About this file
This Addendum No. 1 document modifies the Invitation to Bid No. 25260071B-VG issued by the School Board of Seminole County, Florida, for the procurement of ice cream and frozen treats. The addendum revises submittal requirements, adds Exhibit E identifying campus delivery locations across 43 elementary, middle, and high schools plus a 9th grade center, and addresses three vendor frequently asked questions. The bid opening date is April 2, 2026, at 11:00 a.m., and the solicitation seeks individually wrapped ice cream products in multiple formats (bars, pushups, cups, cones, and sandwiches) meeting USDA Smart Snack Guidelines for delivery to approximately 54 school campuses serving over 61,000 students. The selected vendor must provide weekly Monday through Friday deliveries over 39 school weeks and supply and maintain 56 freezer chests at 52 campuses at no cost to the School Board. The contract term is three years from Board approval (May 12, 2026), with an option for an additional two-year renewal period subject to mutual agreement.
The revised submittal requirements mandate that vendors submit samples by the sample deadline through Exhibit D, with pricing submitted via Exhibit B after sample evaluation approval. Vendors must provide an "Authorized Reseller Letter" for each manufacturer, along with multiple certifications and affidavits including drug-free workplace, debarment, conflict of interest, lobbying, scrutinized company status, emergency/catastrophe agreement, principal place of business statement, and labor coercion verification. All documentation must be signed by an authorized representative, and vendors must provide active business entity registration screenshots and current health department inspection reports. Drivers are required to maintain SCPS badges, and equipment issues should be coordinated with individual schools while alerting the Support Center. Pricing must be quoted FOB inside delivery to Seminole County with the vendor responsible for all delivery, transportation, handling, and offloading costs. The School Board is exempt from Federal Excise and State of Florida Sales taxes, and the evaluation committee will recommend award to the lowest responsive and responsible bidder based on sample approval and compliance with all submittal requirements.
