), based on Berlin, New Hampshire's monthly water invoicing and annual sewer invoicing schedules. Utility data for the Northern NH Correctional Facility (identified as ID #7 in Form E-2) are provided separately from the entire Department of Corrections facility data.
The State confirmed that the baseline energy use and costs provided are for informational purposes only. The natural gas rate of $1.22 per therm represents the State's best estimate of current energy rates and should be used by respondents to predict future costs and savings calculations. Prospective bidders must acknowledge all addendum changes and submit them with their bids. The purchasing agent is Ryan Fuller, with contact information provided for bid inquiries. All specifications remain unchanged except where explicitly modified by the addendum.

CONCORD, NEW HAMPSHIRE 03301-6398
Date of Change: March 24, 2026
ADDENDUM # 05 TO BID INVITATION 484-26
DATE AND TIME OF BID CLOSING: 4/16/2026 12:00 PM
FOR: ENERGY PERFORMANCE CONTRACTING SERVICES
Question 1: The drawings uploaded to the FTP site are limited to architectural and site plan drawings. Can you please provide the Electrical drawings. These include all the ES-xxx, EG-xxx, EP-xxx, EL-xxx drawings listed on Drawing “01-G-000_Title Sheet Drawings List.TIF” posted on the FTP site.
State Response: Mechanical and plumbing CAD drawings have been added to the FTP site. The State will continue to add drawings as they become available.
Question 2: In Addendum 3, Question 10, NH DOC corrected the water units of measurement to be cubic feet in the tab titled – “Form E-2 Data Entry” from the E-2 Access Form. Please confirm the water billing rate should also be correct to $/cubic feet. Similarly, please confirm what the correct units should be for water/sewer for “Form E-2 Data Entry” and for the billing rate.
State Response: Both water and sewer units should be measured in cubic feet (CF) with a rate shown in hundred cubic feet (CCF). Sample water and sewer bills have been uploaded to the FTP site for reference. See additional information on water and sewer usage and billing at https://www.berlinnh.gov/354/Sewer-Billing-Information and https://www.berlinnh.gov/DocumentCenter/View/1448/Current-Water-Rates-PDF. Note that the City of Berlin invoices for water monthly and sewer annually.
Question 3: Concerning utility data just for the Northern NH CF: since we are responding with a project just for the Northern NH CF, we will need site specific usage and cost utility data to project out savings for all utilities. It appears that what is in the E-2 Form is for the entire DOC. Can this please be provided?
State Response: Please refer to Form E-2, Facilities & Energy Rates, Facilities & Energy Rates : Table for rates of individual facilities. Northern NH Correctional Facility is shown as ID #7 on this list.
Question 4: Concerning mechanical, electrical, and plumbing drawing sets for the Northern NH CF: it appears that what is on the FTP site is just structural and architectural. Is this correct?
State Response: Mechanical and plumbing CAD drawings have been added to the FTP site. The State will continue to add drawings as they become available.
Question 5: In the tab titled “Form E-2 Data Entry” from the Access form database, it shows a baseline of 335,973 therms of natural gas and corresponding cost of natural gas of $355,973 – resulting in a calculated natural gas rate of $1.00/therm. However, the natural gas rate given in that same tab is $1.22/therm. Using the $1.22/therm rate results in a cost of natural gas of $409,887. Please verify or provide the correct natural gas rate https://www.berlinnh.gov/354/Sewer-Billing-Information https://www.berlinnh.gov/DocumentCenter/View/1448/Current-Water-Rates-PDF and/or the correct natural gas cost to be used for the Baseline as well as the NG rate to be used for savings $.
State Response: The baseline energy use and costs are given for informational purposes only. The $1.22 rate represents our best estimate of what the current energy rate is and should be used to predict future costs and savings.
