About this file

This is Addendum 5 to a Request for Proposals issued by Dodge County, Wisconsin for banking services. The addendum provides responses to vendor inquiries regarding the County's financial operations and account management practices. Key dates for the procurement include a deadline for vendor questions on August 28, 2017 at 1:00 PM Central Time, publication of the final addendum on September 1, 2017, and a proposal submission deadline of September 5, 2017 at 4:30 PM Central Time. Potential vendor interviews are scheduled for September 18-22, 2017, with Finance Committee approval anticipated on October 10, 2017. All inquiries should be directed to County Treasurer Patti Hilker at philker@co.dodge.wi.us.

The addendum addresses two critical questions regarding Dodge County's financial position and treasury management. The County clarified that its average collected balances may exceed 1.5 million, with a compensating balance of $500,000 that transfers between accounts. Additionally, the County utilizes the State Investment Pool on a daily basis to invest or withdraw funds based on disbursement requirements, indicating that not all County funds remain in traditional bank accounts. These responses provide prospective banking service providers with essential information regarding the County's liquidity management practices and investment strategies for proposal development.
