About this file

This document is Addendum #3 for a state and local contract opportunity involving William R. Sharpe, Jr. Hospital located in Weston, West Virginia. The addendum covers a mandatory pre-bid meeting scheduled for September 23, 2025, at 10:00AM EST at the hospital's address, and addresses vendor questions regarding bid submission requirements. The meeting appears to be related to a camera or technology system procurement, with specific guidelines for vendor pricing and proposal submission.

The addendum provides critical clarification on bid formatting, specifically requiring vendors to use Exhibit C pricing page with a percentage markup model based on a $100 example purchase. Vendors must submit bids in a standardized format to ensure comparable evaluation, with potential future invoicing contingent on adhering to contract pricing lines. The procurement allows for vendor price list submissions and hourly rates, but mandates a consistent markup approach. For higher-cost parts, vendors may be required to provide supplier cost invoices to verify compliance with the contracted markup percentage.

ADDENDUM #3

QUESTION #1:

Our camera brand is dealer protected and is not available to the general public like HIK Vision. Our prices are not available for review so I am unable to bid on a percentage above cost bases. However, I am more than willing to provide a price list for the hand full of parts that could possibly be needed for your system as well as an hourly rate to lock in. This would allow you to evaluate our prices and ensure there are no surprises for you. Does this disqualify me from bidding on this or is there some flexibility in the process?

ANSWER #1:

We cannot advise you what to bid, but any bid needs to be in the format of the Exhibit C pricing page, which is based on a percentage mark-up model with a $100 example purchase. We must be able to compare all vendor bids on an apples-to-apples basis, and there is no way for that to be done unless the format of the pricing page is followed. Any bid that doesn’t follow the format of the pricing page would be disqualified. In addition, if you were awarded the contract, any future invoices would have to be in accordance with the lines of the contract, which would follow the hourly rate and parts format. On higher cost parts, you may be asked to provide a copy of the cost invoice from your supplier to show that you are in compliance with the percentage markup indicated in the contract before the invoice could be processed.

QUESTION #2:

I'm sorry if I missed it somewhere in the documents, but what is the location and time for the meeting?

ANSWER #2:

The pre-bid location and time are listed on page 1 of the TCA document. The mandatory pre-bid meeting is September 23, 2025 at 10:00AM EST at William R. Sharpe, Jr. Hospital located at 936 Sharpe Hospital Road, Weston, WV 26452.
