About this file
This technical exhibit outlines pest control standards for facilities. It specifies basic frequencies for indoor, rodent, and outdoor pest management services to be provided at least twice per month. Detailed pest control measures are described targeting rats and mice, cockroaches, flying insects, mosquitoes, and mites. Pest management service measures include eradicating cockroaches within 2-3 months and destroying ant nests using low-toxicity baits. Flying insect control involves larva treatment in septic tanks and managing indoor UV light traps. Other pests will be controlled through residual spraying and building defense lines. Rodent control consists of outdoor trapping and indoor trapping to control invasions. Electrical rooms will use traps without attractants for safety. Monthly surveillance is required for rodents and cockroaches, with on-demand follow up services as needed. Specified pesticides and equipment include those for rodent, insect, and residual controls. Safety standards are outlined to prevent contamination and maximize effectiveness.
The related federal contract opportunity is solicitation number W91QVN22R0030 for preventive maintenance, on-call service, and repair of unaccompanied personnel housing and senior leader quarters at USAG Humphreys. The requirement includes pest control services aligned with the technical standards described.

Technical Exhibit 03 – Pest Control Standard.
PEST Control Standard
1. Basic Standards and Frequencies for Pest Management Service
a. Frequencies:
(1) Indoor Pest Management: Regular service more than twice per month.
(2) Rodent-Control Service: Regular service per month.
(3) Outdoor Management: Regular service twice per month.
(4) Additional Service: Frequent service at vulnerable areas in summer and winter season.
2. Detailed Pest Control Measures
a. Summary:
Targeted Pest
Damage
Pest-Control Method
Rats and Mice (Various Rodents) -Causing breakdown of advanced devices by short circuit and fire -Spreading various hospital germs and food poisoning -Aversion Rodent proofing (seal cracks and holes, block openings, fit doors) Trapping Harborage elimination Nest removal Anti-coagulant baiting
Cockroaches -Carrying diseases and dirtying surroundings
- Food poisoning -Aversion Caulking (blocking point of entry) Vacuuming Trapping Residual spraying method Baiting method Eliminating habitats
Flying insects (House Flies and Filth Flies) -Carrying various diseases and infection
- Food poisoning -Aversion Sanitation Screening Baiting Eliminating habitats Installed device (Phoenix)
Mosquitoes (Midges)
-Nuisance
-Various-disease infection including Japanese encephalitis in summer season -Occurring at underground wastewater tanks and damaging all buildings Eliminating occurrence sources Chemical treatment at septic tanks Installed device (Phoenix)
Mites (Rat Fleas) -Generating allergy and bloodsucking when reaching at skin -Secondary skin infection Eliminating pollutants at once Residual spraying method
Other Pests
-Spraying residual repellent in the surrounding areas and building defense lines by
pest-control of land Physical and mechanical control method
b. Detailed Pest Management Service Measures:
(1) Cockroaches: Eradicating all of cockroaches at once (for 2-3 months) by
| - | Checking cockroach’s distribution maps and locations promptly by monitoring using visual observations or sticky traps, or both and determine the control measures. | |
| - | Eradicating them using sanitation improvement if required, baits and gels (Hydramethlynon), applying residual treatment (Demand CS) for cracks and crevice treatment and then keeping 99% pest-control rate consistently. | In this case, the contractor shall support the sanitation improvement to control cockroach problems (no moisture, clean food debris, fix structural deficiencies for cockroach arborages). |
(2) Ant
- Destroying ant nests occurred by using self-developed and advanced bait stations with low-toxicity at a time and increasing the eradication rate at 99%.
(3) Flying Insect
· Exterminating flying insects by using larva-treatment chemicals in septic tanks, trenches, and stagnant ponds where mosquito larva could inhabit
· Detailed management guidelines for the equipment (Phoenix) installed indoors for eliminating flying insects are as follows:
(4) Other Pests
· Spraying residual repellent at the adjacent areas and insecticides on land, building defense line, and blocking pest inhabitation and approach.
c. Rodent Control Management:
(1) Outdoor Management
| · | Arranging rat traps for preventing rats living outdoor, in order to minimize inhabitation of rat which lives in the skirt of facilities. |
| · | Perform rodent control service to possible areas where rat can invade from outside. |
(2) Indoor Management
· Controlling rat’s invasion and eradicating rats living inside by using traps. (If the size of the invasion routes are bigger than “B”s standard (fist size), it would be difficult to eradicate them. If facilities’ supplementation were needed, appropriate measures will be taken.
· Coating major wires with rat repellent in order not to gnaw wires in the electric rooms, put traps and glue boards at rat’s invasion routes.
(3) Residual Spray and Sterilization
· Spraying residual chemicals for eradicating other pests and germs that could happen by the rodent infestations in the office rooms, lounges, preparation rooms, restaurants, stores, aisles, toilets, etc
d. Management Pest Control Work:
Classification
Work description
Rodent Control Service
All Buildings &
Outdoor
· Blocking invasion routes
· Eradicating invasion routes and habitats
Insect Control Service
Building
- Managing UV light traps (Phoenix) for eradicating
flying insects inside
Whole Building
· Applying baits for preventing ants and cockroaches.
· Conducting residual spray on exterior walls based on vulnerable areas.
e. Pest Control Management of the Building:
(1) Rooms
· Not disrupting customers, effectively deal with low-toxicity bait chemicals which do not cause harm to human beings.
· Provide services after discussing service schedules with Housekeeping Manager.
· Prevent unnecessary chemical-misuse with monitoring traps.
(2) Electrical Rooms
· Rat bait mixed with attracting materials shall be avoided since accident could result by a rat. Therefore, traps like glue boards and rat traps without attracting materials shall be used to ensure safety and be effective.
