About this file

This addendum supports the Tampa Sports Authority's Request for Proposals 25-17 for the complete replacement of elevators and escalators at Raymond James Stadium in Tampa, Florida. The project encompasses the removal and modernization of twenty reversible escalators and ten elevators that have exceeded the 20-25 year industry lifecycle standard. All escalators must include a minimum of two flat steps at top and bottom, with east and west club escalators operating in tandem. All elevators require modernized push buttons, car position indicators, updated lighting, key-switch floor lockoff capabilities integrated with existing access control systems, and retention of existing cladding and cab interiors where feasible. The contractor assumes responsibility for all permitting, inspections, and associated building work including potential lighting, emergency power operations, disconnects, and HVAC upgrades in machine rooms. A mandatory pre-proposal meeting is scheduled for September 9, 2026, with written questions due September 16, 2026 by 10:00 AM. Proposals are due September 22, 2026. Shortlist notifications occur October 8, 2026, with presentations and interviews scheduled October 14-15, 2026, and final ranking October 20, 2026. Contract award is anticipated following Finance Committee approval on October 27, 2026 and Board approval on November 3, 2026. The contract extends through certificate of occupancy upon project completion, with liquidated damages assessed at $1,500 per calendar day for failure to achieve substantial completion and $750 per calendar day for failure to achieve final completion.

Pricing must be provided on an F.O.B. basis to Tampa, Florida, with all applicable federal, state, and local taxes excluded. A bid bond equal to 5 percent of the proposal amount is required, and the selected contractor must furnish performance and payment bonds equal to 100 percent of the contract sum. Insurance requirements include Commercial General Liability Insurance of $1 million combined single limit and Professional Liability Insurance of $1 million, along with Workers' Compensation per Florida statute. Small Business Enterprise (SBE) and Veteran Owned Business participation is weighted at 10 points on the shortlist evaluation, with up to 5 bonus points available for certification. The evaluation criteria weight Quality and Experience (30 points), Technical Approach (20 points), Price Proposal and Value (30 points), Schedule and Timeline (10 points), and SBE/Veteran Owned Business participation (10 points), with final interview scoring comprising Experience and Qualifications (40 points), Financial Proposal (40 points), and Interview Responsiveness (20 points). Schindler Elevator Corporation has maintained the existing equipment since 1998 and will remain under that maintenance contract until removal begins.
