About this file

This is Addendum 3 to a Request for Proposals issued by Dodge County, Wisconsin for banking services. The addendum provides clarifications and responses to thirteen vendor inquiries submitted prior to the August 28, 2017 question deadline. Key service requirements addressed include account structure flexibility, with the County indicating openness to alternatives such as zero balance accounts instead of sweep accounts; ACH Positive Pay filtering capabilities for approximately a dozen accounts currently, with anticipated expansion following implementation of a new ERP system; armored car services limited to one pickup stop per day with a maximum cash liability of $20,000 per stop (except during late July and early August); and remote deposit scanning requiring one scanner. The County confirmed the pickup address as 127 East Oak Street, Juneau, Wisconsin 53039 and clarified that proposals must follow the submission format specified in Section 4.1 #3 of the original RFP. The County Treasurer, Patti Hilker, indicated that sample account analysis statements for May through July 2017 were provided as reference materials.

The County clarified that it currently maintains no Positive Pay accounts but anticipates implementing the service across all county accounts going forward. The County does not order coins, currency, or cash straps, eliminating those service requirements from vendor proposals. The County confirmed that it does not currently utilize remote deposit scanning capabilities. These responses indicate the County is transitioning banking service requirements in conjunction with new enterprise resource planning system implementation and is seeking vendors capable of supporting enhanced account management and fraud prevention services as operational needs evolve.

Addendum #3: Responses to Questions and Inquiries

Request for Proposals:

Banking Services

1. Question 1: Page 10, Section 2.1/2.2 Account Description/Required Services- Does the County require the main account attached to a sweep or can we accommodate by offering zero balance accounts and offer a different vehicle for investment purposes?

Response: Please quote what you have available to satisfy this requirement.

2. Question 2: Page 11, Section 2.2, #5, ACH Positive Pay - We have the capability of allowing you to authorize specific vendors to ACH debit your account, called an ACH Filter (indicated in the RFP as ACH Positive Pay). We also have the ability of placing an ACH block on accounts where any ACH debit trying to post is returned. How many accounts would need a filter.

Response: At this time there are approximately a dozen accounts that ACH from our main account, however this will change significantly as we move into the new ERP system. Anticipation is to have most vendors being able to ACH debit, thus needing a filter and how many would need a complete ACH block? At this time, I am uncertain on the complete ACH block question.

3. Question 3: Page 12, Section 2.2, #9, Armored Car services - Do you require just one stop per day for pickup/order delivery?

Response: Yes, anticipating remote deposit scanning of checks.

4. Question 4: Is the pickup address 127 East Oak Street Juneau, WI 53039?

Response: Yes

5. Question 5: What is your maximum cash liability per stop?

Response: $20,000 (with the exception of the last two weeks of July and the first week of

August).

Response: One will be acceptable.

7. Question 7: What kind do you currently use?

Response: We do not currently use remote deposit scanning.

8. Question 8: Page 19, Section 4.1, #3 General Instructions- Can an electronic version of the proposal be emailed or does it need to be on a Flash drive?

Response: Please follow as requested in 4.1 #3.
