About this file

This Addendum No. 2 to a Centralized Request for Quote (CRFQ) is issued by the West Virginia Department of Administration Purchasing Division for Williamstown Drainage Repairs construction services near Williamstown, West Virginia. The project involves providing all labor, materials, tools, expendable equipment, and services to complete drainage repairs at the Army National Guard facility. The solicitation includes multiple work items such as 102 linear feet of 18" HDPE pipe, 154 linear feet of 18" HDPE pipe, 94 linear feet of 18" HDPE pipe, 64 linear feet of 24" HDPE pipe, 273 linear feet of grouted riprap channel replacement, vegetative channel installation, and associated inlet and ditch work. The mandatory pre-bid meeting was held on August 27, 2026, at 10:00 am EST, with vendor technical questions due by September 3, 2026, at 11:00 am EST. The bid opening date and time remains September 10, 2026, at 1:30 pm EST. This addendum clarifies vendor questions and provides updated drawings, including revised inlet elevations on plan sheet C2.03, and confirms that no concrete gutter details are applicable to the project.

The addendum addresses 16 vendor technical questions regarding equipment requirements, material sourcing, specifications, and payment responsibilities. Key clarifications include confirmation that equipment and trucks do not require FAA flags, strobes, or radios; that unclassified borrow material must be priced as an off-site haul; that excess excavated dirt may be used for fill if it meets WVDOH specifications; that a material storage area will be provided on-site post-award; and that contractors are responsible for all erosion and sediment control measures, which should be made incidental to applicable pipe installation line item prices. Fence removal and temporary fencing necessitated by project work are considered incidental to associated work items with no separate payment. All vendors must acknowledge receipt of all addenda with their bids to avoid disqualification. No pricing information or funding sources are specified in this addendum document.

1. Question: Will the Equipment & Trucks working around the Apron of the Heliport be required to have FAA Flags, FAA Strobes and a FAA Radio?

Response: No.

2. Question: Item #2 Unclassified Borrow 400-CY. Is there anywhere on the property this material can be obtained? OR will it need to be Hauled in from an outside Location?

Response: The unclassified borrow should be priced as obtaining material from an offsite location and hauling it to the project site.

3. Question: Can the excess dirt generated from the Pipe Trench be used for the Fill Required?

Response: Yes as long as the material excavated meets the specified material requirements for placement of fill per WVDOH technical specs.

4. Question: Will the contractor be given a space to unload Pipe and Inlets? If so where?

Response: Yes, an area will be provided to the Contractor to unload and store materials onsite. This location will be finalized between the Owner/Contractor once award has been made.

5. Question: Is the 273 lf of ditch line removed to be replaced with a concrete channel with water stop per drawing c2.03 ? & per concrete gutter detail on drawing c3.02?

Or is it grouted rip rap per pre bid & grouted rip rap ditch detail on drawing c3.02?

Response: The 273 LF of ditch line to be removed should be replaced with a grouted riprap channel that has a water stop installed at the upstream end to prevent water from flowing underneath the grouted channel.

6. Question: Is concrete gutter detail relevant on this project?

Response: No, the concrete gutter detail can be disregarded and is not used as part of this project.

7. Question: Is pipe outlet protection detail relevant since using wing walls?

Response: We are requesting that on the outlet end of the wingwall that a riprap apron is installed to armer the ditchline of water leaving the site.

8. Question: Inlet #3-3 & 3-4 look like need revised.

Response: A revised C2.03 has been provided with updated invert elevations.

CRFQ ADJ27*20

9. Question: Who is responsible for watering seeded areas?

Response: Contractor.

10. Question: Plan Sheet C2.03 there are two notes about a Concrete Channel with Water Stop. On the Detail Sheet there is a Detail for Concrete Gutter and a Grouted RipRap Channel. Bid Item #13 is for Grouted RipRap Channel 275-LF. I dont see a Bid Item for a Concrete Gutter.

Response: Please see the response to question 5.

11. Question: Could you define Where the Concrete Gutter Starts & Stops as well as the Grouted RipRap Ditch.

Response: There is no concrete gutter on the project, see response to question 5.

The grouted riprap ditch starts at the existing inlet and continue to within 15 feet of

DI3-4.

12. Question: On Sheet C2.03, calls for a concrete ditch assuming Detail on Sheet C3.02 Concrete Gutter is what this is. There is no pay item listed for this work. Please clarify if this is actually Pay Item No. 13 – Grouted Rip-Rap Channel? Also, if there is no Concrete Gutter, does the Detail for the Cut-off Wall apply to this project?

Response: Please see response to Question 5.

13. Question: Can a quantity for Silt Fence be provided so all bidders are bidding the same?

Response: The contractor is responsible for installation and removal of e&s controls to protect sediment laden water from leaving the site. This may consist of silt fence, silt sock, inlet protection, etc. This cost should be made incidental to the linear foot price of each applicable size storm pipe. Contractor to assume silt fence or equal bmp control to run the length of each storm pipe installation.

14. Question: Is Bid Item No. 14 work shown on Sheet C2.03 near DI 3-4?

Response: Yes that is correct. All the other vegetative channels are constructed overtop of new storm pipe and the cost of that work is incidental to the storm pipe.

However the ditch that drains into DI 3-4 and then leads into the grouted riprap channel is the vegetative channel.

15. Question: Please clarify what is meant for Bid Items No. 10 and 11 concerning the Outlet Protection. Details on Sheet C3.02 appear to be for Culvert Discharge Areas, not Wingwalls.

Response: Please see response to Question 7.

16. Question: If we need to remove fencing to complete the scope of the project how will this be paid?

Response: Where existing fencing must be temporarily removed to complete adjacent work including but not limited to wingwall, storm pipe/drainage structure, or grading operations, the removal of fence fabric, shall be considered incidental to the corresponding item(s) of work and included in the unit bid for that work.

Where fencing will be impacted because of a grade change with the proposed construction the fence should be removed and at the revised grade and shall be incidental to the associated grading/structure item(s).

No separate payment will be made for fence removal, temporary fencing, reinstallation, or replacement.
