About this file
This is Addendum No. 04 to RFP 00002649 issued by the City of Portland, Oregon Procurement Services for Streetcar Vehicles, Parts and Tools. The addendum modifies specifications and requirements for the solicitation, with proposal responses due by 4:00 pm on January 30, 2026. The document updates the proposal page limit from 100 to 250 pages, with certain sections excluded from the page count including resumes, subcontractor relevant experience, delivery and production schedules, and detailed system supplier information. The addendum also revises Package 3 - Corporate Responsibility requirements, changing the Sustainable Business Practices section to request the top five actions to reduce environmental impacts rather than the original top three employment opportunity actions.
The addendum includes comprehensive updates to Attachment D - Sample Contract, including revised definitions of "Milestone," clarification of contract unit terminology, and a complete reordering of the order of precedence to establish which contract documents take priority in case of conflicts. The order of precedence now ranks amendments highest, followed by federal requirements, master terms and conditions, contractor pricing, change orders, statement of work, technical specifications, and other exhibits and sample documents. Additionally, the addendum addresses a question regarding warranty service locations, confirming that warranty service for new streetcars will be performed at the current Operations and Maintenance Facilities (OMFs) rather than at new facilities. Respondents are directed to contact Kristina Kolata, Senior Procurement Specialist, at 971-509-0713 for questions and concerns.
