Addendum #2 to BID 68-25 - Security Camera Installation Services

This is an addendum issued by the New Hampshire Division of Procurement and Support Services on January 29, 2025, modifying the solicitation for security camera installation services for the New Hampshire Department of Transportation. The addendum addresses 31 questions submitted by prospective bidders and provides clarifications on project requirements. Key clarifications include confirmation that Axis 14-megapixel cameras are required (not alternative manufacturers), only standard CAT6 cabling shall be used, and a 2019 Sky Jack electric scissor lift will be provided for use exclusively at the Londonderry Exit 5 location. The state will provide 14 Milestone licenses from a decommissioned project, with contractors responsible for purchasing additional licenses required. The revised Scope of Work document dated January 29, 2025, highlighted in yellow, replaces the original version and must accompany all bids. The bid closing date is February 12, 2025, at 10:00 AM. NHDoIT will handle system programming, Milestone camera integration, and operator training, while the contractor will be responsible for camera mounting angle adjustments to satisfy viewing requirements and determining the underground fiber optic cable pathway between buildings.

The addendum clarifies that no vendor geographical preference exists, permits from the Towns of Londonderry and Salem are not required as work is performed on state-owned property, and NHDoIT will provide patch cables for installation. NHDOT and Boston Express will assist with coordination of power requirements with Eversource. The contract includes provisions for repair and replacement of up to 10 linear feet of existing fiber optic cable conduit; repairs exceeding this amount require a separate Change Order request. Contractors must submit equipment lists to NHDoIT for approval prior to ordering, as Buy America provisions may apply. An IE3200 Cisco switch will be provided by NHDoIT for installation in the bus barn/storage building to ensure cameras remain within Ethernet transmission distance limits. All existing cables in terminal buildings shall be removed and disposed of by the contractor, while existing cabling in conduit not utilized for new installations may be abandoned in place.

STATE OF NEW HAMPSHIRE

DIVISION OF PROCUREMENT AND SUPPORT SERVICES

BUREAU OF PURCHASE AND PROPERTY

Date of Change: January 29, 2025

ADDENDUM # 02 TO BID INVITATION 68-25

DATE AND TIME OF BID CLOSING: 2/12/2025 10:00 AM

FOR: Security Camera Installation Services

Attachment 1: Scope of Work has been revised with changes highlighted yellow. Please use the document dated 1/29/2025, which has replaced the original version.

Question 1: Is the contractor to provide the Milestone camera licenses? If so, what version of Milestone is NHDOT using?

State Response: NH Department of Information Technology (NHDoIT) will have 14 Milestone Licenses from a decommissioned project for use on this project. The contractor shall be responsible for purchasing the additional licenses required. NHDoIT will provide the contractor with our Milestone Software License Code (SLC) to purchase the correct license version.

Question 2: Do you have a timeline of when you want the installation work performed?

State Response: Section 9 of the Request for Bids (RFB) applies. Nevertheless, the Department of Transportation (NHDOT) prefers the project proceeds as quickly as practicable as the current security camera systems are obsolete.

Question 3: Do we have to be in state to provide these services?

State Response: No. There is no vendor geographical preference in the RFB.

Question 4: Will maintenance be required after setup?

State Response: The contractor shall be required to meet warranty requirements as stated in the RFB and these warranty requirements will be included in the contract.

Question 5: Is the state exempt from obtaining cabling permits in the towns of Londonderry and Salem, or should we carry the cost of permits in our bids?

State Response: All work will be performed on property owned by the State. Permits from the Towns of Londonderry and Salem are not required.

Question 6: Is the State DoIT providing their own patch cables for the new cameras and equipment being installed?

State Response: Yes. NHDoIT will provide patch cables for the project.

Question 7: Is the contractor responsible for removal of the existing server cabinets to make room for the new cabinets?

State Response: No. The existing server cabinets will be disconnected from the existing camera systems by the NHDoIT when appropriate and disposed of by NHDOT.

Question 8: Is it possible for the State to provide a print showing the underground fiber optic cable pathway and approximate locations of any existing pull boxes located between the Terminal Building and Maintenance Building at Exit 5 in North Londonderry?

State Response: The underground fiber optic cable pathway is unknown. The contractor shall be required to determine the pathway.

Question 9: Is Milestone user or administrator level training required to be provided by the contractor?

State Response: No. NHDoIT will provide Operator training and are familiar with Milestone Administration

Question 10: Do you have a schematic for the fiber pathway between the Terminal at the Londonderry Exit 5 location and the maintenance building?

State Response: The underground fiber optic cable pathway is unknown. The contractor shall be required to determine the pathway.

Question 11: Attachment #2, pg. 29, note #6 states, “Contractor shall inspect fiber optic conduit between the main terminal building and the maintenance building. If damaged, contractor shall repair the damaged section of conduit.”

Please confirm that a full visual inspection of the interior of the fiber conduit is required. The pathway of the fiber between the buildings will be required. We have contacted a vendor who would provide the inspection /repair services. They will not quote this as a part of a bid due to the nature of the request and the unknown viability of the conduit. We will agree to provide a visual inspection and rod and rope the existing conduit to verify a clean path from point A to Point B. If there is a repair needed, a quote can then be requested and managed separately?

State Response: The contract includes a provision for the repair and/or replacement of up to 10 linear feet of the existing fiber optic cable conduit between the buildings. If repairs greater than 10 linear feet are required, the contractor shall submit a Change Order request for the additional repairs required.

Question 12: Please confirm that a lift will be provided for all work done at the Exit 5 terminal and ancillary buildings.

State Response: Boston Express has a 2019 Sky Jack 3219 electric scissor lift that the contractor will be permitted to use in and around the Londonderry Exit 5 buildings only (bus terminal and bus maintenance buildings). Its use will not be allowed in the parking lots.

Question 13: We strongly recommend using Game Changer brand direct burial rated cat 6 cable between the two maintenance buildings at the exit 5 location. https://paigedatacom.com/gamechanger State Response: Only standard CAT6 cable shall be used.

Question 14: At the Exit 5 site walk, it was mentioned that all power is managed by Eversource, and the successful bidder will need to coordinate with them directly. This will require involvement from the NHDOT as they will need verification and may have requirements of the NHDOT not included in this proposal.

State Response: NHDOT and Boston Express will assist the contractor in coordinating with Eversource.

Question 15: In attachment #2, it is stated on multiple sheets, “Contractor shall remove and dispose of existing cameras and incidentals.” Please provide additional clarification. Are we removing only cameras and mounting hardware? Do you want all existing cables removed? If existing cabling is left in place, do you want it tagged?

State Response: Existing cameras, mounting hardware, and incidentals are to be disposed of by the contractor. All existing cabling in the terminal buildings shall be removed and disposed of by the contractor. Existing cabling in conduit that is not to be utilized for new cabling may be abandoned in place (applies primarily to the existing cabling in conduit to the existing cameras on the light poles).

Question 16: Please make the determination on the Axis 14mp camera or the 7mp camera so that all bids are similar.

State Response: Axis 14mp is required.

Question 17: Please confirm that all the programming will be done by the customer. A technician should be onsite while programming to verify/adjust camera views.

State Response: NHDoIT will add the new cameras into the Milestone System and will establish authorization for viewing. The contractor will be required to adjust camera mounting angles to satisfy NHDOT and Boston Express viewing requirements.

Question 18: Are racks and cabinets the same (asked at Salem)?

State Response: Racks and cabinets mean the same thing. The 25U server rack/cabinet shall be the standard used at all locations.

https://paigedatacom.com/gamechanger

Question 19: Can cameras other than AXIS be bid?

State Response: No. Axis cameras must be used for the project.

Question 20: Does “Buy America” apply?

State Response: Buy America may apply. Per Section 3.3 of Attachment 1, the contractor “…shall provide a list of equipment to be purchased to NHDoIT for approval prior to ordering the equipment.” NHDOT and NHDoIT will review the list of equipment to determine if Buy America applies prior to approval.

Question 21: Do pull boxes exist along the fiber run between the maintenance shed and terminal building at Londonderry Exit 5 location?

State Response: The underground fiber optic cable pathway is unknown. The contractor shall be required to determine the pathway.

Question 22: There is a roof-mounted camera shown in “Detail – D” (sheet 7), but there are no roof-mounted cameras?

State Response: This is correct; there are none on this project. The Detail has been corrected in the amended plan set sheets.

Question 23: Do the existing cameras need to be in operational while the replacement is being installed?

State Response: There may be some cameras that Boston Express may identify as critical and would like operational during the installation of the new cameras to the extent practicable. Specific cameras have not been identified.

Question 24: Does NHDOT have sufficient licenses for the additional cameras installed or does the vendor have to supply licenses to Milestone video system as well?

State Response: NHDoIT will have 14 Milestone licenses from a decommissioned project for use on this project. The contractor shall be responsible for purchasing the additional licenses required.

Question 25: Are all existing cables in conduits? Does all new wiring need to be installed in conduits?

State Response: The cables for the cameras in the terminal buildings do not have to be in conduit. The cables to the cameras in the bus maintenance buildings do have to be in conduit. The existing cameras in the bus maintenance buildings are connected to the server with coax cabling in conduit and this conduit may be reused for new cabling. All new cabling in buildings shall be plenum rated. The new cameras on the light poles are wireless so the existing coax cabling in conduit that connects to the existing cameras on the light poles may be abandoned in place.

Question 26: Question regarding the fiber optical cable at the Londonderry Exit 5 facility. Is the fiber to be reused and can it be used as a pull for the new cable?

State Response: The fiber optic cable to be replaced is to be disposed of and can be used as a pull for the new fiber cable.

Question 27: Is there access into the roof area at the Londonderry Exit 5 terminal?

State Response: Yes. There is access to the roof area in the terminal which includes access to the roof area over the bus docking area.

Question 28: How is the power to the light poles turned off at the Londonderry Exit 5 and Salem facilities?

State Response: The light poles at Londonderry Exit 5 are tariff lights just like streetlights. They are continually connected to electrical power, so coordination is required with Eversource to turn the power off (See Question 14). The lights at the Salem facility have an electric meter and fuse box and the power can be turned off at the site.

Question 29: Will lifts be provided at all locations?

State Response: A lift will only be provided at the Londonderry Exit 5 location as detailed in Question 12.

Question 30: Is there access to the roof area roof area at the Salem terminal.

State Response: Yes. There is access to the roof area in the terminal building.

Question 31: Are we certain that the distance from the bus storage barn to the bus maintenance building fiber interface is within the ethernet transmission distance limits?

State Response: Upon further review, NHDoIT will provide an IE3200 Cisco switch to be installed in the bus barn/storage building to cable the two cameras within the building to the network.
