Addendum 4 Summary

Addendum 4 is a supplementary document issued by the Muscogee County School District in Georgia for the Purchase and Installation of Video Surveillance Equipment project. This addendum modifies or clarifies terms of the original Request for Proposals (RFP) for security surveillance system procurement and installation across the district's facilities, including all high schools, middle schools, elementary schools, administrative office buildings, maintenance facilities, warehouses, and bus depots. The document serves to provide updated information, answer clarifying questions from prospective bidders, or address issues identified during the solicitation period. Specific details regarding project scope modifications, timeline adjustments, submission requirements, or technical specifications are contained within this addendum and should be reviewed in conjunction with the original RFP documentation.

Without access to the specific content of Addendum 4, additional details regarding pricing adjustments, deadline extensions, technical requirement changes, or other material modifications cannot be determined. Prospective contractors are required to review this addendum carefully and ensure all responses incorporate any changes, clarifications, or new requirements it establishes. ADDENDUM 4

RFP #23-001 Purchase and Installation of

Video Surveillance Equipment for Various Locations

August 23, 2022

Dear Vendors, The following questions were received by the Purchasing Department for RFP #23-001 Purchase and Installation of Video Surveillance Equipment for Various Locations:

1. The specifications say there are eight encoder locations. The number of cameras for Columbus High School comes up with eight possible analog cameras but it states that there are eight encoders needed. Should (8) encoders be required for other locations (with 8 cameras 2 encoders would accomplish) Could you please clarify?

Answer: There are no existing encoders. However, there are 8 existing analog cameras that had just been installed at Columbus High School in a new building. The idea was to keep the analog until they had to be replaced. Only two (2) four port AXIS M7104 encoders are needed.

2. In your camera type listing you have camera types I and J which are PTZs that are not listed in the overall list. Does the District want a price for these cameras?

Answer: The Q6055-C PTZ cameras were deleted during MCSD’s final review. The Q3719-PLE is a typo and is not the correct camera model number. Please replace and price P3719-PLE cameras anywhere the Q3719-PLE is noted. See the specifications below.

3. If the camera MP rating on the floor plan and camera schedule differ, which should we use? Reference Aaron Cohn Middle C-1.02 and Blackmon Road Middle C-1.01 thru 1.04.

Answer: Vendors shall use the megapixel (MP) rating on the floor plans.

4. Will the security contractor be responsible for furnishing and installing ground bus bars or are they existing?

Answer: The security contractor shall provide/install grounding bus bars and ensure that the bus bars are connected to true earth ground.

5. On the MDF/IDF large-scale drawings for each school there is a note stating that the “security contractor must provide cable trays in MDF/IDF rooms where video surveillance systems cables cross ceiling space unsupported”. Which schools and which MDF/IDF rooms will require a new cable tray?

Answer: Vendors shall include a cable tray for the MDF only at each school or facility.

6. The floor plans for the 2nd-floor areas of Carver High School are missing the existing camera icons. Please clarify which cameras are to be installed at each location.

Answer: Information for existing camera locations was not available for all locations. Specific to Carver High School, the keynote indicates demolition and replacement.

7. What is the ceiling configuration for the gym lower level at Columbus High School? See sheet LV- 13-200.

Answer: In the lower level of the gym, ceiling heights and types vary. It is a combination of lay-in tiles and open to structure. The only cameras are in the weight room. The ceiling is open to structure (ceiling joist) at 12’ – 0” A.F.F.

8. Please confirm that the UPS units and power outlets will be provided by the school district and not the security contractor.

Answer: Confirmed that the UPS units and power outlets will be provided by the school district

9. Please confirm if the security contractor is responsible for rack mount PDUs in the MDF/IDF racks for PoE injectors. If possible, please provide a preferred manufacturer and model number for the PDUs.

Answer: The security contractor is responsible for rack mount PDUs in the MDF/IDF racks for PoE injectors. The approved device is the Microsemi PE-9501GR/SP. See PAGE 13 of the Specifications.

10. I know that we are not providing UPS units but I wasn't sure about power receptacles. Is the vendor responsible for adding any additional that are needed?

Answer: The contractor (vendor) shall provide and install PDUs that shall be connected to owner-provided UPS units.

11. There does not appear to be a section in the revised bid form included with addendum #2 for the training.

Answer: The Proposal Form was revised to include the training costs and posted with Addendum #1.

12. Please add a section on the bid form for the servers and head-end equipment.

Answer: The Financial Form has been revised to include a line item for the cost of the servers.

Please see attached. Vendors must use Revision 2 when submitting their proposals.

13. Is there a percentage or number of additional camera licenses required to be included?

Answer: Not at this time, possibly in Phase 2.

14. For Double Churches Middle School, bus loop cameras C-S.06 and C-S.08 appear to be less than 295’ of cable distance from the cameras to the assigned IDFs. Is 120VAC power and fiber optic cabling required for these locations, or can we run CAT6A cable with surge suppressors instead and use the T91B47 Pole Mount and TQ1602-E Conduit Back Box for the surge suppressor?

Answer: Vendors shall provide the fiber option solution.

15. Please provide the ceiling types and elevations for Jordan High School and Rothschild Middle School that are missing on some of the sheets.

Answer: This information is not available.

16. RFP page 39 paragraph 1.3.B.6 references 8 encoders. Will these encoders remain? If yes, what are the manufacturer and part number of these encoders and how many cameras are on these encoders?

Answer: Encoders are not existing, but encoders will need to be provided to connect existing (new) analog cameras into the new IP system. Provide AXIS M7104 encoders.

17. RFP page 41 paragraph 1.3.B.14 references a P3058-PLVE which does not exist. Please verify it should read M3058-PLVE or provide the correct model number.

Answer: The camera should be M3068-PLVE.

18. Can J&A verify server M# and Genetec M# items are correct for RFP; still seems as though the server part number is the same. (see below) Answer: Model number SV-2020E-D480-236 is correct and includes redundant power supplies.

Model SV4040E-288T-16-216 is to be modified to include the redundant power supplies. The new model number shall be SV4040EX-288T-16-216.

19. Streamvault servers listed – SV-202-E-R6S-D480-236 / SV4020E-R18-288T-16-216. Should have dual PS for added redundancy of servers and reduce failover attempts? Is the intent to use EX model servers for archivers with redundant power supplies?

Answer: Yes. Vendors shall provide EX models for redundant power supplies. The new specifications previously provided specify the K12 bundle. Please see below.

20. Should the provided camera listing be used for final model counts as drawing model counts are off on model types?

Ex. Hardaway drawing shows FISHEYE 360 cameras (MODEL M3058) but none are listed on the camera school list.

Answer: Please see the top of Page 4 on the school camera list. There are seven (7) noted for this school. The camera schedule should be used for the final count (Drawing LV-33-601).

21. Is conduit removal required on all existing cameras being removed? Verifying full demo of existing

EMT each school.

Answer: Yes, unless the conduit is re-used to install the new cameras.
