Addendum 1 Summary
This is an Addendum to the bid package for the South Central Regional Wastewater Treatment Facility Roof Replacement project issued by Brevard County Purchasing Services in Viera, Florida (Bid B-2-26-31). The addendum addresses 11 clarification questions received from prospective bidders regarding technical specifications and requirements. Key clarifications include confirmation that a 2-ply roofing system with 1/4" cover board and torch-applied vapor barrier is required (not 3-ply), specifications for 22-gauge stainless steel coping metal with 6" outside face and 3" inside face dimensions, and confirmation that a licensed roofing contractor may proceed but cannot subcontract electrical work for the lightning protection system installation, which requires a separately licensed electrical contractor. The addendum also clarifies bonding requirements, requiring a 5% bid bond with submission and a Public Construction Bond equal to 100% of the contract price for bids exceeding $200,000. Additionally, the addendum rejects a proposed product substitution for the Soprema roofing system, as the alternative does not match the original design specifications and application method. The bid due date has been extended from March 25, 2026 to April 1, 2026 at 10:00 AM, and revised drawing sheets (A001, A201, and A202) dated March 16, 2026 have been provided to address specification clarifications.
All prospective bidders are required to acknowledge receipt of Addendum 1 with their bid submissions. The clarifications provided ensure consistency between specifications and drawings regarding taper slope (1/8"), coverboard thickness, material gauges, and installation methods. Bidders should refer to the revised drawing sheets for detailed specifications and incorporate all addendum requirements into their bid proposals to ensure compliance and accurate pricing.

ADDENDUM 1

This is an Addendum to and shall be considered as part of the original bid package for the above-mentioned bid. Please acknowledge receipt of Addendum 1 in space provided on Price Sheet. Bidders are requested to acknowledge receipt of this addendum with their bid.
1. CLARIFICAITON TO QUESTIONS RECEIVED
QUESTION 1: I'm going to be bidding the above referenced project. The bid license requirements show that a licensed roofer can solely bid on the project. With the lighting protection scope of work included is this still the case? I don't believe a roofing contractor can sub-contract to an electrician in the state of Florida.
ANSWER 1: The County follows the State licensing requirements, and per DBPR a licensed contractor is not required to install a lightning protection system. Please note:
An Electrical Contractor license is required if any of the work falls under the scope of an electrical contractor:
“Electrical contractor” or “unlimited electrical contractor” means a person who conducts business in the electrical trade field and who has the experience, knowledge, and skill to install, repair, alter, add to, or design, in compliance with law, electrical wiring, fixtures, appliances, apparatus, raceways, conduit, or any part thereof, which generates, transmits, transforms, or utilizes electrical energy in any form, including the electrical installations and systems within plants and substations, all in compliance with applicable plans, specifications, codes, laws, and regulations. The term means any person, firm, or corporation that engages in the business of electrical contracting under an express or implied contract; or that undertakes, offers to undertake, purports to have the capacity to undertake, or submits a bid to engage in the business of electrical contracting; or that does itself or by or through others engage in the business of electrical contracting.
A roofing contractor may not subcontract for electrical contracting work, per Section 489.113(3), Florida Statutes:
A permit is not required for the lightning protection portion of the work; however, a permit is required for the roof replacement.
QUESTION 2: Plan sheet A001 Division 7 Part 1 section A.1 states "Preparation of new steel roof deck". Specs call to install to existing concrete deck. Please clarify if we are installing to the existing concrete deck or if a new metal deck is to be installed and if so, by who?
ANSWER 2: The new roofing system shall be applied to the existing concrete double-T beams.
No steel decking required for new roofing installation. Please see revised Sheet A201, dated 3- 16-26.
QUESTION 3: RFP states no bid bond required, but contractor checklist in specs call for bid bond.
Can you please clarify what bonds, if any are required?
ANSWER 3: A Bid Bond in the amount of 5% of the bid is required with bid submission. This is indicated on the Invitation to Bid, pages 1, 11 and 13-14.
For bids over $200,000, a Public Construction Bond (payment and performance) in the amount equal to 100% of the Contract Price will be required. This is indicated on the Invitation to Bid, page
8. The Public Construction Bond will only apply to the awarded Contractor if the Contract Price is over $200,000.
QUESTION 4: The drawings call for a 3 ply Soprafix 612+Sopralene 180 base+Sopralene 180 FR GR, but "Work Overview" in specs call for 2 ply system. Can you please specify if the requested system is the 2-ply or 3-ply system mentioned.
ANSWER 4: The Contractor shall utilize a 2-ply system with 1/4” cover board with torch down vapor barrier. Please see revised Sheet A001, dated 3/16/2026.
QUESTION 5: The drawings on sheet A201 show a 1/2" coverboard, but the specs do not include a 1/2" coverboard. Please clarify if
ANSWER 5: 1/4” cover board is required. Please see revised Sheets A001, A201, and A202, dated 3/16/2026
QUESTION 6: The drawings/specs do not specify outside face dimensions or inside face dimensions for the coping metal. Is there a specific measurement required, or is 3" acceptable?
ANSWER 6: 6” outside face dimension, 3” inside face dimension is required. Please see revised Sheet A201, dated 3/16/2026.
QUESTION 7: The drawings/specs also don't specify gauge of new coping metal cap. Can you please confirm the gauge required?
ANSWER 7: 22 ga Stainless Steel is required for the coping metal. Please see details 1, 2, 3, 7, and 9 on revised Sheet A201, dated 3/16/2026.
QUESTION 8: As recommended by the manufacturer, Soprema, would it be acceptable to substitute the mechanically fastened Soprafix Base 612 with Soprema Flan 180 as the base layer, torch-applied to a properly primed concrete deck?
ANSWER 8: Torch down vapor barrier is required, not mechanically fastened. Please see revised Sheet A001, dated 3/16/2026.
QUESTION 9: The scope of work does not call for a coverboard, but drawing illustrations show a coverboard. It is recommended over the ISO for torch applications. Please confirm thickness of coverboard desired. (1/4"-1/2").
ANSWER 9: 1/4” cover board is required. See details 1, 2 and 3 on revised Sheet A201, dated 3/16/2026.
QUESTION 10: In the bid sheet, it calls for a 1/8" taper to the roof system; however, in the architectural drawing it calls for a 1/4" taper. Can we get some clarification in order to bid the proper system?
ANSWER 10: Use ¼” slope for tapered insulation.
QUESTION 11: Is the following accepted to use as a substitution?
Section 07 52 16 SBS Modified Bituminous Roofing Base Ply: RUBEROID HW Smooth Cap Sheet: RUBEROID HW Plus Granule FR Fasteners: Drill-Tec Fasteners and Plates Liquid Applied Flashing: GAF PMMA Liquid Flashing System
ANSWER 11: No it is not acceptable as a substation. The proposed substitution does not match the originally designed system and does not appear to be an equivalent since it is missing key products in the system and the application method does not match the original.
2. The BID DUE DATE has been changed to April 1, 2026 at 10:00 AM.
3. Added Attachment D – Revised Drawings.
END OF ADDENDUM 1
