About this file
This is Addendum 3 to a Request for Proposal issued by the Muscogee County School District in Georgia for the purchase and installation of video surveillance equipment. The addendum modifies the original RFP requirements and terms for providing security surveillance systems across all high schools, middle schools, elementary schools, administrative office buildings, maintenance facilities, warehouses, and bus depots within the district. The specific modifications, clarifications, or additions contained in this addendum should be reviewed in conjunction with the original RFP document and Addendums 1 and 2 to ensure bidders have the complete and current scope of work, specifications, and submission requirements for their proposals.
The addendum serves to update the original solicitation based on questions received, site visit findings, or necessary clarifications regarding pricing structures, equipment specifications, installation timelines, or other contractual terms. Prospective contractors must acknowledge receipt of all addenda, including Addendum 3, in their bid submissions to ensure their proposals comply with the most current requirements. Bidders should carefully review all addenda to understand how these modifications impact the project scope, budgeting, scheduling, and technical specifications prior to submitting their responses.

ADDENDUM 3
RFP #23-001 Purchase and Installation of
Video Surveillance Equipment for Various Locations
August 17, 2022
Dear Vendors, NOTE: The secure file exchange has been updated to include the latest specification file as noted in Addendum 2 issued on July 29, 2022. Vendors that attended the mandatory pre-bid conference should have received notification of this update.
The MCSD Purchasing Department is working with its Consultant to answer some of the questions received. Addendum #4 will follow on Tuesday, August 23, 2022, with answers to those questions.
The following questions were discussed during the pre-proposal meeting for RFP #23-001 Purchase and Installation of Video Surveillance Equipment for Various Locations:
1. What does MCSD have in mind as far as the working hours in the schools?
Answer: The District prefers the work to be scheduled when students are not in the building so it will not interfere with instructional time, preferably on afternoons, evenings, and weekends.
After-hours access to the buildings is not a problem as keys can be available to be checked by the awarded contractor following the District’s guidelines.
2. Are the plans marked with camera locations and data closet locations?
Answer: Camera locations and data closet locations are marked on the floor plans. The floor plan drawings also identify the MDF and IDF locations.
3. The RFP talks about access controls, but in Phase 1 we are only talking about cameras.
Answer: There is no card access control in this portion of the project; however, the District is considering adding this feature to all locations in the future. Starting to build its electronic security off with a video management solution that could be unified with an access control solution will help get the foundation in place. This is why Genetec was chosen.
4. The specifications say there are eight encoder locations. The number of cameras for Columbus High School comes up with eight possible analog cameras but it states that there are eight encoders needed. Could you please clarify?
Answer: To be answered in Addendum #4.
5. In your camera type listing you have camera types I and J which are PTZs that are not listed in the overall list. Does the District want pricing for these cameras?
https://www.muscogee.k12.ga.us/Pages/MCSDHome.aspx
6. The archive for servers is listed. Is there a desire to have the servers with dual power supplies?
Answer: Yes. The District prefers dual power supplies in any of the servers that are supported.
There is power and rack space available, the UPS is in place and the generator is in the facility.
NOTE: Section 2.7.A of the Specifications: When looking at the pricing for the Genetec equipment and software, it is the K12 bundle package. Everything that is needed is included there. The video channel licensing for each camera is not included in the bundle. The contractor must provide a channel license for each camera connected to Genetec.
The following questions were received by the Purchasing Department for RFP #23-001 Purchase and Installation of Video Surveillance Equipment for Various Locations:
1. Follow-up questions to Question #17 on Addendum #2:
a. MCSD will supply ALL PoE midspans as required for this RFP?
Answer: No. The vendor is expected to provide this equipment.
b. MCSD will supply ALL surge suppressors for exterior cameras as required for this RFP?
Answer: No. The vendor is expected to provide this equipment.
c. MCSD will supply ALL patch panels as required for this RFP?
Answer: No. The vendor is expected to provide this equipment.
Note: The answer to number 17 on addendum 2 was attempting to state that in most locations, we have existing racks/cabinets that will accommodate the additional equipment. So, we already have existing rack space, but we will not provide the equipment. A few locations may need an additional rack or reorganization to accommodate new equipment.
2. Follow-up questions to Question #44 on Addendum #2:
a. What locations do/will you require UPSs for this RFP?
Answer: Vendor to assume that every MDF/IDF will require one UPS to power the camera-related equipment (switch/POE midspan/etc.).
b. How many UPSs will you require at the location?
Answer: Vendor to assume that every MDF/IDF will require one UPS to power the camera-related equipment (switch/POE midspan/etc.).
c. Part number of MCSD preferred UPS Model.
Answer: APC Smart-UPS X, Line Interactive, 1500VA, Rack/tower convertible 2U, 120V, 8x 5- 15R NEMA, SmartConnect port+Network card, Extended runtime.
Note: The UPS pricing should be listed as an optional add-on to the RFP. We will reserve the right to not add UPSes based on pricing.
3. Follow-up questions to Question #10 on Addendum #2:
a. Prints that were issued state that DITEK surge protection needs to be installed at the camera side and in the MDF/IDFs. What is the correct answer?
1. At the camera side?
2. Or MDF/IDFs?
3. Or both?
Answer: The intent is for surge suppression to be installed for exterior cameras. The surge suppression is to be installed in the MDF/IDF, but only for exterior cameras.
4. Prints that were issued state that the Contractor should demo cameras and cabling. Are you looking to have the camera and all the old analog coax cable and analog power cable completely removed? (from the camera to the analog camera head-end) Answer: Yes. The cameras, coax cabling, and older DVR/NVR equipment is to be removed. Any video monitors related to the current cameras are to be removed as well.
5. Per the issued prints, how is the contractor to know how much NEW conduit will need to be installed and painted w/o having the ability to do a site survey? (Prints do not show pertinent information to price the installation of new conduit correctly) Answer: Vendor to assume the cost per location based on previous projects in other school districts where the buildings are mostly constructed with cinder blocks. Vendors should be able to come up with this pricing based on previous experience.
6. Addendum #2 Q&A did not answer Question #25. How will proposed bidders know where to install conduit/raceway and electrical circuits? Will MCSD prints provide that information? If prints do not show that information how will the MCSD remedy that situation for proposed bidders?
Answer: All cameras will be powered off the switch or POE midspans where needed. There should be no need to install electrical circuits for this project. For low-voltage conduit, see the answer to number 5 above.
7. It seems that each set of prints for each school has the same thing (Call Layout1 or CCTV One-line Diagram) which references the following: (In the admin office)
a. Provide & install Quantity (1) CAT6A drop/Node for Computer
b. Provide & install Quantity (1) 120VAC un-switched 20 AMP circuit w/ Duplex Outlet
c. Provide & install Quantity (2) 46’ Flat screen Color Monitors (Wall mounted)
d. Provide & install Quantity (1) DELL 7060Micro Form Factor PC w/ Dual HDMI (Wall mounted)
e. Provide & install Quantity (1) Wireless Keyboard & mouse
f. Provide & install the above set-up at the Muscogee Police Department
g. See Diagram from Prints issued below
h. See the below answer from Addendum #2
i. Which is correct, the prints or the answer from Q&A from Question #41 listed above?
Answer: Even though the prints specify video monitoring setups at each location, the District will not be using that at this time. That is not a requirement at each site. The answer to question 41 from addendum 2 is the correct answer. That requirement on the prints can be ignored.
8. Are the Sports Complex cameras included in this RFP? (Addendum #2 counts are listed – but no prints) Answer: No. The purchase and installation of the cameras at the new Sports Complex are not in scope for this RFP. What is in scope for this RFP is the addition of those cameras (that will already exist) to the Genetec VMS system that is part of this RFP.
9. Are you going to provide prints for the Sports Complex?
Answer: Prints for the Sports Complex were included in the zip file available for download.
10. If the camera MP rating on the floor plan and camera schedule differ, which should we use? Reference Aaron Cohn Middle C-1.02 and Blackmon Road Middle C-1.01 thru 1.04.
11. During the pre-bid meeting it was stated that the security contractor would not be responsible for viewing workstations and monitors and the school district would leverage existing hardware. Please confirm.
Answer: Correct. The vendor is not responsible for installing or setting up any specialized viewing stations. The portion of each floor plan that calls out that equipment for each location can be ignored.
12. With reference to RFI question #17 of addendum #2, will the school district be providing any additional rack required?
Answer: No. The District expects the vendor to provide any additional racks where necessary.
Most of the District’s racks should have sufficient space but some locations will not.
13. In reference to RFI question #9 of addendum #2, please confirm that blue-colored CAT6A cabling is acceptable. General note A on the one-line diagram drawings indicates pink cabling.
Answer: Cat6a cabling that is used for the longer runs to the cameras from the MDF/IDF closets can be blue. Any patch cables used for patching the cameras into the switches should be red.
14. It was mentioned during the pre-bid meeting that the school district already has or will provide cable management within the MDF/IDF racks. Please confirm.
Answer: Yes. The vendor is expected to use the existing cable management currently in place.
15. Will the security contractor be responsible for furnishing and installing ground bus bars or are they existing?
16. On the MDF/IDF large-scale drawings for each school there is a note stating that the “security contractor must provide cable trays in MDF/IDF rooms where video surveillance systems cables cross ceiling space unsupported”. Which schools and which MDF/IDF rooms will require a new cable tray?
17. The floor plans for the 2nd-floor areas of Carver High School are missing the existing camera icons. Please clarify which cameras are to be installed at each location.
18. What is the ceiling configuration for the gym lower level at Columbus High School? See sheet LV- 13-200.
19. Will the school district be providing rack shelves for PoE injectors in each MDF/IDF rack, or will the security contractor need to provide them?
Answer: In the majority of cases, the District should have sufficient rack space in its existing network cabinets. In some locations, an additional rack may need to be provided by the vendor.
20. Please confirm that the UPS units and power outlets will be provided by the school district and not the security contractor.
Answer: For the UPS units, the District is seeking optional pricing from the vendor in the bid responses. The District may elect not to exercise that option at this time based on the pricing and bids received.
21. Please confirm if the security contractor is responsible for rack mount PDUs in the MDF/IDF racks for PoE injectors. If possible, please provide a preferred manufacturer and model number for the PDUs.
22. There does not appear to be a section in the revised bid form included with addendum #2 for the training.
23. Please add a section on the bid form for the servers and head-end equipment.
24. Are the camera licenses and SMA costs to be included in each school’s individual price or part of the head end?
Answer: The costs are to be included in the cost of each school.
25. Is there a percentage or number of additional camera licenses required to be included?
26. Will any secure onsite storage be provided at the schools be provided for overnight lift parking, staging of materials, and tools/ladders?
Answer: No, however, the District has worked with contractors before who brought their own lockable shipping containers. The District would need to work with each school/location to determine if they have the space to do that.
27. For Double Churches Middle School, bus loop cameras C-S.06 and C-S.08 appear to be less than 295’ of cable distance from the cameras to the assigned IDFs. Is 120VAC power and fiber optic cabling required for these locations, or can we run CAT6A cable with surge suppressors instead and use the T91B47 Pole Mount and TQ1602-E Conduit Back Box for the surge suppressor?
28. Please provide the ceiling types and elevations for Jordan High School and Rothschild Middle School that are missing on some of the sheets.
29. Drawings (401) reference Pink Cat 6A, Q&A reference any color (typically blue). Which color are we to provide?
Answer: Blue.
30. Drawings (402) reference Future Monitors/Workstation at Police Dept. Are these a part of this project?
Answer: No.
31. RFP page 39 paragraph 1.3.B.6 references 8 encoders. Will these encoders remain? If yes, what is the manufacturer and part number of these encoders and how many cameras are on these encoders?
32. Cameras Axis P1447-LE and P1448-LE have been discontinued and with replacements as P1467- LE and P1468-LE. Please verify these replacements are to be used, and if not, provide the replacement model numbers.
Answer: Yes, the official replacements provided by Axis for those models are to be used.
33. RFP page 41 paragraph 1.3.B.14 references a P3058-PLVE which does not exist. Please verify it should read M3058-PLVE or provide the correct model number.
34. Throughout the RFP it references “contract drawings” to be used for multiple requirements.
Please provide these drawings.
Answer: Drawings are available via the secure file exchange site referenced in the pre-bid meeting.
35. RFP page 48 paragraph 2.2.A references a “Camera Schedule”. Please provide this schedule.
Answer: Each location drawing includes the camera schedule for each site on the last page.
36. Is there a requirement to provide Client Viewer Workstations? If yes, please provide the technical specifications, quantities, and locations.
Answer: No. There is no requirement to provide Client Viewer Workstations.
37. Is there a requirement for us to configure customer furnished and installed client viewer workstations? If yes, please provide the quantities and locations.
Answer: No. There is no requirement for the vendor to configure customer furnished and installed client viewer workstations.
38. Throughout the RFP it mentions Category 6A, 6e, 5E, and 6 as being required for the network cabling infrastructure. Which Category is required?
Answer: The category for network cabling infrastructure is Category 6A.
39. Can J&A verify server M# and Genetec M# items are correct for RFP, still seems as though the server part number is the same. (see below)
a. Actual number of encoders required for conversion? Columbus HS is listed with only 8 analog cameras.
Should (8) encoders be required for other locations (with 8 cameras 2 encoders would accomplish)
b. Page 20 of Q&A - Camera types I & J not used on school listing should these still be priced?
Q6055-C PTZ or other 15MP MS Dome Q3719-PLE not on school listing
c. Streamvault servers listed - SV-202E-R6S-D480-236 / SV4020E-R18-288T-16- Should have dual PS for added redundancy of servers and reduce failover attempts?
Is the intent to use EX model servers for archivers with redundant Power supplies?
Answer: Whichever model supports dual power supplies is required.
d. Should provided camera listing be used for final model counts as drawing model counts are off on model types?
Ex. Hardaway drawing shows FISHEYE 360 cameras (MODEL M3058) but none are listed on camera school list.
e. If conduit removal required on all existing cameras being removed ? Verifying full demo of existing EMT each school.
