This is Addendum No. 1, dated May 26, 2022, issued by Andrews, Hammock & Powell, Inc. on behalf of the Dougherty County Board of Education in Albany, Georgia, modifying the original bid documents for HVAC and plumbing upgrades at Morningside Elementary School and six elementary schools within the district. The scope of work includes all labor, materials, and equipment required to replace heating, air conditioning systems, and plumbing fixtures at Morningside Elementary School (120 Sunset Lane) under Bid No. 22-FAC-016, with an alternate bid option to perform identical work at all six elementary schools (Alice Coachman, International Studies, Lamar Reese, Martin Luther King Jr., Morningside, and West Town Elementary Schools) under Bid Nos. 22-FAC-012 through 22-FAC-017. A mandatory pre-bid meeting is scheduled for June 2, 2022, at 10:00 AM EST at the Facilities Services Department. Sealed bids for the single-school project are due by 2:00 PM EST on June 23, 2022, while alternate bids for all six schools are due by 12:45 PM EST on the same date. Both bid openings will occur at the Logistical Services Department, 601 Flint Avenue, Albany, Georgia. The anticipated award date is July 11, 2022, with notice of intent to award issued by July 12, 2022. Work must commence within ten calendar days of the Notice to Proceed, with final completion required by April 7, 2023.

Bid bonds of 5 percent of the bid amount are required for projects exceeding $100,000. The successful bidder must be a Georgia-licensed contracting firm acting as the prime contractor and will be selected based on lowest responsive and responsible bid, financial stability, and demonstrated ability to complete the project on schedule. Upon contract award, performance and payment bonds equal to 100 percent of the contract amount, issued by a corporate surety authorized to conduct business in Georgia, are required. The addendum modifies sections of the original specifications and bid forms, adds an alternate bid form section, and expands instructions to bidders. Bid submittal requirements include the executed bid form, bid bond if applicable, statement of bidder qualifications, certification of non-collusion, contractor's affidavit, DJEA equal opportunity statement of assurance, current business license, list of subcontractors, and references for two similar projects completed within the previous two years. The district encourages maximum use of local, minority-owned, and disadvantaged business enterprise subcontractors and suppliers. All work is subject to background checks, drug-free workplace requirements, asbestos hazard protocols, and Georgia Security and Immigration Compliance Act E-Verify documentation. Work must be scheduled around the school's occupied hours (8:00 AM to 6:00 PM) to minimize disruption to students and staff.
