About this file
This is Addendum #2 to an Agency Request for Quotation (ARFQ DEP2100000029) issued by the West Virginia Department of Environmental Protection (WVDEP) for North Electrical Maintenance services. The addendum was issued to distribute vendor questions and responses generated during the pre-bid conference held on December 15, 2020, along with the pre-bid sign-in sheet. The solicitation calls for electrical maintenance services with workers classified at different levels, including apprentices and electrical service technicians. The WVDEP will determine the specific number and classification of personnel required for each job once the contractor has troubleshot and identified the issue in consultation with a WVDEP representative.
The addendum clarifies that all integration equipment must comply with Rockwell Recognized System Integrator requirements to ensure system compatibility, standardized equipment across installations, and consistent spare parts inventory management. This requirement guarantees the contractor possesses the necessary training and qualifications to maintain the equipment and provides access to 24/7 manufacturer technical support. All provisions of the original solicitation and prior addenda remain in full force and effect unless modified herein. Vendors must acknowledge receipt of all addenda by submitting a completed Addendum Acknowledgement form with their bid submission to avoid potential bid disqualification.

Addendum #2 North Electrical Open End
The following are questions that were identified at the Pre-Bid Conference (PBC) conducted on-site on December 15, 2020, Questions provided to WVDEP Procurement, Project Clarifications, Project Notes, Project Changes, and Technical Specification Changes. The answers and clarifications provided herein take precedence over verbal answers at the PBC and previously provided specifications and descriptions provided in the Solicitation should there be any conflicts between the two.
Q1. In the Specification, it was called out for different levels of workers, such as Apprentice or
Electrical Service Technician. Will the WVDEP make the determinization of how many individuals of each job classification will be sent to a particular job?
A1. The WVDEP will call out the Contractor to troubleshoot and once the issue has been determined, the contractor and the WVDEP representative will discuss the procedure and the number of individual it may take to repair the issue.
Q2. What is the reason for the Rockwell Recognized System Integrator?
A2. WVDEP can not have different integration systems that use different equipment. All of our systems must be able to communicate back to a server. The integration equipment must be from the same manufacturer so that several different manufactures of equipment are not used. This also avoids the problem of keeping different equipment spares on store.
WVDEP needs to maintain a certain level of program and training that goes along with the integration. If the Rockwell Recognized System Integrator requirement is not in place, the WVDEP would not be guaranteed the level of training that ensures the maintenance of the equipment in place. The Rockwell Recognized System Integrator provides manufacture 24/7 in-depth tech support and guarantees the WVDEP has a contractor that knows or has the level of confidence to work on our equipment.
