About this file

This is an Addenda Acknowledgment Form for RFP PR9071, a joint procurement by the Orlando Utilities Commission (OUC) and Kissimmee Utility Authority (KUA) in Florida for wire and cable products. The solicitation seeks qualified suppliers to provide electrical wire and cable materials across four product groups: 600 Volt Secondary Cable (Stranded and Solid Conductor), Primary Cable XLP, Primary Cable EPR, and specialty items including guy wire and control cables, with approximately 200 line items organized by specification type and application. Deliverables include TR-XLPE and EPR underground primary cables ranging from #2 AWG to 1000 kcm, underground and overhead secondary cables at 600 volts, with conductor sizes, insulation types, and voltage ratings specified across reel lengths up to 3,500 feet for primary cables and 1,000 to 1,500 feet for secondary applications. The proposal submission deadline is March 27, 2026 at 2:00 PM local time via Vendorlink, with public opening at 2:30 PM EST the same day at OUC's Orlando location. The contract will be awarded for an initial three-year term with two optional one-year renewal periods, and prospective proposers must acknowledge receipt of all addenda to avoid non-responsive bid determination.

All cables must comply with industry standards including AEIC, ANSI, ASTM, ICEA, IEEE, UL, and NEMA requirements, with comprehensive pre-shipment testing and certified results submission required. Bidders must demonstrate five years of experience with supporting references, appropriate licensing, a quality assurance program, and authorization letters from approved manufacturers (including CME, LS Cable, General Cable, Prysmian, Southwire, Hendrix, Nexan, Kerite, and Okonite), while confirming ability to meet or exceed 30-day delivery and 95% on-time delivery performance. Pricing must remain firm throughout the contract period, though price adjustments may be negotiated based on market conditions, volume discounts, and material standardization through copper and aluminum indices. No bid bond or payment and performance bond is required for proposal submission. No set-aside designations for disadvantaged enterprises, women-owned businesses, minority-owned businesses, or other socioeconomic categories are specified. All cable must be manufactured in the continental United States, Mexico, or Canada, and any exceptions to technical specifications require written approval from KUA Engineering prior to bid acceptance.
