About this file
This is Addendum 1 to RFP #2021-04 for Dental Services issued by Dunn County, Wisconsin, providing clarifications and responses to bidder questions submitted during the proposal process. The addendum addresses inquiries regarding dental census updates, benefit certificates, claims experience documentation, provider listings, and broker engagement requirements. Key information includes confirmation that dental census data by employee zip code, enrollment tier, and plan design is available through John McLaughlin at jmclaughlin@co.dunn.wi.us, that the DHMO product does not include out-of-network benefits, and that twelve to twenty-four months of dental claims experience has been provided by the current provider as referenced in Attachment E.
The addendum clarifies that Dunn County is currently working with M3 as its broker/consultant and indicates the county's preference to continue utilizing a broker relationship rather than engaging in direct contracting with carriers. The county notes that underwriting approval would be required if bidders intended direct engagement without broker involvement. Additional dental services census information from 2017 is referenced as available through the RFP documentation on page 7, which contains details regarding the county's rationale for marketing this coverage. The current provider's top provider listing information was requested but had not been received at the time of the addendum issuance.

RFP #2021-04
This information is contained in the RFP, page 7 under the "why are we marketing this coverage". M3 is our current broker/consultant.
Is this intended to be direct or do you have a broker that you are working with that we can engage with? The vast majority of our business includes a broker, will need to work with our underwriting organization if the true intent is direct and see if it can be approved to release.
