This document is an Addendum to Invitation to Bid (ITB) #10654 for the Nehalem Bay State Park Staff Housing Cabins Building Project, issued by the Oregon Parks and Recreation Department (OPRD). The addendum modifies the original ITB, including changes to the Project Completion Dates, which are now set as Substantial Completion no later than March 31, 2025, and Final Completion no later than April 30, 2025. The project scope includes the construction of 5 staff housing cabins, with site utilities and improvements completed by others prior to this contract. The ITB Closing Date and Time have been changed to September 11, 2024, at 2:00 PM (PT), and prospective bidders have until August 30, 2024, to submit written questions or protests regarding this Addendum.

The document also provides clarifications and responses to questions received during the pre-bid conference, covering topics such as availability of temporary electricity, acceptable tolerance for non-level/non-plumb brackets, and the inclusion of a built-in bench. It also clarifies that the site power and telecommunication utilities, including the electrical work at the kiosk, were completed by others and are not part of the scope under this ITB.

CLARIFICATIONS AND RESPONSE(S) TO QUESTIONS

The following provides OPRD’s answers to questions received during the pre-bid conference held on August 26, 2024 and via email. The information provided below is for clarification purposes only and does NOT constitute a change to the solicitation documents or requirements.

1. QUESTION: Has underground conduit been installed?

OPRD RESPONSE: Yes. See Attachment E for information on Site Improvements completed by others.

2. QUESTION: Has underground plumbing been completed?

OPRD RESPONSE: Yes. See Attachment E for information on Site Improvements completed by others.

3. QUESTION: Is there temporary electricity available during construction?

OPRD RESPONSE: Yes. There is a Parkmate RV pedestal at the Cabin 1 site, which includes 20A, 30A and 50A outlets. Contractor may also be able to tie into the main electrical kiosk with approval of Project Manager.

4. QUESTION: Is there a minimum crawl space depth under the floor?

OPRD RESPONSE: Ground surface is to be a minimum of 6-inches below the top of footing. See Attachment E for information on Site Improvements completed by others

5. QUESTION: Electrical design is commercial not residential which increases project costs. Is commercial necessary?

OPRD RESPONSE: Yes, Bidders shall bid the Contract Documents as posted in Oregon Buys.

6. QUESTION: Has the feeder wire been pulled to each cabin?

OPRD RESPONSE: Yes, see Attachment E for information on Site Improvements completed by others. Wire has been pulled and coiled in handholes adjacent to each cabin.

7. QUESTION: A few of the footings appear to have settled. What is the acceptable tolerance for non level /non plumb brackets?

OPRD RESPONSE: If the elevation is off by 1” or less, it is acceptable to install solid wood shims in the bracket under the beam to bring things to level. Use pressure treated plywood or lumber for these shims.

8. QUESTION: On A9.20 Interior Details it shows a built in bench. I cannot find it in the elevations. I do see an outside bench on A2.11-1 #13 on porch. Do you want us to bid this?

OPRD RESPONSE: Yes.

9. QUESTION: There is a wood framed kiosk, with footings and electricity, shown in the site improvement plans (C5.2), but not the permit drawings. Is this to be included in this project?

OPRD RESPONSE: No. Attachment E is for reference only. All work was completed by others.

10. QUESTION: Fixture type “L3” pendant fixture has no manufacturer info or basis of design and called out. Please advise.

OPRD RESPONSE: The Interior Luminaire Schedule, on plan Sheet E0.01B is amended to include the following:

11. QUESTION: The ITB and general description calls for the buildout of the 5 cabins less the footings/foundations, dirt work, etc. We see the site utility work, including the power for the cabins/kiosk and pathway conduit for tele are on separate drawings. Can you clarify if the site power/tele utilities (including electrical at kiosk) are part of this ITB or is that a separate contract and not to be included in our pricing?

OPRD RESPONSE: All work in Attachment E except for Cabin 1 foundation was completed by others. Underground utilities in Attachment E were completed by others and are not included in this ITB

12. QUESTION: Can you confirm 5 cabins? The Attachment E drawings show a layout for 6 cabins (C2.2 & C4.0, 1 through 6) where Attachment B drawings only show 5 (2 through 6). Please confirm the total number of cabins.

OPRD RESPONSE: Attachment B includes the scope of work under this ITB, 5 cabins. Cabin 1 was deleted from the project prior to completion of the Site Improvements in Attachment E.
