About this file

This is Addendum 2 to a sealed bid solicitation issued by Brevard County Purchasing Services for the South Central Regional Wastewater Treatment Facility Roof Replacement project (Bid No. B-2-26-31). The addendum, dated March 27, 2026, addresses a substitution inquiry regarding roofing materials and clarifies that the originally specified Section 07 52 16 SBS Modified Bituminous Roofing system using Soprema SOPRABOARD products cannot be substituted with an equivalent system using alternative materials such as EnergyGuard Polyiso insulation, DensDeck Prime cover board, and RUBEROID base and cap sheets. The County rejected the proposed substitution because the alternative system lacks key products specified in the original design and uses a different application method that does not provide the same performance advantages. Specifically, the asphaltic board used in the original specification creates a monolithic asphalt-to-asphalt bond when the base sheet is torched, which provides superior performance compared to gypsum board alternatives. The bid opening date and time remain unchanged at Wednesday, April 1, 2026 at 10:00 AM, and all other terms and conditions of the original bid package remain in effect.

Bidders are required to acknowledge receipt of Addendum 2 on the Price Sheet submitted with their bids. This clarification establishes that material substitutions are limited to those approved prior to bid submission and reinforces the County's commitment to the specified Soprema roofing system as the basis of design for the project.

ADDENDUM 2

TO ALL PROSPECTIVE BIDDERS

This is an Addendum to and shall be considered as part of the original bid package for the above-mentioned bid. Please acknowledge receipt of Addendum 2 in space provided on Price Sheet.

Bidders are requested to acknowledge receipt of this addendum with their bid.

1. CLARIFICAITON TO QUESTIONS RECEIVED

Question 1: Is the following a suitable substitution:

Section 07 52 16 SBS Modified Bituminous Roofing Roof Insulation: EnergyGuard Polyiso 20psi 4x4 boards applied in low rise foam Cover Board: 1/4" DensDeck Prime Roof Board applied in low rise foam Base Ply and Vapor Barrier Sheet: RUBEROID HW Smooth, torch applied Cap Sheet: RUBEROID HW Plus Granule FR, torch applied Low Rise Foam for insulation: OlyBond 500 or LRF Adhesive M Liquid Applied Flashing: GAF PMMA Liquid Flashing System

Answer 1: The proposed substitution does not match the originally designed system and does not appear to be an equivalent since it is missing key products in the system and the application method does not match the original. The key benefit of the asphaltic board is compatibility during installation. When the base sheet is torched, the heat activates the asphaltic cover board, effectively creating a bond between like materials (asphalt to asphalt). The monolithic bond between the base sheet and cover board using the SOPREMA ¼" SOPRABOARD provides a clear performance advantage over gypsum board.

**Please note that the bid opening date and time remains Wednesday, April 1 @ 10:00 AM.

All other terms and conditions remain unchanged.

Sincerely, Sherry Collett Purchasing Supervisor
