About this file
This is Addendum #2 to the Eagle Harbor State Harbor – Harbor Improvements Project issued by the State of Michigan Department of Natural Resources (DNR), with contracting authority through the Department of Technology, Management, and Budget (DTMB). The addendum, dated June 29, 2022, provides clarifications and updates to the original project plans and specifications. Key changes include the addition of a backflow preventer in the mechanical room, updated effluent pump minimum head requirements per permit conditions, and revised door handle specifications. The addendum incorporates supplemental project information including an Eagle Harbor Sediment Sampling Report, a Western Upper Peninsula Health Department Septic Permit, and revised 1967 Record Plans. Notable clarifications address door hardware specifications, dredge spoil testing procedures, work scheduling around holidays (specifically Memorial Day 2023, July 4, 2023, and Labor Day 2023), and tie-rod spacing requirements. For Dredge Area C, contractors may use an alternative quantification method such as signed truck tickets rather than strict topographic and hydrographic measurements to track the approximate volume of 145 cubic yards removed.
The addendum specifies that work may be performed simultaneously by other parties in the vicinity of the former fuel tank to track possible contamination, requiring contractor coordination to avoid interference. Revised technical specifications and plan sheets are provided as attachments, including updated potable water service specifications incorporating backflow preventer requirements. The document addresses multiple bidder questions and clarifications regarding construction methodology, equipment specifications, and operational constraints, ensuring all items addressed in the addendum are considered integral contract documents that contractors must incorporate into their cost estimates.

ADDENDA #2
Date: June 29, 2022
Project: Eagle Harbor State Harbor – Harbor Improvements Project
State File No.: File No. 751/12091.BDW
Owner: State of Michigan – DNR (Contracting Agency: DTMB)
This following are changes, eliminations and/or clarifications to project plans and specifications, and shall be considered by the contractor in their estimate. All of these items shall be considered as part of the contract documents.
Additional Project Supplemental Information
1. Eagle Harbor Sediment Sampling Report (8/20/21) by Coleman Engineering
2. Western Upper Peninsula Health Department (WUPHD) Septic Permit
3. Revised 1967 Record Plans
Project Plan and Specification Updates
1. DCSPEC, Section 800 Supplementary Conditions, add the following language:
“b. Work may be performed onsite simultaneously by Others, in the location of the former fuel tank to track possible contamination. Contractor to coordinate with any proposed work in this vicinity during construction to avoid interference.”
2. Plan Sheet CM-1.05 – Backflow preventer added in mechanical room as shown on Attachment #2
3. Plan Sheet CM-5.01 – Effluent pump min. head requirements updated per permit conditions as shown on
Attachment #3
4. Plan Sheet A-1.01 – Door handle and backflow preventer notes updated as shown on Attachment #4
5. Technical specification 22 11 00 Potable Water Service, replace specification with attached revised specification (Attachment #5) that includes the required backflow preventor in the mechanical room.
Questions and Clarifications Q1: Does the Owner want keypads lock with lever or mortise deadbolt with level and indicator, Please clarify.
A1: Door handle requirements have been clarified on the attached revised sheet A-1.01 as noted.
Q2: Is there any testing information available for the proposed dredge spoils?
A2: Sediment sampling was performed for the proposed dredging and the report is attached as part of this addendum (see Attachment #1)
Q3: Are there any weekends or holidays that the Owner anticipates not being able to approve work outside of ordinary hours?
A3: Memorial Day 2023, July 4, 2023, and Labor Day 2023 would not be approved at minimum. Any additional dates would be dependent upon their effect to the existing boat launch operations.
Q4: Is the 11’ tie-rod spacing the theoretical maximum or is it just based off of the PZ22 sheet size?
A4: The 11’ tie-rod spacing is the maximum allowable spacing per Detail 1 on CM 4.01.
Q5: Dredge Area C is currently a shoal of 1”-2” stone that is breaking above water. Is the Contractor expected to combine topographic and hydrographic methos to determine when the volume of 145 CY has been removed, or can an alternative method of counting truckloads be used to track an approximate volume? Or is the Contractor expected to remove all shoaled in stone from around the piers regardless of whether the quantity is over 145 CY or not?
A5: For Dredge Area C Only, an alternate method of quantify the estimated volume such as with signed truck tickets would be acceptable.
