About this file
This addendum to a state and local contract opportunity involves the State of Michigan Department of Talent and Mobility Board (DTMB) for harbor upgrades at Eagle Harbor State Harbor in Michigan. The project encompasses comprehensive site improvements including potable water service installation, sanitary system upgrades, electrical utility distribution, and interior building renovations. The scope includes furnishing and installing new water main piping (HDPE and PEX-A materials), a 1,000-gallon septic tank, a 500-gallon dosing and pump tank, a raised pressure distribution mound drainfield (71.33 feet by 48.83 feet), marine utility pedestals, electrical service upgrades with transformer installation, and interior bathroom and facility renovations. The project specifications reference compliance with 2015 Michigan Building Code, 2015 Michigan Plumbing and Mechanical Codes, and applicable state licensing and regulatory standards. Documentation includes detailed architectural floor plans, site utility plans, sanitary field details, and equipment schematics for various system components.
The potable water service work is specified on a lump sum basis and includes all materials, equipment, excavation, trench preparation, pipe laying, fittings, transitions, backfill, site grading, pressure testing per ASTM F 2164, and system sterilization. All water main materials must conform to AWWA C906 standards with HDPE pipe meeting ASTM F714 specifications and DR 17 rating (100 psi working pressure rating). Valves must be full swing ball valves certified lead-free and code compliant. The contractor is responsible for field verification of existing conditions, obtaining all permits prior to construction, furnishing proof of permits, securing final inspection certificates, and conducting bacteriological testing of the complete system. The specifications reference related sections including site access and restoration, utility service stations, and excavation and backfilling work, with all installation procedures to follow manufacturer recommendations and applicable OSHA standards.
