About this file

This is Addendum #4 to an Invitation for Bid (IFB) issued by the California Department of Corrections and Rehabilitation (CDCR) for a complete roof system replacement at the California Institution for Men (CIM) Facility B, Unit 2. The addendum provides responses to follow-up questions submitted by prospective bidders and includes photographic documentation from the mandatory site walk-through conducted on August 20, 2025, at 9:00 am. Bidders are required to submit Addendum #4 with their bids, as failure to do so may result in bid rejection. The solicitation number is FPCM-CIM-I-001123-M001-SW, with responses due by 2:00 pm on October 20, 2025, to the Procurement Support office at 9838 Old Placerville Road, Suite B, Sacramento, CA 95827, or via electronic mail to shannon.woods2@cdcr.ca.gov. The project involves a buildings roof assembly for the CIM facility, with delivery required to Russell Hovis, CS II, at 14901 South Central Avenue, Chino, CA 91708.

Key technical clarifications provided in the addendum address bidder inquiries regarding architectural drawings, drainage patterns, slope designations, and tapered insulation system specifications. The state clarified that all architectural drawings were provided with the original IFB and that additional detailed drainage pattern information is available in Request for Information #9. Regarding slope clarifications for tapered insulation, bidders are directed to sheets A1.5 (existing conditions and demolition notes) and A2.5 (new work) in the permitted drawings, with further corrections and clarifications to be issued via a forthcoming Construction Bulletin. The solicitation includes preferences for California Certified Small Businesses (5% preference), non-small businesses claiming 25% California certified small business subcontractor participation, and Disabled Veteran Business Enterprise (DVBE) incentives. Bidders must comply with non-discrimination program requirements under Government Code 12990 and Title 2, California Administrative Code Section 8103, and must declare compliance under penalty of perjury.

Response to Follow-up Questions

1. QUESTION: Can we have a set of architectural drawings to review along with a more specific drawing of what the state architects have created for what they feel is an appropriate drainage pattern?

RESPONSE: All bidders were provided the architectural drawings with the IFB. Request for

Information #9 (posted) addresses the more specific drawing in response to appropriate drainage.

2. QUESTION: Is it appropriate to request a meeting with the state designers and the individual who calculates the tapered insulation systems for by both Sika Sarnafil and IB Roof Systems?

RESPONSE: If CDCR determines a meeting with the designers is necessary, all prospective bidders would be notified via an addendum on CAL-eProcure.

3. QUESTION: Please provide clarity on what slopes are existing and what slopes are needed to be created with tapered insulation? Normally the drawings show slope denotations like (E) for existing and (N) for new. Attached is the start of a layout assuming all areas are structurally sloped except the area denoted as flat on an addendum.

RESPONSE: The questions and the snippet of the field sketch are addressed in RFI 009. As the

RFI indicates, a Construction Bulletin (CB) will be issued providing the needed corrections and clarifications. This CB is forthcoming. Until this CB is issued, please refer to the drawings that were permitted by the SFM (Sheet A1.5 showing the existing conditions and the demolition notes and Sheet A2.5 showing the new work).
