| Will there be an awardable TO requirement in the IDIQ RFP? | Yes, RFP will include first Task Order (USAFE Ramstein TO 001) |
| Will the Government provide us with a LOE, or Labor Hours, or workload data and if so when? | The government anticipates including workload estimates (Est. Man Hours) per task as part of the RFP. The government plans to provide this information via the PWS prior to Industry Day and the Government seeks Industry input for verification of estimates due to this contract being a new requirement with little historical data. |
| Will resumes be required and if so for who? | Proof of qualifications will be required for all personnel. |
| How many key personnel will be required and which positions will be Key? | Government anticipates 2 personnel to be key. The USAFE ABAD Program Manager (PM) is the top management position on the USAFE ABAD program. The PM is responsible for a professional team of technical experts supporting weapons system acquisition, integration, operation, and maintenance. The USAFE ABAD System Engineers are the top aerial defense subject matter experts on the USAFE ABAD program. The System Engineers are responsible for designing, integrating, and implementing highly complex ABAD hardware to support the USAFE-AFAFRICA command. |
| How long will the transition period be? | The Government does not expect a transition period but rather a Phase-In period so KTR has time necessary to hire, relocate, and work through DOCPER process and obtain base access. Estimated Phase-In period should be no longer than 90 days after contract award. |
| Will the period of performance be a 1 year base year with 4 option years? | The ABAD IDIQ vehicle will have a 5-year base ordering period with a 3-year option, so a potential for 8 years of ordering. The first Task Order ABAD Ramstein TO 0001 will have a 1-year base with 4 1-year options (5 years total). The government anticipates the majority of large Task Orders issued against this vehicle to have similar PoP as the first Task Order. The total PoP for the entire contract vehicle will not exceed 10 years (est. 1-Jan-2021 through 31-Dec-2030). |
| Will this be a FFP/CPFF, or CPAF fee type contract? | The government anticipates utilizing pricing structures at the IDIQ level that include FFP, FPIF, CPIF, CPFF, and CR. Each task order issued against the IDIQ will utilize the most effective pricing method for its individual requirements. |
| Will this contract involve supplying the USAF with weapons (Kinetic Effectors). If so, will require more than an O&M IDIQ contract listed in Section 2 | Yes, the government expects the contractor to provide kinetic options as needed. This may be done through purchases of weapons or through a leasing agreement (possibly with the option to purchase at end of lease agreement). The government will provide more details during the Industry Day event, and the Government seeks Industry input for the best way to develop the requirement to capture this contract capability. |
| Will we there be a sample task order to bid and price with the RFP? | Yes, the RFP will include the first Task Order. The government will be using this as the price/cost factor in the evaluation (USAFE Ramstein TO 0001). |
| Will we only have to bid rates for the IDIQ, or will they give us a STO, or scenario to price? | The government is considering asking for rates, the task order proposal, and a rough order of magnitude for the scenario that will be incorporated into the RFP. |
| Where does the PM have to be stationed | The PM will need to be in the local area to where performance is expected to take place. |
| What OCONUS locations can we expect to be stationed in and travel to? | The contractor should expect to have a force located at all MOB across the U-A AOR with travel to various sites within the AOR |
| Three countries are mentioned in the PWS. Should it be assumed there will be a separate ABAD system in each country or are they to be C2 from 1 location. | The Government has not defined the entire C2 element for ABAD. That will be part of the scope for the contractor to work with the government to solve this as part of the first TO. |
| Referencing Task 2, Section f, will the government provide any support for OCONUS shipping or transportation of equipment? | The Government will work with the winning contractor to determine the most cost effective and efficient way to ship equipment. This may include utilizing military transportation services, private shipping services, or a combination of both. This will be done on a cost reimburseable basis if incurred. |
| Can the government clarify the contractor support outlined under Task 2, Section p: "Provide onsite security personnel for site access control, site monitoring and patrol, asset protection, etc" since force protection is provided by the government under Section 32 Force Protection? | While the government plans to normally provide such services, the contractor could be required to provide security of the sites/equipment at locations. |
| Need to provide scenarios and threats in order to determine appropriate kinetic/non kinetic effectors required | A scenario will be provided in Section L of the RFP. |
| The IDIQ PWS states "Contractor shall assist in planning and executing the full spectrum of ABAD operations." Is the intent of this statement to provide an actual C2 and Planning system or just personnel? | The intent is to utilize the GFP/GFE, expand on it, and provide an end to end ABAD system. |
| Can the Government define which resources and simulations will be required to produce state-of-the-art live, virtual, constructive exercises and real-world mission rehearsals? | The Government will not define the resources as it will limit the creative options industry will present to the Government. The Government will expect the contractor to iterate with the Government to provide this capability. |
| Can the Government define which Languages, tools and technology we will be expected to have SMEs in? | The contractor will be provided with a list of Government Furnished Equipment (GFE) to help the contractor understand the current system. From there the Government expects the contractor to expand on that capability with the necessary languages, tools, and technologies required to deliver an end to end ABAD system. |
| Will the C-UAS system need to be interoperable with the protection/detection systems of other services and departments? | The government assumes the solution will include a robust c-UAS system, but does not seek to define all the characteristics of the system to be successful. The Government believes this will stifle creativity in proposing solutions. |
| What legacy systems would need to be tied into the desired cert, clearance, and/or approval systems required under this effort? | The Government will provide a GFP/GFE list for this effort which will outline everything that will need to be certified. |
| Will tests and inspections have to be entered into any specific system (existing or planned)? | No specific system has been identified at this time but as new systems are delivered they will have to adhere to any DoD and AF mandates for test and inspections. |
| Will the Government assist in diplomatic coordination of host/partner nation forms, requirements and approvals? | The Government will assist but does expect the contractor to be hands on/provide required data products to achieve all necessary approvals to operate the system. |
| Does the Government require that alerts and bulletins be communicated on specific networks or in specific physical locations? | The Government hasn't defined the specific the communication plan for the ABAD system. The contractor should be aware of the current DoD systems or understand that will be expected of them under the first Task Order. |
| Would the Government be willing to provide an Unclassified briefing on the threat to be addressed in the USAFE ABAD solicitation? | The industry day briefing includes this information. That briefing is available on the beta.sam.gov Industry Day posting. |
| The Government's draft PWS states, "Integration and fusion of multiple sensors, weapons systems across the entire spectrum of a mesh networked “Kill Web” to Find, Fix, Track, Target, Engage, and Assess (F2T2EA) a spectrum of threats, from small UAS to Hypersonics..." Could the Government please clarify the scope of this solicitation? For example, "The contractor shall provide the capability to defeat Class 1&2 UAS, RAM threats, fighter and rotary wing attacks on air bases, etc..." | The industry day briefing provides more details on this along with the scenario provided in section L of the RFP. Please reference those documents for more details. |
| What relationship exists between the USAFE ABAD program and the AFLCMC/HBU Medusa program? | The Government is aware of the Medusa program and various other ABAD efforts across the DoD. However, if you believe a specific project is relevant to the requirements of the USAFE ABAD requirement, please provide any relevant information to the Government team. |
| Is the contractor responsible for the cost of executing all security clearances? | The Government is not responsible for the cost of security clearances. The Government expects the contractor to provide qualified individuals to support this effort. |
| The PWS states that the contractor shall assume a tour of duty for 24 months - does this also pertain to areas that are designated as a war zone? | The PWS has been updated without this statement. |
| Is there a primary theater of concern? As written the SOW ranges from developed bases across EUCOM and AFRICOM to contingency bases in deployed environments, each having its own unique challenges. | The Government is concerned about the complete USAFE-AFAFRICA AOR. What might be of concern today could easily shift tomorrow. The Government will ensure that Task Orders are derived for specific work to be conducted in the necessary theater. |
| The ABAD threats range from small UAVs to hypersonic weapons to space and cyber threats—is there a primary line of effort that anchors the ABAD requirement? Will the contractor be required to perform kinetic or cyber actions? | This ABAD contract will be the primary effort to anchor all the ABAD requirements. The Contractor that wins this contract will be vital to provide that anchor to the Government. The Government will not define the specific actions required to counter an ABAD threat. The Government does have a requirement to neutralize ABAD threats. |
| The IDIQ limit stated is $950M, is there a priority should the defined requirements exceed planned costs limits? | The Government will define that priority as we execute the program. If we anticipate exceeding the dollar threshold the necessary acquisition action will be carried out by the government. |
| Can the USG specify the expected level of operations manning by contractor (i.e. contractor supported up to decision to employ kinetic/non-kinetic effects)? | The Government is aware of the authorities it must maintain within the kill chain of operations but is seeking a solution that requires minimal Government input. The Government is expecting an ABAD system that can be operated at an affordable price. |
| What type of indemnification will the USG provide? | The Government does intend to provide numerous protection clauses to the contractor of this effort. |
| Does the USG expect the contractor to run their own solicitation to determine which systems to use? | The intent of this project is for the winning contractor to help guide the development of the program through the means it find best. The contractor will be expected to understand the various ABAD capabilities available on the market and provide recommendations to the Government on what to implement. |
| Can you clarify if an OEM that produces ABAD Platform Systems has an inherent OCI and therefore cannot Prime? | A vendor that already produces technology that could be incorporated into ABAD does not necessarily have an OCI, but there is the potential for one. An OCI brief will be given at Industry Day. If you believe you have an OCI, the government intends to have that be self-identified in proposals along with a mitigation plan for that OCI. That would need to be noted in the OCI mitigation plan. The government intends to have the contractor help determine the best way to meet the Government ABAD requirement. The Government also intends to conduct its own OCI analysis. |
| Does the USG expect contractors to buy/lease and maintain a pool of equipment for USG lease/use across the contract? | The contractor will be required to procure or lease to the Government various pieces of equipment as specified in each Task Order. Under leasing, the government may include an option to purchase at the end of the lease. The first task order will involve the maintenance of existing GFE. |
| Will the USG consider providing advance lease payments to offset capital outlay? | The government does not intend to provide advance payments but will work with the contractor on how to meet the requested scope of each task order. |
| At end of a Task Order or contract, will the USG assist with lease transfers or equipment sales to another service, allied country or other contractor? | That has not been determined at this time. |
| Has USG stipulated/achieved OSA success with any likely OEMs for this work? | USAFE-AFAFRICA does not know if the Government has specifically achieved Open System Architecture (OSA) with any OEM for this type of work. |
| Will the USAF be leaning toward existing warfighting C4I? Will the solution be combined with Tadil J? Will the AF be open to an OEM’s BMC4I application? | The Government is open to employing the most technically effective and cost effective system to meet our requirements for DoD. |
