About this file
This is a specification document for the Abate Central Chase/Replace Fire Main Project (No. 667-26-111) at the Department of Veterans Affairs facility located in Norman, Oklahoma. The 100% construction documents were issued on March 11, 2020, and establish comprehensive requirements for general construction, demolition, abatement, and mechanical, electrical, plumbing, and fire protection work across a 12-floor building.
The contractor must furnish all labor, materials, tools, equipment, and supervision to perform alterations including asbestos abatement (across all floor levels), fire suppression system demolition and replacement, plumbing modifications, electrical work, and structural modifications to a central chase. Key requirements include maintaining hospital operations 24/7 during construction, implementing strict infection control and interim life safety measures, constructing negative pressure barrier walls with fire ratings, managing hazardous materials removal in accordance with EPA standards, coordinating phased work schedules with the Contracting Officer, providing temporary utilities and protection systems, and delivering comprehensive as-built drawings and warranty management documentation. The contractor must obtain all necessary permits, maintain appropriate insurance and bonding, comply with OSHA safety regulations (10-hour training for all workers, 30-hour for supervisors), conduct preconstruction surveys documenting existing conditions, and perform both 4-month and 9-month post-completion warranty inspections. Specific sections address photographic documentation requirements, shop drawing submissions, operation and maintenance manuals, equipment testing and commissioning, and detailed safety and health planning for work in an occupied medical facility.
