QUESTIONS RECEIVED
The following questions were received by the Purchasing Department for RFP #23-001 Purchase and Installation of Video Surveillance Equipment for Various Locations:
1. After reviewing the RFP, per section 1.0 1.1 (Objective – Purpose of Procurement and section 4.0 (Mandatory Minimum Requirements), I do not see that any material must be purchased off of the State Contract?
Answer: Although not mandatory, the District recommends that vendors purchase the materials off of the State Contract if possible.
2. Will the district consider alternative SaaS surveillance solutions from qualified providers?
Answer: No. The specified Genetec system will be housed on-site.
3. Please provide drawings showing camera locations, server rooms, and MDF & IDF rooms for all facilities.
Answer: The District is currently working on a solution to make these documents available to interested vendors. An answer will be provided at the mandatory pre-bid conference.
4. What is the estimated timeline of the project installation?
https://www.muscogee.k12.ga.us/Pages/MCSDHome.aspx
Answer: We are relying on bidders to tell us a reasonable timeline for a project of this size. We anticipate the project may be split into phases. We also understand that supply chain delays will need to be built into the timeline.
5. There are 21 facilities listed, but only 10 recording servers are required. Where will recording servers, main server, failover server, and mobile server be located and how will they be accounted for in the pricing form?
Answer: All recording and management servers will reside in the main data center.
6. Have calculations been performed to verify the quantity of recording servers that will meet the recording retention requirements listed in the specifications?
Answer: Yes, SECTION 281000, PART 1 and Paragraph 1.3.G notes the requirements for a total of twelve (12) Archivers with internal storage. Storage calculations have been verified by Genetec.
7. What type of mounts (wall, recessed, other) are required for each model Axis camera?
Answer: This information is provided in the BOM for Axis Cameras. These files will be provided after the mandatory vendor meeting. Please reference section 2.4 of the specification.
8. Is there an existing cable tray or raceway available for the new camera cabling?
Answer: Most of our schools do not have dedicated raceways or cable trays but there may be some locations with cable hooks or straps.
9. Will the installation require CAT6 or CAT6A cabling? Cable and patch panels show CAT6A, while patch cords and testing show CAT6? Please clarify and state what color the cabling will need to be and provide a preferred manufacturer and model number for the cable.
Answer: Cat6A cabling is to be used throughout the project. Cabling from the back side of the patch panel can be any color (typically blue). The patch panel jack itself and the patch cord from panel to switch should be red. Biscuit jack in ceilings should also be red. Brand of patch cable does not matter if it is Cat6A and is the “skinny” type.
10. Is surge suppression required at both ends required on only the exterior camera cabling or all camera cabling? Section 2.16.A of the specifications states they are required “where conductors enter and exit a building” but section 3.1.D states “all cables” are required. Which is correct?
Answer: At all exterior camera locations and where conductors enter and exit a building (surge suppression is typically installed in the rack (in MDF / IDF).
11. Please provide the testing form as listed in section 3.2.B of the specifications.
Answer: Commissioning Form is a letter from the Manufacturer (in this case – Genetec) that states that the Video Management System has been properly installed, completely programmed for all required functions/ features and that the system is fully operational.
12. What is the J&A engineer-in-training (EIT) reference pertain to in section 3.1 of the specification?
Answer: The billing rate for an engineer-in-training is lower ($135.00 an hour) than a Professional Engineering ($165.00 an hour). If a false start is called, J&A Engineering invoices MCSD. In turn, MCSD deducts the penalty fee for the false start from the Contractors Pay Applications or as for a credit from the Contractor. A false start occurs when the Contractor calls for inspection, J&A Engineering travels to the site and finds insufficient progress has been made and a full inspection is not possible.
13. Is the wiring duct listed in section 2.14 of the specification only for the server, MDF, and IDF rooms?
Answer: Yes, however, this is the data center with existing overhead cable management in place already. We do not anticipate any “surface-mount” duct will be needed.
14. Please provide further details for the NTP time server listed in section 2.5 of the specifications.
Answer: MCSD will provide the hostname of desired existing NTP server.
15. It is understood that the owner will provide network switches providing 15.4W of PoE power, however, some of the cameras listed in the specification require more than 15.4W. For cameras requiring more than 15.4W, can we use rack-mounted PoE+ midspans in lieu of the locking metal enclosures listed in 3.1.E and 3.1.F of the specifications?
Answer:
a. We are currently in the middle of a network equipment upgrade. For locations that use our new equipment, each port can provide up to 60W POE power. For locations that have not yet been upgraded, we may need additional power provided for cameras requiring more than 15.4W.
b. The following schools can support 60W per port, currently.
i.Carver ii.Rainey McCullers iii.Jordan
c. POE midspans will need to be provided for all other schools.
16. Please confirm that all network infrastructure upstream of the network switches (and including the network switches) will or will not be provided by the Muscogee County Scholl District.
Answer: MCSD will be providing all networks from IDF/MDF switches all the way back to the data center.
17. Will the Muscogee County School District be providing network racks for all servers, switches, PoE midspans, surge suppressors, and patch panels?
Answer: Yes, however, there may be a few locations that will require an additional rack.
18. Please advise as to where to include the training costs listed in specification section 3.5 in the pricing form.
Answer: The Proposal Form has been updated to include the training costs. Please see attached.
Vendors must use the updated Proposal Form when submitting their proposals.
19. In lieu of including airfare, meals, and hotel costs for training listed in section 3.5.C.5 of the specification, is it acceptable to have a factory trainer travel to the Muscogee County School Board offices to provide the certification training listed?
Answer: Yes. We would actually prefer the training to take place at our location.
20. Please provide Genetec complete Bill of Materials for this project.
Answer: Please reference 1.3 G of the specification.
21. Can Bidder summit an alternative proposal with equal VMS solution? (Which would be Milestone VMS Platform) Milestone can also Federate as needed with the local City & County Government Jurisdictions.
Answer: No. The District is not accepting alternates.
22. Can Bidder summit an alternative proposal with equal IP cameras? (Which would be Hanwha) Answer: No. The District is not accepting alternates.
23. Will MCSD issue Prints for “all” schools? (How can we obtain a Copy of prints) Answer: Please see Answer #2.
24. Will MCSD extend the deadline for Q&A period since no prints were available when RFP was posted?
Answer: Please see the updated RFP timeline on Page 1 of this Addendum.
25. How will proposed bidders know where to install conduit/raceway and electrical circuits? Will MCSD prints provide that information? If prints do not show that information how will the MCSD remedy that situation for proposed bidders?
26. Will MCSD extend the deadline for submitting Proposals since no prints were available when RFP was posted?
27. Where is the Main control Room (w/ “ALL” the GENETEC Servers & UPS’s) to be located?
Answer: This references the main data center located in the IT building. The main data center is already equipped with a central UPS system.
28. Is the MCSD requiring ALL new CAT6A cabling, Racks (MDF/IDF’s), and wire management for each School listed in RFP?
Answer: New CAT6A cabling will be required for all cameras. Racks and wire management will already be in place, however, there may be some locations that require additional cable management.
29. Panduit is listed as the preferred cabling Manufacturer – Does MCSD want Net-key or Mini-Comm Solution?
Answer: No.
30. Does MCSD want SD cards for “all” new IP cameras installed? If so what size?
Answer: No SD cards are required at this time.
31. Is MCSD wanting the Panduit 25-year warranty for each school’s new cabling infrastructure?
32. Axis IP Cameras P1447-LE & P1448-LE are EOL – What camera would the MCSD want for replacement? (These cameras are listed in Appendix-B & Appendix-C) Answer: Whatever model camera Axis has replaced them with is sufficient.
33. Is MCSD looking for Genetec LPR solution at each school Location? – If so, please list Part#’s for the Genetec LPR solution and LPR Cameras to be Utilized Answer: MCSD does not intend on rolling out the License Plate Recognition solution during the upgrade project. However, there are references in the specification to having the “capability” to integrate with or add LPR capture in the future. There are no requirements for LPR software, licenses, equipment or cameras for this Phase 1 project.
34. Appendix-B – Line 21- Sports Complex does not give the Camera counts per type of cameras listed Answer: The Sports Complex cameras will not be purchased as part of this RFP. They will, however, be included in the Genetec system and will need to be configured as such. Cameras for Sports Complex will be listed as part of the floor plan drawings to be provided.
35. Appendix-B – Line 6 – Columbus HS has a total Camera count of 129 cameras; but Exterior and Interior totals only add up to 121 total Cameras – (Which Camera type listed gets the additional 8 cameras)?
Answer: The drawings for this location shows that eight (8) cameras are already existing. These cameras were just recently installed. However, they are not IP and are analog. The picture quality is very good so they are to be left in place and encoders provided/installed so they can be connected to the new Genetec VMS.
36. Appendix-C has duplicate camera types Listed – Will MCSD correct and update Appendix-C?
Answer: The MCSD has revised the Equipment Cost Form removing the duplicated items. Vendors must use the updated form when submitting their proposals.
37. Appendix-C does not have Axis Camera P3265-LV (But it is listed in Appendix-B) Answer: The set of drawings for each school includes a CAMERA SCHEDULE. It is always the last sheet(s) in the drawing set. Please reference the Camera Schedules for verification of camera quantities and model numbers.
38. RFP has listed on (Page 51) -Section 2.7 Video Management System (VMS) states (5 Concurrent Licenses for Mobile users) and on (Page 59) – Section F.
