About this file
This is a comprehensive specification document for the California Department of Corrections and Rehabilitation (CDCR) regarding roof replacement work at the California Institution for Men (CIM), specifically detailing roofing materials, installation procedures, and accessory components for Phase 1 of the project. The specifications cover multiple roofing systems including polyvinyl chloride (PVC) membranes, extruded polystyrene (XPS) insulation, cover boards, vapor retarders, and associated flashings and accessories. The project encompasses various building locations within the facility, with acceptable manufacturers identified for each component, including manufacturers such as Sika Sarnafil, IB Roof Systems, Versico, Carlisle, and others. All roofing systems must be fully-adhered installations with minimum specifications for wind uplift resistance (minimum FM 1-90 for field-of-roof conditions), fire resistance ratings (UL Class A exterior fire resistance), solar reflectance index requirements (minimum 78), and Energy Star certification. The specifications require manufacturers to have a minimum of 20 years' documented experience in PVC roofing production with systems installed for at least 20 years, while applicators must demonstrate five years' documented experience and manufacturer approval. The project mandates extensive submittals including RoofNav reports, FM Global approval listings, detailed shop drawings with fastener patterns, manufacturer certifications, and proof of system compatibility.
Installation requirements include pre-installation conferences, mock-ups of roofing materials, and comprehensive field quality control testing involving water testing, Electronic Field Vector Mapping (EFVM) for systems with solar panels or ballast, and inspections by independent testing agencies and manufacturer representatives. The specifications require a minimum 20-year manufacturer warranty on all roofing components with non-prorated coverage and no dollar limits, covering membrane, flashings, insulation, fasteners, and accessories. Additional sections address flashing and sheet metal work (Section 07 60 00), roof accessories including lift-up hatches and safety railings (Section 07 72 00), joint sealants (Section 07 92 00), and expansion control devices (Section 07 95 00). All materials must comply with California Building Code (CCR Title 24) fire hazard requirements, FM Global standards, and UL listings. The contractor is solely responsible for all repairs or replacements of damaged roofing assembly resulting from water intrusion during testing, and all temporary water cutoffs and protection measures must be maintained throughout construction with completion and concealment of plastic materials required as rapidly as possible in each construction area.
