PERFORMANCE WORK STATEMENT (PWS)
ABAD IDIQ – RAMSTEIN AIR DEFENSE SYSTEMS INTEGRATION LAB
1. DESCRIPTION OF SERVICES
1.1. General. This is a task order (TO) for the Ramstein Air Base Air Defense (ABAD) support. This Task Order is issued against the USAFE ABAD Indefinite Delivery Indefinite Quantity (IDIQ) contract. This Task Order is for Phase I of the ABAD two-phased approach. This PWS outlines the TO-specific requirements to supplement the basic ABAD IDIQ PWS. During performance of this TO, the Contractor shall adhere to the requirements outlined in this PWS, as well as to the basic ABAD IDIQ PWS. Paragraphs listed as Reserved indicate no TO-specific requirements, and the basic ABAD IDIQ PWS takes precedence. Paragraphs listed as N/A do not apply to this Task Order. In the event of a conflict between the two documents, the Task Order PWS takes precedence. This TO supports the USAFE Ramstein Air Defense Systems Integration Lab (RADSIL).
1.1.1. Phase I Overview. Consider the ABAD system covered by this task order to be comprised of a central Command and Control (C2) facility with approximately twenty four computer systems, twelve distributed sites all connected by a communication network and populated by a mix of Commercial-Off-The-Sheld (COTS) and Government-Furnished-Equipment (GFE) subsystems, and two remote operator workstations. The final Phase II configuration will be developed over the course of Phase I.
1.1.2. In this document the term integration will be used to describe the work required, to bring together the components described above, along with the hardware and associated processes, on a networked communication system. The software that supports high-level communications protocols and translations between systems will be developed by the Government in Phase I, and made available as GFE to the contractor for logistical support.
1.2. Mission. The mission of the Ramstein Air Defense Systems Integration Lab (RADSIL) is to bridge current operations and future Air Base Air Defense (ABAD) strategy, plans, and design. Currently, this is a joint effort between HQ USAFE-AFAFRICA and MIT Lincoln Laboratory, consisting of rapid prototyping, integration, and architecture of current and emerging Counter Cruise Missile (CCM), Counter Small UAS (C-sUAS), Command and Control, (C2) and communications technologies. The desired end state is to deliver a Minimum Viable Product (MVP) to the warfighter on an accelerated timeline, while “fighting with the prototype” during spiral development of the MVP.
1.3. Scope. The purpose of this TO is to provide contractor ABAD support for the USAFE Ramstein Air Defense Systems Integration Lab (RADSIL). This Task Order shall use the following categories: 1) Program Management; 2) N/A; 3) Maintenance; 4) N/A; 5) Integration of Weapon Systems, Sensors, and Command and Control Elements; 6) Systems Engineering and Special Studies; 7) Logistics Support and Services (see paragraphs 3.0 – 3.7.7)
1.3.1. The specific scope of this Task Order covers only Phase I of development, integration, operations, & maintenance of ABAD equipment (both current equipment and equipment acquired during the period of performance), as well as infrastructure as described in the USAFE ABAD IDIQ Scope of Work and Phase II configuration plan of the two phased approach.
1.3.2. The contractor shall lead the Phase I system integration at the Ramstein Air Defense System Integration Laboratory (RADSIL), and the creation and documentation of ABAD concept of operation and sustainment for EUCOM/AFRICOM.
1.3.3. The contractor shall provide all personnel, equipment, tools, materials, training, supervision, transportation, and other items and services to perform Operations, Maintenance and Support (OM&S) as defined in this Performance Work Statement (PWS).
1.3.4. The contractor shall maintain and sustain the RADSIL hardware and software architecture and return the system to full mission capability during any hardware or software failures. Modern techniques for provisioning COTS and custom software will be used.
1.3.5. The contractor shall notify the Government NLT 30 days in advance of a hardware or software obsolescence issue and advise the Government of the impact of obsolescence and recommend a solution. (CDRL 00X)
1.3.6. The Government requires flexibility to support changing mission requirements surrounding the ABAD effort. The contractor shall support all ABAD operations, as required/requested for. In addition, the contractor shall support threat system/equipment modifications, upgrades, modernizations, additions, replacements or removals. The contractor shall adapt to new techniques and technology to keep the Ramstein ABAD capabilities abreast of mission requirements. Additionally, Temporary Duty (TDY) assignment of personnel and equipment shall be necessary to support mission requirements. TDY will primarily take place in Europe; however, worldwide TDYs are possible.
1.3.7. The contractor shall be aware of and adhere to government mandated IT security policies, and best industry security practices.
1.3.8. To ensure mission support, effectiveness and overall success of Ramstein ABAD, the contractor shall coordinate and cooperate with the assigned Contracting Officer Representative (COR). If on a specific occasion such efforts jeopardize U.S. or other nations’ military security, are not considered within scope of this contract, or the resulting action would cause an increase in contract costs, the contractor shall notify the COR immediately. Under these circumstances, the contractor shall not proceed with further action until notified to do so by the Contracting Officer.
