About this file

This document is an Addendum to a solicitation for the Eagle Harbor State Harbor—Harbor Upgrades Project, a joint effort involving the State of Michigan and Edgewater Resources, LLC. The addendum provides critical sediment sampling data and analysis completed by Coleman Engineering Company (CEC) to inform dredging specifications and environmental compliance requirements for the harbor upgrade project. CEC conducted field sampling on July 28, 2021, at six distinct locations within the harbor, advancing sediment cores via an MC-5 Macrocore sampler from a 26-foot pontoon boat to depths approximately one foot below the project depth of 593.1 feet mean sea level. Sieve grain size analysis was performed on all samples per ASTM D1140 standards using a Number 200 sieve, with results indicating an arithmetic mean of 89.4 percent sand across the six sampling locations. Laboratory chemical testing for polycyclic aromatic hydrocarbon (PAH) and metals analysis was conducted by Pace National in Mount Juliet, Tennessee, while pore water samples were analyzed for biochemical oxygen demand (BOD) by White Water Associates in Amasa, Michigan.

All contaminant concentrations detected in the sediment and pore water samples were either non-detect or below the Aquatic Life and Wildlife Screening Guidelines established in Water Resources Division Policy and Procedure WRD-048, indicating that the dredged material meets environmental standards for upland disposal. The sediment sampling locations ranged from 594.3 to 599.9 feet in top-of-sediment elevation, with the water surface elevation recorded at 602.2 feet mean sea level at the time of sampling. A Western Upper Peninsula Health Department septic permit and revised drawing set dated 1967 are referenced as supporting documents. The complete analytical reports, boring logs, sample location map, and photographic documentation of the sampling activities are included as attachments to support bidder evaluation and project planning.

Re: Sediment Sampling Results Eagle Harbor State Harbor Eagle Harbor, MI 49950

Dear Mr. Hassenger:

Coleman Engineering Company (CEC) completed sediment sampling for dredging purposes on the Eagle Harbor State Harbor. Field activities were completed on July 28, 2021, the Number 200 sieve grain size results were received on August 3, 2021, and laboratory chemical results were received on August 20, 2021. Photographs of the July 28, 2021 sampling activities are provided in Attachment 5.

CEC followed the procedures outlined in the Water Resources Division Policy and Procedure WRD-048: Sediment Testing for Dredging Projects while conducting sampling activities. In short, an MC-5 Macrocore sampler was advanced from the deck of a 26-foot pontoon boat at six distinct locations to approximately 1-foot below project depth. See the figure in Attachment 1 for the sampling locations. Sediment cores at locations S-1, S-2, S-4, and S-6 were all driven to 1-foot deeper than project depth; however, refusal was met at S-3 and S-5 prior to the project depth plus 1-foot depth. Sediment was sampled to 0.2 feet below project depth at S-3, whereas refusal was met at 0.2 feet above project depth at S-5. Refer to the boring logs in Attachment 4 for sampling depths and sediment descriptions. Please note that at S-1, three sediment cores were advanced to 1-foot below project depth at the same location to collect adequate sediment volume for sieve grain size analysis and contaminant analysis. See Table 1 below for additional depth and sample location information.

The full recovery of sediments from each core sample was composited separately. Subset samples were then procured for sieve grain size analysis and contaminant analysis of S-1 through S-6. The sieve grain size tests were performed in-house at the CEC materials testing laboratory in Ironwood, Michigan. Sieve grain size analysis was performed per method ASTM D1140 using a United States Standard Sieve Number 200 to test for percentage sand. The arithmetic mean of the six samples equated to 89.4% sand, which failed to meet the WRD-048 requirement.

Therefore, contaminant analysis was performed. Refer to the average percent sand calculations in Table 1 in Attachment 2 and the sieve grain size analytical reports in Attachment 3.

An additional subset sample was procured from each sampling location for polycyclic aromatic hydrocarbon (PAH) and metals analysis. Because the dredge spoils are planned to be disposed of in an upland, total phosphorous was not included in the analysis. The subset samples were transferred into laboratory-provided sample jars and shipped under chain-of-custody protocol to Pace National in Mount Juliet, Tennessee. PAH analysis was conducted by USEPA method 8270C- SIM, metals were analyzed by USEPA Method 6010B, and Mercury by USEPA Method 7471A.

CEC sampled pore water for biochemical oxygen demand (BOD) analysis by installing sediment points at S-1 through S-6. Sediment points were used to sample pore water as the composited sediment cores did not yield adequate volumes of pore water due to the sand content. The sediment points were constructed with a drive point threaded to a 0.5-foot stainless steel double-woven screen (0.0057-inch slot size) attached to 0.25-inch HDPE tubing extending to the surface. The tops of the sediment point screens were installed at depths ranging from 0.7 feet to

1.5 feet below the sediment line (i.e., lake bottom). Refer to Attachment 4 for the sediment point construction diagrams. Once installed, a peristaltic pump was used to purge three times the volume of each sampling train to prevent cross-contamination with lake water. The pore water samples were then procured and submitted on ice under chain-of-custody protocol to White Water Associates in Amasa, Michigan, for BOD analysis. The BOD analytical report from White Water Associates is provided in Attachment 3.

The concentrations of all contaminants were either non-detect or at values less than the Aquatic Life and Wildlife Screening Guidelines in WRD-048. Refer to Table 2 in Attachment 2, which shows the summarized results compared to the Aquatic Life and Wildlife Screening Guidelines.

Sincerely, COLEMAN ENGINEERING COMPANY

Michael G. Gotham Environmental Scientist, Project Manager

CASE NARRATIVE

All sample aliquots were received at the correct temperature, in the proper containers, with the appropriate preservatives, and within method specified holding times, unless qualified or notated within the report. Where applicable, all MDL (LOD) and RDL (LOQ) values reported for environmental samples have been corrected for the dilution factor used in the analysis. All Method and Batch Quality Control are within established criteria except where addressed in this case narrative, a non-conformance form or properly qualified within the sample results. By my digital signature below, I affirm to the best of my knowledge, all problems/anomalies observed by the laboratory as having the potential to affect the quality of the data have been identified by the laboratory, and no information or data have been knowingly withheld that would affect the quality of the data.

GLOSSARY OF TERMS

Guide to Reading and Understanding Your Laboratory Report

The information below is designed to better explain the various terms used in your report of analytical results from the Laboratory. This is not intended as a comprehensive explanation, and if you have additional questions please contact your project representative.

Results Disclaimer - Information that may be provided by the customer, and contained within this report, include Permit Limits, Project Name, Sample ID, Sample Matrix, Sample Preservation, Field Blanks, Field Spikes, Field Duplicates, On-Site Data, Sampling Collection Dates/Times, and Sampling Location. Results relate to the accuracy of this information provided, and as the samples are received.

Abbreviations and Definitions

(dry) Results are reported based on the dry weight of the sample. [this will only be present on a dry report basis for soils].

MDL Method Detection Limit.

ND Not detected at the Reporting Limit (or MDL where applicable).

RDL Reported Detection Limit.

RDL (dry) Reported Detection Limit.

Rec. Recovery.

RPD Relative Percent Difference.

SDG Sample Delivery Group.

(S) Surrogate (Surrogate Standard) - Analytes added to every blank, sample, Laboratory Control Sample/Duplicate and Matrix Spike/Duplicate; used to evaluate analytical efficiency by measuring recovery. Surrogates are not expected to be detected in all environmental media.

U Not detected at the Reporting Limit (or MDL where applicable).

Analyte The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes reported.

Dilution

If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the result reported has already been corrected for this factor.

Limits These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal for the method and analyte being reported. Successful QC Sample analysis will target all analytes recovered or duplicated within these ranges.

Original Sample The non-spiked sample in the prep batch used to determine the Relative Percent Difference (RPD) from a quality control sample. The Original Sample may not be included within the reported SDG.

Qualifier This column provides a letter and/or number designation that corresponds to additional information concerning the result reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable.

Result

The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was no measurable result returned for a specific analyte, the result in this column may state “ND” (Not Detected) or “BDL” (Below Detectable Levels). The information in the results column should always be accompanied by either an MDL (Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect or report for this analyte.

Uncertainty (Radiochemistry) Confidence level of 2 sigma.

Case Narrative (Cn) A brief discussion about the included sample results, including a discussion of any non-conformances to protocol observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report.

Quality Control Summary (Qc)

This section of the report includes the results of the laboratory quality control analyses required by procedure or analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not being performed on your samples typically, but on laboratory generated material.

Sample Chain of Custody (Sc)

This is the document created in the field when your samples were initially collected. This is used to verify the time and date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. This chain of custody also documents all persons (excluding commercial shippers) that have had control or possession of the samples from the time of collection until delivery to the laboratory for analysis.

Sample Results (Sr) This section of your report will provide the results of all testing performed on your samples. These results are provided by sample ID and are separated by the analyses performed on each sample. The header line of each analysis section for each sample will provide the name and method number for the analysis reported.

Sample Summary (Ss) This section of the Analytical Report defines the specific analyses performed for each sample ID, including the dates and times of preparation and/or analysis.

Qualifier Description

O1 The analyte failed the method required serial dilution test and/or subsequent post-spike criteria. These failures indicate matrix interference.
