MARKET SURVEY

AIR BASE AIR DEFENSE (ABAD) OPERATIONS AND MAINTENANCE (O&M)

INDEFINITE DELIVERY INDEFINITE QUANTITY (IDIQ) SERVICE CONTRACT

Introduction The 764th Enterprise Sourcing Squadron intends to solicit the ABAD IDIQ service contract in support of the United States Air Forces in Europe (USAFE)/Air Forces Africa (AFAFRICA). Services are to be performed at multiple locations within USAFE. The proposed period of performance is expected to be February 2021 – February 2031. The government is considering an anticipated IDIQ ordering period of: 5 year base plus one three-year option period (8 years total). If an IDIQ contract is awarded for this requirement, the guaranteed minimum is estimated to be $1M with a maximum ceiling between $500M to $1B. The draft Performance Work Statement (PWS) is provided for more detailed information regarding this requirement.

This is NOT an Invitation for Bid (IFB) or a Request for Proposal (RFP). This Request for Information (RFI) is part of ongoing Government conducted market research for planning purposes. A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation. The Government will not provide reimbursement for costs associated with this request. Responses shall be treated as information only, become property of the US Government and will not be used as a proposal.

Any information provided by industry to the Government as a result of this RFI is strictly voluntary; responses will not be returned. The information obtained from industry’s responses to this notice may be used in the development of an acquisition strategy and a future RFP.

Purpose Responses to this RFI will provide the Government with knowledge of industry interest, qualifications, and capability. Responses will also help the Government with conducting market research as well as finalizing solicitation documents. This is only a request for information, and the type of solicitation may depend upon the responses received.

Industry Response Responses are expected to be on company letterhead and must include the following information: date, point of contact, address, phone number, email address, DUNS number and CAGE code. Responses are requested as soon as possible but not later than 29th of May at 0800 hours Eastern Daylight Time (EDT). Responses or questions shall be only submitted via e-mail to ian.orton@us.af.mil and alex.cordell.1@us.af.mil. Please answer the questions completely. Thank you in advance for your time and help.

Questions

1. Is your company capable of fulfilling the entire requirement outlined in the draft IDIQ Performance Work Statement (PWS) and draft Task Order (TO) PWS, or are you more interested in being a sub-contractor for a part of this effort? Identify barriers to performance if any.

2. What is your level of interest in this requirement and do you expect to propose?

3. What types of labor categories would you propose for this requirement? Have we included all labor categories appropriate for this effort (see IDIQ PWS Attachment 1, Appendix B dated 6 May 2020)? Do you agree with the qualifications for each labor category in the PWS (i.e. experience, clearances, etc.)?

4. Due to the Government requiring the contractor to help develop the extent of the work to be performed on future TOs, does a CPFF contract type seem appropriate for the first TO?

5. Industry review and input on the PWS is always beneficial for authoring a well-written requirement. Please identify any concerns or questions you have regarding the draft IDIQ PWS and what information your company would like to see. Suggested changes to the PWS may be submitted via tracked changes in an MS Word document.

6. Industry review and input on the PWS is always beneficial for authoring a well-written requirement. Please identify any concerns or questions you have regarding the draft Task Order PWS and what information your company would like to see. Feel free to include any changes to the PWS you recommend via tracked changes in an MS Word document.

7. Do you find any of the PWS requirements to be impossible to perform? Or, do you feel there are requirements lacking which would be necessary for successful performance? If so, provide details of why a requirement is impossible and/or why one should be added.

8. What risks do you see associated with this acquisition and how would you mitigate those risks?

9. What is the best assessment method of whether or not the Government is receiving quality Service (see IDIQ PWS Table 1 Service Summary, dated 6 May 2020, also see Task Order 001 PWS Table 2)? How would you measure success on this program? What thresholds, measures, and/or metrics do you recommend for the performance work statement?

10. Are you aware of any organizational conflicts of interest that need to be addressed?

11. Are you aware of any other Government agencies pursuing similar objectives as identified in this PWS? If so, please explain their relevance.

12. Have you used leasing agreements before for weapons systems on any previous service contract? If so, do you have contract language you can provide to the government for this section? If leasing a weapon system as part of a service contract is inappropriate (excluding operation of these systems), provide details explaining why. .

13. Identify measures/terms that should be identified within the PWS regarding contractor vs. Government responsibilities given the nature and scope of this PWS?

14. The Government anticipates seeking the maximum contractor provided contributions toward meeting the scope of this PWS while maintaining the ultimate responsibility of executing countermeasures required to protect facilities and personnel. With this as the objective, what other PWS terms should be articulated?

15. Is the NAICS 541690 code appropriate for this scope of work? If you determine it to be inappropriate, what NAICS code would be appropriate and why?

16. The Government plans to have contractor FTE relocation costs as a ‘Not to Exceed’ amount on a cost reimbursable CLIN and will not evaluate that aspect of proposals in this Source Selection. Does this seem like an appropriate approach? If not, provide details why.

17. The IDIQ PWS presents a 2-phased approach to deliver a fully operational ABAD architecture (Task Order 001 PWS para. 1.1-1.3.2 dated 6 May 2020). Do these phases seem appropriate and clear in their objective? If not, what changes to the phase structure would you suggest?

18. Do the workload estimates (see Task Order 001 PWS Attachment 1) include all required primary and secondary subtasks necessary to meet the objectives of Task Order 001? If not, what tasks are necessary?

19. Do you anticipate having a teaming partner? How much work do you anticipate performing as opposed to a teaming partner or subcontractor?

20. Do you believe the Contract Data Requirements Lists (CDRLs) in the PWS documents are appropriate and adequate for this project? What CDRLs would you add or remove, and why?

21. Please provide any recommended changes to the proposed ‘Instructions to Offerors’ and ‘Evaluation Criteria’ that would assist in effectively down-selecting competitors for the purpose of reducing the number of oral proposals that would require evaluation. Please also provide any positive or negative feedback (including recommendations) for the evaluation information presented at Industry Day.

22. What do you believe would be the most effective way to incorporate Contractor Acquired Property & Government Furnished Property into this contract?
